In the mid-Ming Dynasty, the means of transportation were greatly improved; commodity production became more developed; silver
was gradually monetized; commercial taxes became lighter; and social attitudes towards merchants changed. All these developments
created a favorable environment for the formation of regional merchant groups. Meanwhile, social factors at the regional level—characteristics
of local commodity production, favorable natural environment and production structures, as well as Ming government’s practice
of border defense, border trade, foreign policy, local customs, and the interpretation of commercial activities of local people—all
contributed to the emergence of merchant groups.

Abstract This article explores the behaviour of a group of foreign entrepreneurs (mainly Swiss and Germans) who settled in southern Italy during the nineteenth century, establishing cotton manufacturing, creating a religious community, importing technologies, machines and patterns of management. These entrepreneurs shared a high level of training and culture and they all belonged to Protestant denominations. In the context of this foreign entrepreneurial community, the article examines the role played by friendship, kinship, origins, education and religion in shaping the network that linked groups of Protestant businessmen across Europe, emphasizing how these manufacturing firms relied on forms of cooperation, solidarity and physical proximity that were consolidated and perpetuated across more than three generations. 相似文献

收益分配问题绝不只是单纯的经济问题,而是涉及政治和社会制度安排的"正义"问题。本文基于对农村旅游发展现实的大量观察和前人对于中国社会问题丰富的研究成果,把宏观制度研究与微观行为分析结合起来,将影响旅游收益分配的政治过程内生化、模型化,展现了在农村旅游发展中,各利益主体——政治精英、商人利益集团、社区农民为实现各自的目标价值,在制度激励和约束下就利益的分配进行重复博弈的动态过程。本文指出,旅游收益不平衡的制度性根源在于国家的政治、经济、法律制度设计偏重于增长而未能有效地维护个人和社会的正当利益。仅仅依靠金钱补偿,或者调整收入分配政策根本不可能达到或实现分配正义的目标。分配正义的实现需要一系列根本性的制度变革,"从顶到底"地建立一个能给予共容利益最大决策权的政治体制和经济机制。 相似文献

How do interest groups shape the diffusion of policies they oppose across the states? This study explores this question using the case of teachers' unions and education reform policies. Using a novel dataset on charter, voucher, and performance pay policies spanning 1992–2013, I find evidence that strength of the teachers' unions decreases the likelihood of performance pay and that additional strength is less impactful with more Democratic control of the legislature. Teachers' unions are weakly related to a lack of charter laws and do not impact voucher laws. The latter two policies are more strongly associated with policymaker learning and education reform advocacy groups, respectively. These findings suggest that vested interests most strongly impact the policies that most fundamentally threaten their organizational strength and that this effect is conditioned on the party in power; increases in interest group strength are not necessary when policymakers are already sympathetic. 相似文献

The open, multilevel nature of U.S. policymaking enables interest group activity throughout the policy process. At policy implementation, groups attempt to secure benefits or ameliorate legislated effects by devising cooperative or conflictual strategies to influence outcomes, especially when agency officials have discretion to design rules and negotiate agreements. Investigating group “street‐level” activity with respect to the Endangered Species Act, this research finds that policy context and resources shape the degree of information and access available to groups, which influences the strategies groups adopt. Groups with access and specialized information will attempt to change or influence policy outcomes cooperatively. Groups with limited technical information are more likely to fight implementation. 相似文献

Smart growth is a planning and land use policy objective that generally focuses on where development should occur and how best to protect natural resources. What explains the adoption of smart growth policy by local government? This study focuses on a cooperative intergovernmental program that seeks to enhance local government abilities to work toward achieving state goals on sustainability. Extant research suggests that local interest group preferences shape policy decisions. However, much of the evidence on the influence of local interest groups on smart growth policy is presented within the coercive intergovernmental context. This article argues that resource dependency influences local decisions in pursuing a smart growth agenda when state incentives are provided. The findings suggest that fiscal capacity and the characteristics of local governing institutions are significant predictors in the decision to take part in an intergovernmental program. Business and neighborhood interest groups have a significant effect on policy adoption, as do local characteristics depending on the smart growth functional area. 相似文献

Since the late 1960s, the number and types of organized interest groups working at the state level have increased dramatically, but research shows that traditional organized interest groups, such as business and labor unions, are still the most influential in state policymaking ( Thomas and Hrebenar 1996 ). Less is known, however, about the influence of non‐economically focused interest groups in the state policy process. Using pooled cross‐sectional data from the American states, I explore the effect that nontraditional organized interests can have on state policy. Specifically, I examine the influence of the Humane Society of the United States on state adoption of animal cruelty felony laws. Although the Humane Society is not one of the traditional groups expected to have a significant influence in state policymaking, my results suggest that it has played a significant role. However, I also find that the Humane Society's influence on the stringency of these laws is less pronounced. 相似文献

学术界对少数民族华侨华人的研究很少。究其原因有四 :历史原因、民族意识、政治原因和学科因素。本文拟就少数民族华侨华人问题作一初步探讨。全文分为四个部分。第一部分是关于少数民族华侨华人的称谓和概念 ;第二部分分析少数民族华侨华人的迁移与定居特点 ;第三部分提出少数民族华侨华人的辨识标准 ,即记录、祖籍地、客观认同、迁移时间和主观认同 ;第四部分是关于分布世界各地的少数民族华侨华人的初步计量统计。作者提出 ,“华侨华人”的身份应以其定居或入籍他国来确定 ,而不应受其移民方式的影响。 相似文献
