In recent years, there has been substantial academic reappraisal of Enoch Powell alongside a growing public realisation, increased by the debate over Brexit, that his interests were wider than immigration and notably included opposition to British membership of the European Community – a topic that this article probes further. It begins by examining Powell's understanding of the British nation as a unitary state, centred on parliament, that underpinned his interpretation of both Conservatism and Unionism. Then, covering the period up to the 1975 referendum, the article analyses exactly how Powell argued that membership of the European Community threatened parliamentary sovereignty. It situates Powell's thinking in the context of arguments made by others and explores the connections made by Powell between the threat from Europe and the history of parliament itself, particularly the formation of the unions with Scotland and Ireland. The article shows that while Powell's arguments were marginalised in the later 1970s and for much of the 1980s, they were revived from the early 1990s – albeit in a changed constitutional context.  相似文献

ABSTRACT

This paper uses the case study of a youth-led community radio station, KCC Live, to argue that community radio is not a cure-all solution for disenfranchised and silenced young people. Drawing on 18 months of participant observation at KCC Live and data from in-depth interviews with volunteers, I argue that, owing to institutional constraints by station management; college management; and the regulatory body Ofcom, young people consider the airwaves to be a supervised, as opposed to emancipatory, arena. However, in attempting to combat the restricting nature of the airwaves, young people find new, performative ways to communicate. This paper provides empirical evidence which goes beyond previous simplistic conceptualisations of voice in youth media production and argues that romanticised notions of youth voice preclude performance and creativity. This paper offers an important contribution to children’s geographies in finding that pretend play, characterised by performance, can be considered a ‘life-span activity’.  相似文献

ABSTRACT

The widely observed erosion of the policy capacity of governments and their public services is mirrored by decay in the practice and program capacity of community organisations. This capacity once depended on the practical expertise of a values-driven workforce employed in organisations focused on a social purpose. Governments relied upon this core competency to inform their approach to investment, program design and the delivery of community services, but this has changed. Social purpose in community service organisations have been frustrated by a preoccupation with funding models, procurement approaches and contract details at the expense of the delivery of outcomes. It has resulted in community organisations becoming subjects of service delivery rather than authors of it. The paper frames these dilemmas and provides a theoretical framework for community organisations to reposition from subjects to authors in the system. The paper takes the form of a reflective assessment from a practice perspective.  相似文献
