明清时期,福州西湖水环境总体趋劣。明代西湖水源较为充足,水质状况良好;万历以降,受民间占垦等社会因素影响,湖域面积缩减,水质日渐趋下;清代中后期,福州城内水道淤浅,江潮渐绝,西湖水源趋向单一。明清时期西湖水环境的变动,除了受区域气候干湿变化、山地森林水土保持以及湖泊含沙量的影响之外,还与人为的水地之争密切相关。由于人地关系紧张,加之水资源权属不清、新垦湖田税赋征收模糊等,获取湖利的必然性刺激了民间占湖为地的行为。地方官府也曾采取如修闸筑坝护堤、追返侵地还湖、清理粪秽淤泥等治理措施,并取得阶段性成效,但受区域人口、土地资源与生存环境等社会经济因素的影响,西湖历经多次治理仍积弊难除。  相似文献

This paper reports on development of a Dark Peak website and its use to prepare first-year geography students for a one-day physical geography field course in the south Pennines. The Virtual Tour (VT) component of the website is the main focus of this paper. Pre- and post-fieldwork evaluations of the first version of the VT by 195 students are presented with the revisions undertaken as a result of this feedback. The Neolithic ceramic assemblage from the multi-period coastal settlement at Pool on the island of Sanday, Orkney is unique because it stratigraphically spans both the earlier round-based (including possible Unstan bowls) and later flat-based (‘Grooved Ware’) traditions. High-temperature thermoluminescence (HTTL) analysis objectively demonstrates that ceramics from the earliest Neolithic layers have been consistently better fired compared to examples from later layers. We suggest two interpretations of these data: either firing technology declined with changing social structures and/or adoption of a different ceramic tradition or that there was greater pressure on fuel resource and management in the later Neolithic. Paleoenvironmental and chronological evidence indicate climatic deterioration in the later Neolithic, which adds further support to an interpretation of a poorer fuel resource at that time. In addition to studies of the HTTL signal, analysis of the ambient temperature modification of the TL signal has potential to support or evaluate dating evidence, and is readily applicable to optically stimulated luminescence (OSL) age data.  相似文献

An American geographer evaluates the process of water resources planning and management in the city of St. Petersburg, Russia, based on regional government documents, interviews with local water management officials, and follow-up field observations in 2007. St. Petersburg is a microcosm for challenges to assessing and managing water resources in urban environments in transition economies more broadly, and thus the present study yields insights into obstacles confronting water planners in many large cities in the post-Soviet realm, and augments the body of empirical data on the impacts of economic transition on environmental management. 3 figures, 46 references.  相似文献

In a companion paper to the essays comparing China's and India's economic rise (Prime, 2009) as well as India's energy security (Dadwal, 2009), two specialists on China's energy industries review the country's challenges posed by the need to dramatically increase energy use in order to support economic growth while coping with pressures to reduce environmental impacts from emissions of greenhouse gases. After reviewing the current mix of fuels in the economy and discussing each major energy resource (in terms of proven reserves, production, consumption, and foreign import requirements), the authors focus on measures undertaken by the Chinese government and corporations to improve access to vital supplies. The paper covers efforts to enhance the country's energy security, which include diversifying sources of oil supply, purchasing oil and gas concessions and financing of energy infrastructure development in African and Central Asian countries, instituting reforms to encourage more efficient energy use, and developing alternative energy sources. Abstract

China’s emergence as a global development actor has implications for developing countries and “traditional” donor agencies. Its current provision of foreign aid and other forms of development assistance to developing countries throughout the world presents both opportunities and challenges for all actors. At the same time, China’s growing need for natural resources and its policy of securing access through state-led “resource diplomacy” are causing concern. While most scholars and commentators are focused on the “China in Africa” dimension, China’s engagement in the South Pacific region has also been growing rapidly over the past decade and offers some interesting and unique insights. This article examines the dynamics of China’s provision of foreign aid and its quest for natural resources in the South Pacific region, with comparative references to other regions. Drawing particularly upon interviews and site visits in Fiji and Papua New Guinea, it argues that although major commercial resource contracts do appear to be supported by Chinese Government assistance, resources deals are not explicitly part of Chinese foreign aid in the region.  相似文献

Abstract

Treaties allowing investors to initiate arbitration claims directly against host states for illegally interfering with cross-border investments are becoming increasingly common in Asia, but Australia announced in 2011 that it will no longer include such protections in future treaties. The backdrop to this decision includes keen interest from Asia in foreign direct investment (FDI) into Australia’s resources sector, meaning that potential investors may not be significantly deterred by a lack of arbitration provisions in future treaties. This article argues, however, that Australia’s policy shift risks undermining the entire investor-state arbitration (ISA) system, with the earliest impact being felt by major pending treaty negotiations by Australia with Japan, China and Korea (respectively); and that the shift may significantly reduce FDI flows or have other adverse effects. The article criticises the cost-benefit analysis of ISA protections in one pivotal study conducted in 2010 by an Australian Government think-tank, arguing that this assessment is insufficiently nuanced. Instead, the article presents a justification for more tailored and moderate changes to ISA provisions in future treaties. Its tentative interest-group analysis suggests, however, that there may be surprisingly few public or private constituencies that would prefer such moderate reforms, and that most may well prefer the more extreme position recently adopted by Australia, despite the damage that will be done to the ISA system as a whole. The article also argues that Australia’s policy shift and think-tank analysis may make Asian countries more cautious about ISA, especially those (like the Philippines and Vietnam) which have traditionally been more cautious about this dispute resolution system.  相似文献

Abstract

China’s sudden suspension of rare earth exports to Japan in September 2010 represented the opening of a new front in the international competition for natural resources. As the demands of the global economy change, the international demand for rare earths, which are used in a diverse range of high-tech industries, has also increased. As China is currently the largest rare earths exporter, its actions in regulating rare earths exports will directly affect the interests of other states in the supply chain. This paper therefore examines how China assumed this dominant position in the supply chain. It also looks at how major rare earths consumers such as Japan and South Korea are reducing their reliance on and vulnerability to Chinese rare earths supplies through means such as seabed exploration in disputed territories, which might contribute to geopolitical tensions and instability in the East Asian region.  相似文献
