ABSTRACT. During war, the demarcation ‘enemy alien’– whether on ethnic or civic grounds – can lead to loss of political, social or economic rights. Yet not all minorities are excluded even though they pose problems for civic and ethnic national categories of belonging. This article explores the experiences of an ethno‐religious minority who posed an intriguing dilemma for ethnic and civic categorisation in North America during World War II. The Mennonite experience enables a close examination of the relationship between a minority ethnic (and religious) group and majority concepts of wartime civic and ethnic nationalism. The article supports arguments that both ethnic and civic nationalism produce markers for the exclusion of minority groups during wartime. It reveals that minority groups can unintentionally become part of majority ‘nationalisms’ as the content of what defines the national ideal shifts over time. The experiences also suggest that a minority group can help mobilise symbolic resources that participate in transforming what defines the national ideal.  相似文献

In this paper we provide a critical evaluation of the campaign for bilingual road traffic signs in late 1960s and 1970s Wales, examining how Cymdeithas yr Iaith Gymraeg (the Welsh Language Society) came to see English language road signs as mundane, ubiquitous and oppressive symbols of anglicisation and of British/English government authority in Wales. We suggest a rethinking of Michael Billig's concept of ‘banal nationalism’, arguing that while English language road signs may appear as banal symbols and technologies of government authority and control, their banality is only ever experienced from particular perspectives by partial constituencies. For Welsh language campaigners, English language road signs were experienced and criticised as eruptive and disruptive symbols of oppression, rule and colonisation, and in the paper we trace the genesis of the bilingual road signs campaign, British government reactions to proposals for bilingual signs, and the shift in policy which followed the very public support of hundreds of respectable Welsh professionals for the campaign from December 1970. We conclude the paper by examining the work of the Welsh Office's Committee of Inquiry into Bilingual Traffic Signs (the Bowen Committee), and the subsequent disagreements between language campaigners, government scientists and politicians on the issue of language order. Throughout the paper we suggest that it was the ubiquity, functionality and materiality of road signs which made this one of the most effective campaigns carried out by the Welsh Language Society.  相似文献

While numerous studies have examined the post-war contestation surrounding commemorative sites associated with the legacy of Nazi Germany, relatively little attention has been dedicated to the ways in which the Nazi regime itself sought to create places of memory congruent with the movement's political and cultural goals. Indeed, party leaders sponsored a variety of disparate, and at times contradictory, programs to re-orientate some of Germany's most prominent historic places to better serve the needs of the regime. To expand our understanding of this process, this article examines the practice and rhetoric of historic preservation in Bavaria during the Nazi period with a focus on the preservationist program sponsored by Bavarian President Ludwig Siebert. Nazi propaganda promised to rejuvenate and protect Germany's architectural heritage for the public good, but the regime's actual priorities and policies led to widespread confiscation, damage, and eventually destruction.  相似文献

ABSTRACT

This article is a case study on how Parliamentary politics could operate in favour of the integration of ethnic minorities into the nation-state. The incorporation of the largest part of the region of Macedonia into the Greek State after the Balkan Wars (1912–1913) led to radical changes in the lives of the Slavic-speaking villagers of Greece (‘Slavic-speakers’ is a term used in this paper so as to describe the inhabitants of Macedonia who had a Slavic language as their mother tongue. Often, in the Greek newspapers of the time the language was referred to as Macedonian or local Macedonian. It was similar to the Bulgarian language but could also be understood in Serbia). Up to 1936, local politicians’ approach of peaceful integration through prosperity and fair administration prevailed but in 1936, parliamentary democracy was abolished and ceased to function as a mechanism for integrating Slavic-speaking villagers into Greek society.  相似文献

A pre-Columbian (ca. AD 500–1500) fishery baseline is established for Anguilla, British West Indies from analyses of the remains of captured fishes from five archaeological sites. The zooarchaeological fishery baseline shows pre-Columbian communities captured diverse fishes, many of which are vulnerable to overexploitation. Composition of the captured fish community varies by site underscoring the potential importance of including samples from sites located adjacent to different marine habitats. Analyses of abundance–biomass relationships, community trophic structure, fish size and taxonomic composition indicate the Anguillian pre-Columbian fishery and coral reef ecosystem was healthy and sustainable. By providing a thorough baseline of Amerindian use of fishes on Anguilla, we provide a foundation that aids researchers asking questions about long-term change in Caribbean coral reef fisheries.  相似文献

Despite the capacity of postcolonial theory to accommodate a wide variety of situations, one area of postcolonial experience still has not received much attention – the experience of non-hegemonic settler colonies, that is settler colonies that did not in the end succeed in dominating native populations politically or culturally. Analysis of the unionist community in Northern Ireland offers a number of refinements to postcolonial theory at the same time that it demonstrates how postcolonial theory can enrich our understanding of non-hegemonic settler populations. While every postcolonial culture, native or settler, is uniquely structured by specific historical circumstances, there are features that many of these cultures share, such as hybridity, estrangement, incommensurability, contradiction, mimicry, miscognition, ambivalence, resistance, and the construction of mythical/historical narratives. The structure of these features, however, differs between native and settler cultures, and it differs in a way that makes one culture the mirror image of the other. This should not be surprising since the same colonial situation produces both native nationalism and settler nationalism, and they are both subject to similar colonial contradictions. Recognising settler nationalism as a legitimate part of postcolonial studies opens up the possibility of exploiting the in-betweenness of settler cultures. Emphasising this in-betweenness, and thus its affinities with native nationalism, suggests that settlers, particularly non-hegemonic settlers, are likely to find more in common with the natives they see themselves in opposition to rather than with the colonisers they identify with.  相似文献

The growth of modern nationalism can be attributed to structural causes, especially the growth of the strong bureaucratic state that penetrates society, creating cultural uniformity and national identity. But structurally based nationalism need not be very intense, or constant; even when institutionalised in periodic formal rituals, it can be routine, low in emotion – even boring. We need to explain sudden upsurges in popular nationalism, but also their persistence and fading in medium‐length periods of time. Nationalist surges are connected with geopolitical rises and falls in the power‐prestige of states: strong and expanding states absorb smaller particularistic identities into a prestigious whole; weaker and defeated states suffer delegitimation of the dominant nationality and fragment in sudden upsurges of localising nationalities. Passing from macro‐patterns to micro‐sociological mechanisms, conflict producing solidarity is a key mechanism: dramatic events focus widespread attention and assemble crowds into spontaneous ‘natural rituals’ – mass‐participation interaction rituals, as distinct from formal rituals. Evidence from public assemblies and the display of national symbols following the terrorist attacks of 11 September 2001 (9/11) shows an intense period of three months, then gradual return to normal internal divisions by around six months. Spontaneous rituals of national solidarity are produced not only by external conflict but by internal uprisings, where an emotional upsurge of national identity is used to legitimate insurgent crowds and discredit regimes. Although participants experience momentary feelings of historic shifts, conflict‐mobilised national solidarity lives in a 3–6‐month time‐bubble, and needs to institutionalise its successes rapidly to have long‐term effects.  相似文献

After the Korean War (1950–53), the two militarized Koreas governed each and every member of society in similar ways through their disciplinary politics of antagonistic nationalism. The existing studies of state formation in the two Koreas have neglected an aspect of state power that was neither necessarily top‐down nor violent from above but also reproduced from below. In both South and North Korea, especially from the 1960s to the 1970s, state power had internal dynamics that penetrated the day‐to‐day activities of most citizens and led them to actively accept and participate in nationalist rule. This article explores an understudied aspect of the two Koreas' state power that was disciplinarily diffused in people's everyday practices through reproduction of aggressive nationalism from below and the organic construction of the individual body and nation.  相似文献
