This article analyzes the factors that explain the international diffusion of voluntary international management standards. We argue that international management standards should not be analyzed in isolation but in conjunction with other standards and their institutional environment. We present two opposite views explaining how the previous diffusion of management standards facilitates or hampers the adoption of new management standards. We test a comprehensive model of diffusion of international environmental management standards within the chemical industry using a panel of 113 different countries during the period 2000 to 2003. Our results show that the previous experience of businesses in voluntary standards such as the Chemical Industry's Responsible Care Program or ISO 9000, government commitment toward Environmental Management Systems Standards, and the level of activity of international nongovernmental organizations in the country of adoption, impact positively on the adoption of ISO 14001 by chemical firms. Unlike previous studies that focused mostly on cross industry analyses, we do not find trade‐related factors significant while explaining adoption in the chemical industry. Our results differ, therefore, from previous research and highlight the need to isolate industry effects to understand the diffusion of international standards.  相似文献

In this short introduction to a themed section on gendered mobilities and transnational identities the articles are introduced and the three key conceptual themes which emerge from the collection are discussed. It is argued first, that gendered migration patterns reconfigure all the social relations within transnational family formations. Second, that chains of care need to be conceptualised in more complex ways recognising multiple forms and circulations of care. Finally, it is suggested that attention needs to be paid to the ways in which institutions intersect with migration and transnational family formations.  相似文献

Assisted Voluntary Return (AVR) programs occupy a central role in Europe's “management” of migration today. These state-funded programs allow migrants to meet with humanitarian counselors about the decision to return voluntarily, offering reintegration assistance and one-way travel booking to migrants' country of origin. This paper draws on interviews with practitioners at humanitarian organizations, those who counsel undocumented migrants and appeals rights exhausted asylum seekers about their decision to leave Europe via AVR, to consider the limits and potentials of humanitarian assistance for migrants in the EU's security-focused context. We query the degree to which care, as much as it is incorporated into regimes of bordering, can potentially disrupt hegemonic politics of assistance-as-governance. AVR provides a lens onto the politics of care and humanitarian assistance in migration management today, as migrants and practitioners negotiate together the decision to stay (with a limited range of legal options) or return via this increasingly relied upon policy.  相似文献

There is a large body of literature devoted to how “policies create politics” and how feedback effects from existing policy legacies shape potential reforms in a particular area. Although much of this literature focuses on self‐reinforcing feedback effects that increase support for existing policies over time, Kent Weaver and his colleagues have recently drawn our attention to self‐undermining effects that can gradually weaken support for such policies. The following contribution explores both self‐reinforcing and self‐undermining policy feedback in relationship to the Affordable Care Act, the most important health‐care reform enacted in the United States since the mid‐1960s. More specifically, the paper draws on the concept of policy feedback to reflect on the political fate of the ACA since its adoption in 2010. We argue that, due in part to its sheer complexity and fragmentation, the ACA generates both self‐reinforcing and self‐undermining feedback effects that, depending of the aspect of the legislation at hand, can either facilitate or impede conservative retrenchment and restructuring. Simultaneously, through a discussion of partisan effects that shape Republican behavior in Congress, we acknowledge the limits of policy feedback in the explanation of policy stability and change.  相似文献

Attitudes towards autonomy and personal freedom changed in the 1960s in England, but hardly touched the needs of dependent older people. In particular, deeply embedded public and professional attitudes and priorities linked to little change in ‘psychogeriatric’ treatment for those who were mentally unwell. Total beds in psychiatric hospitals decreased, but those remaining were increasingly and disproportionately occupied by older people receiving custodial care, often long term, despite evidence that appropriate treatment could prevent admission and facilitate discharge. Widely publicised scandals of inhumane care of older people in psychiatric hospitals prompted a more responsive government approach to improving services.  相似文献

This paper challenges the proposition that connecting with nature through direct encounters with nonhumans promotes ethical regard for them. It probes the limits of more-than-human ethics founded on personal encounters which struggle to cross distance and difference. I consider how personal engagement influences ethical perspectives and attend to processes by which care for nonhumans is learnt. Empirical research in community gardens reveals diverse relationships with nonhumans and underlines the importance of attending to qualities of relating. I propose typologies for thinking through more-than-human relationships, organising them according to degree of care. The research finds limits to gardening’s potential to promote more care-full relations with others, with care limited by the prevalence of instrumental relationships with nonhumans. Learning to care for nonhumans requires a sense of connection to combine with disconnection gained through reflection, setting specific encounters within the context of more extensive relations and their power dynamics. More important than encounters teaching care for specific nonhuman dependents are those promoting understanding of the interdependent nature of more-than-human communities, and that stimulate reflection on the cumulative impact of a human tendency to forget this.  相似文献

In this article we discuss the ways in which a feminist ethos of care and the associated practice of mentoring allows feminist geography to flourish in teaching, working and learning spaces. We argue that our working relationship – based on care, mentoring and friendship – is crucial in order to survive and deflect structural inequalities. Our working relationship spans across undergraduate, graduate, postgraduate and early career stages at a single university. We offer our personal stories as examples of establishing and maintaining collaborative mentoring and caring work relationships. Further, our commitment to a feminist ethos of care and mentoring is vital for our selfcare and causes trouble for structural power differentials. First, we share stories about how our working relationship began and developed within the critical, caring and fragile spaces of the Geography Programme at the University of Waikato and other feminist geography networks. Second, literature on care, mentoring and collaboration is discussed, with a focus on feminist politics of mentoring and collaboration. Third, we return to our own experiences to illustrate the ways embodied and emotional subjectivities and associated power dynamics shape mentoring and care relationships. Examples of joint supervision and research are offered to illustrate complex sets of spatially significant emotions, feelings and subjectivities. Finally, we highlight the ways in which place matters if feminist geography is to flourish.  相似文献

Iran’s rural mental health care system emerged in a context that included experiments in health care prior to the 1979 Revolution and the establishment of a primary health care (PHC) system after the Revolution. Beginning in the 1980s, Iran integrated mental health care into the existing PHC system by treating mental illness much like a communicable disease. Iran advanced treatment options compatible with the existing system, added new training for existing care providers, and incorporated specialists. The integration of mental health care led to the rapid improvement of health outcomes. The integration also created the unintended consequence of privileging pharmaceutical treatments and overlooking mental illnesses affected by somatization.  相似文献

Few laws have a profound and lasting impact on an entire political system. The Affordable Care Act (ACA), despite its incremental nature and bipartisan heritage, has been one of those remarkable landmarks. Even a decade after its passage, the political struggle is far from over, as the ACA is still facing near constant threats from the incumbent president, Congress, the courts, statehouses, attorneys general, and governors across the nation. How have political scientists responded to the continued struggle? This article provides an overview of the effects of health reform and the ACA on political science research since 2008. While political scientists have written much about the subject, coverage has been distinctly uneven within the discipline. Indeed, it has almost been entirely confined to scholars of public and health policy. Nonetheless, there have been important contributions across disciplinary fields. This article provides an overview of contributions embedded within the study of federalism, policy feedback effects, and political framing. It concludes by emphasizing the need for more engaged scholarship on health policy issues from across the entire discipline, and by highlighting other areas of study that could benefit from broader attention by political scientists.  相似文献

Gender has been the privileged optic through which care ethics has been theorised. However, a long line of theorists has argued that gender intersects with other vectors such as race, class and disability in the social world, including in caring practices. This paper contributes to the emergent literature on intersectionality and care ethics by focusing on how racialised difference affects care practices and therefore care ethics. It focuses on competence and alterity, and recognition and communication, as two elements that point to how racialised care is risky. It argues that slavery and colonialism have underpinned racial hierarchies marking contemporary racialised care encounters. As a result, racially marked people’s skills are often undervalued and their competency questioned even as race becomes an increasingly important difference between who cares and who receives care. Secondly, racial hierarchies in who gets care and what that care looks like can make care so distinctive as to be unrecognisable both to the care giver and those who need care. Lack of care is as productive of subjectivities as care so that care needs simply may not be articulated. Finally, given these differences in what care means, caring can become risky. The paper concludes by suggesting that thinking through intersectionality as method allows us to focus on moments and events where care can become unsettled. Care ethics should learn not only from its successes but also from instances when care has failed. We need a feminist care ethics that responds to the distance and difference that race brings to care. That is the promise of good care.  相似文献
