Policies concerning undocumented immigrants are inevitably ambivalent, creating uncertainty and confusion in the implementation process. We identify a clear example of this ambivalence —U.S. law setting standards for determining the credibility of asylum seekers—that resulted in an increase in asylum grants despite policymakers' intention to make it harder for individuals to obtain the status. We argue that this law, The REAL ID Act of 2005, sent mixed messages to immigration judges (IJs), street-level bureaucrats who implement immigration policy. It increased IJ discretion, but set vague limits. We theorize that IJs, behaving in a bounded rationality framework, use their professional legal training as a short-cut and look primarily to the courts for guidance. Our evidence supports our argument. After the passage of the REAL ID Act, IJ decision-making is more closely aligned with the preferences of their political and legal principals, and, in the final score, the federal circuit courts are the winners. 相似文献

In Westminster systems, governments enjoy a privileged position in the lawmaking process that they can use to deliver on their campaign promises and achieve their policy goals. What policy areas do governments seek to affect through lawmaking? How stable is the executive lawmaking agenda? How responsive is that agenda to changes triggered by elections or by transitions in prime minister? This study uses a dataset of 3982 Australian bills introduced between 2000 and 2017 to answer these questions. While it finds considerable stability in the policy content of executive lawmaking agendas, the analysis also indicates that Australia's executive lawmaking agenda is more responsive to changes in prime minister than to changes in the party in power. As the first application of the comparative policy agendas approaches to government bills in Australia, this article offers new insights into executive lawmaking priorities during an especially turbulent period in Australian politics. 相似文献

Inventing is an important prerequisite for industrial economies to remain technologically competitive. Yet it is not well known how inventive companies of domestic or foreign ownership can affect a nation's technological base and, ultimately, its spatial-economic system. The present study examines this relationship in Canada by investigating the performance of its indigenous and foreign-owned inventive companies at the national, subnational, and urban levels. The results indicate that: (1) Canada's indigenous inventive companies are distinct from their foreign-owned counterparts in that they are generally smaller, are more apt to have teams of inventors, are more likely to develop product inventions, have come to manage a greater share of this nation's inventions, and are increasing their role in key Canadian industries; and (2) geographically, Canada's two largest cities and its core region were adversely affected by the declining inventiveness of American-controlled companies during the 1980s. Cependant, on connaît très peu de la manière que les entreprises inventives de propriété domestique ou étrangère affectent la base technologique ?un pays et, enfin, affectent son système spatio-écono-mique. La présente étude considère ces rapports au Canada au niveau national, sous-national et local, en exminant les performances des entreprises inventives indigènes et étrangères. Much practically orientated environmental research is marked by a polarity between functionalist abstraction and ahistorical normative discourse. This paper seeks to bridge the divide between theoretical and empirical research through a case study of New York City's water supply. Current processes of socio-economic restructuring are leading to negative environmental consequences obscured by a failure to extend analysis beyond limited temporal, spatial or sectoral scales. Insights from regulationist theory show that a combination of fiscal, political and other developments are bringing about a wide-ranging reformulation of existing patterns of environmental regulation and service provision in the city. The power of the state is being radically diminished in relation to the power of capital and a plethora of different interest groups. A relatively simple centralized model of environmental regulation is being transformed into a complex decentralized pattern involving the emergence of new approaches to urban governance. Further research is needed on the contradictions between capitalist accumulation and environmental regulation at different spatial scales in order to link New York's changing role within the global economy to the declining political legitimacy and fiscal capability of the state to play an extensive role in environmental management. 相似文献

This paper studies the territorial effects of the LEADER approach in Southern Europe, by analysing the region of Andalusia (Spain). Our research has revealed that, in many cases, projects were concentrated in the most dynamic, most populated areas, with a well-established business network with the financial and organizational capacity required to access European funding. In these areas, the economic leadership of the most dynamic municipalities has been reinforced at the expense of more depressed areas with little social capital and few businesses. These programmes have not, therefore, helped to mitigate territorial imbalances. In a minority of rural areas, however, this trend was not observed, which shows that although territorial inequality is a widespread problem in the practice of neo-endogenous rural development, it does not affect all areas to the same degree. 相似文献

Fostering place-based innovation and internationalization – the new turn in German technology policy
Since the mid-1990s German technology policy has experienced a paradigmatic shift from standard grant schemes towards a region-oriented and competition-based R&D policy. Currently, a new policy experiment, the InterClust contest, is under way, trying to simultaneously foster place-based innovation, R&D internationalization and the internationalization of innovative places. The current paper analyses the new policy, relating it to the recent literatures on heterogeneous firms and on cluster-life cycles, and presents results from a firm survey performed in 21 winner regions of InterClust. Findings show that the new funding scheme takes insights from recent theoretical developments into account and addresses important impediments to firm and cluster internationalization. Although it is too early for an overall assessment, it is argued that the long-term impact will critically depend on the inflow of heterogeneous knowledge and the strength of intra-regional mobilization effects. 相似文献

Regional design, long a backbone for spatial planning, even if under other names, has become topical again for two reasons – as a key strategy and as a key tool in spatial management. This is due to several reasons. New conditions of urbanization that result from the convergence of several factors highlight the need for spatial strategy formation and application at supra-metropolitan scales. These new conditions include globalization, climate change, booming urban population, increased mobility and interconnectivity, and new infrastructure technologies. These forces driving urbanization today and into the future play out at the urban scale, which is increasingly encompassed in the city-region. The solutions to the impacts and problems that these forces cause must be dealt with by a strategic urbanism at a scale that matches. This scale of urbanism can be denoted as regional design. To justify these claims and to understand the origins of regional design and its relevance today and into the future, the master strokes in its history are presented next. After that, we discuss current concepts and practices in regional design. In conclusion, we offer answers to the question: why a resurgence of regional design? 相似文献

As social and cultural contexts change and globalization spreads, the number of transnational-marriage migrants mainly from Southeast Asia has increased in Taiwan. Using institutional ethnography, this article investigates the roles of local non-governmental organizations (NGOs) and projects aimed at helping foreign spouses to adapt to their new life. I mainly elaborate that NGOs emerge as important actors in assisting and empowering transnational spouses to ‘become locals’. In empowerment projects, foreign spouses are given a voice to elaborate themselves. However, this article elaborates that these projects are a scheme of education to shape each such migrant into a proper ‘Taiwanese wife/mother/daughter-in-law’. Also, these projects particularly promote ‘exoticism’ of migrants and become key sources of how local people understand the images of ‘foreign spouses’. As a result, though NGOs play positive roles in empowering foreign spouses, we need to be aware that NGOs’ efforts may ironically become a mechanism to strengthen transnational spouses’ gender roles and cultural stereotypes. 相似文献

A socially mixed population is a political ambition in Stockholm. By providing a mix of tenure alternatives throughout all neighbourhoods this objective could, at least partially, be fulfilled. Since current tenure proportions display a weak balance in many neighbourhoods it could be assumed that governing politicians – by primarily utilizing Stockholm’s vast landownership and municipal housing developers – attempt to bridge observed gaps. Distribution of new rental and ownership apartments in municipal land allocations should acknowledge the existing tenure composition in a neighbourhood. Methodically this article focuses on all (nearly 50,000) apartments channelled through Stockholm’s land allocation system between 2002 and 2012. After classification of all apartments based on tenure, location, year and developer (private or municipal) the information is merged with yearly housing stock characteristics for 128 neighbourhoods. The outcome is a unique data set allowing for statistical assessment of whether Stockholm’s tenure (and in extension social) mix ambition is reflected in practice. The present article aims to highlight the crucial importance of landownership in Swedish municipalities with an aspiration to achieve or maintain a balanced tenure mix. While the findings indicate Stockholm is complying fairly well with its ambition, the results do reveal some contradicting signs. 相似文献

New industrial innovation policies like smart specialization aim at boosting economic growth by diversification towards more complex and higher value economic activities. This paper proposes a conceptual and analytical framework to support the design and implementation of such policies considering place-specific preconditions, particularly the differentiation of the regional system of innovation and entrepreneurship and the degree of current industrial diversification. The paper expands on the links between these preconditions and the barriers and opportunities for industrial diversification. Consequently, it proposes an archetypical place-based policy framework covering overall policy objectives as well as measures at the level of actors, networks, and the institutional and organizational support structures. 相似文献
