建国初期党的"劳资两利"政策评析

基于对新中国建国方针的认识、对社会主要矛盾的判断和利用私营经济发展生产力的考虑,建国初期党和政府把“劳资两利”确定为处理私营企业劳资关系的基本政策。它包括保障私营企业工人的权益、保障资本家的正当权益、努力构建和谐的劳资关系三方面内容。这一政策体现了以毛泽东为核心的第一代中央领导集体勇于探索、开拓创新的伟大精神,极大地丰富和发展了马克思主义劳资关系理论,为构建当代中国非公有制企业和谐的劳资关系提供了有益的借鉴。     

宜城市几处东周文化遗址调查简报

2006年12月,武汉大学历史地理研究所与宜城市博物馆联合在宜城境内开展进一步的田野考古调查,着重踏勘了分布在蛮河流域的东周秦汉遗址,探讨它们与楚国都城和楚文化的发展、演变关系,此次调查不但加深了对这一地区已知东周文化遗址的认识,同时还发现了几处新遗址。     

Platform Capitalism’s Hidden Abode: Producing Data Assets in the Gig Economy

In this article, we argue that the governance of gig work under conditions of financialised platform capitalism is characterised by a process that we call “dual value production”: the monetary value produced by the service provided is augmented by the use and speculative value of the data produced before, during, and after service provision. App-governed gig workers hence function as pivotal conduits in software systems that produce digital data as a particular asset class. We reflect on the production of data assets and the unequal distribution of opportunities for their valorisation, after which we survey a number of strategies seeking data-centric worker empowerment. These strategies, we argue, are crucial attempts to push back against platform capitalism’s domination, bankrolled by what we term “meta-platforms”. Ultimately, it is the massive wealth and synergetic capacities of meta-platforms that constitute the most formidable obstacle to worker power and social justice in increasingly data-driven societies.     

The Second Coming of Rail: The Spanish High-Speed Rail-Finance Complex

This article offers a critical account of Spanish high-speed rail (HSR) through the lens of the spatial fix. I designate the integration of Spanish HSR into a European-wide process of circulation of finance capital as the HSR-finance complex. The analysis of the inner workings of the HSR-finance complex reveals the way in which European finance has laid the conditions of possibility for the development of the project and offers a forewarning about the dangers of leveraging finance capital toward green infrastructure. The analysis of the Spanish HSR-finance complex shows that the particular form of capital circulation that has made it possible has not brought about new productive combinations but has instead deepened traditional relations of economic dependency and magnified their socioenvironmental consequences.     

Power to the people: when culture works as a social catalyst in urban regeneration processes (and when it does not)

This article focuses upon the relationship between culture, urban regeneration schemes, and their impact on socio-cognitive assets – namely, social and human capital. It examines three major urban regeneration projects in the districts of Saint Michel (Montreal, Canada), Auburn (Sydney, Australia) and Bicocca (Milan, Italy), where culture has been invoked as a main transformational driver at the economic and socio-environmental levels, but with different approaches and results. Through comparative analysis, we develop a more general reflection on the social impact of culture-led urban transformation processes, questioning the actual role of cultural initiatives – particularly those related to the creation of new cultural facilities and the programming of big cultural flagship events – and participation as a means to improve the local social milieu. We find that a key role for social efficacy is played by projects’ capacity to elicit the commitment of residents through inclusive cultural participation, as opposed to instrumental top-down initiatives mainly addressing city and neighbourhood branding and real estate marketing purposes.     

Promoting productivity in the National Health Service, 1950 to 1966

In the 1950s, the Ministry of Health, supported by interested groups outside government, recognised the political importance of productive efficiency. For leadership, organisational models and techniques the Ministry looked to the movement for industrial productivity. The NHS was receptive, but private-sector approaches were modified and dampened as they were imported. NHS management was to be the provider of technical expertise, but the deployment of this expertise was limited by clinical autonomy and de-coupling from financial incentives. This article casts new light on the history of productivity policy, NHS management and the moving frontier between state and civil society.     

苏格兰地区少数族裔创业与社会资本引入

论文通过调研华裔、印度裔、巴基斯坦裔等少数族裔在苏格兰的创业活动,分析了苏格兰华裔、印度裔、巴基斯坦裔等少数族裔移民的人口与经济活动及创业障碍。认为尽管少数族裔创业对促进少数族裔就业、改善少数族裔群体生活条件、促进地区社会稳定与经济增长作出了重要贡献,但少数族裔创业仍存在难以获得外部融资、可获得建议渠道有限、创业动机不太积极、行业过分集中导致竞争激烈以及创业者素质有待提高等局限性。主要原因可归结为少数族裔创业环境的"政策缺失"和"社会资本弱化"。这两点可通过"政府引导"与"社会资本引入"管理制度的创新进行改善和补偿。     

虞舜的王都与帝都

虞舜是我国历史上著名的“五帝”之一。他曾先后建都于蒲坂和平阳,这是两种不同性质的国都,蒲坂为有虞氏古国的王都,平阳则是华夏联盟的帝都。平阳城为尧所筑,虞舜继尧为华夏盟主后,由蒲坂而徙都平阳。考古发现的陶寺城址,规模巨大,布局合理,从其时代和地望来看,很可能就是尧、舜建都的平阳所在。     

The Impact of Global Financial Crisis on the Mechanism of Economic Growth in Russia

A noted specialist on the Russian economy presents an assessment of the impact of the global financial crisis on the mechanism of the country's economic growth. Focusing on the demand side of the economic ledger, the author explores the question of whether Russia will be able to re-attain the high economic growth rates of the period from 2000 to 2007 after recovering from the crisis. The paper analyzes the sharp drop in production in 2008 and the first quarter of 2009, attributing most of the damage to liquidity problems and declines in the price of oil. Empirical evidence is based primarily on data collected by the author from the Central Bank of Russia and the country's federal bureau of statistics (Rosstat).
