In this paper through the analysis of the access to culture issue in the Croatian cultural policy agenda, we illustrate the current cultural policy developments in Croatia in the broader European context. Taking the differentiation between explicit and implicit policies at both macro and micro level we analyse discourses on access to culture in the Croatian cultural policy at the constitutional level, parliamentary political parties’ level, the governmental level and the level of cultural organisations. On the one hand the policies regarding access to culture remain mostly implicit and revolve around traditional models connected to instruments dating back to socialism; while on the other selected cultural organisations develop instruments for fostering it where European projects have an influence. The orientation more towards cultural production issues and less to access to culture and cultural participation issues draws similarities of cultural policy developments in Croatia with the general European cultural policy framework.

Oral cleft (OC) is a common congenital anomaly in humans, which occurs in approximately one per 700 live births. However, cleft skulls are found relatively seldom in archaeological specimens, especially for the bc period. Mortality of infants with OC was apparently high because of breastfeeding difficulties and culturally sanctioned rejection of them in the past. This paper presents one of the most ancient cases of OC in Eurasia. The finding comes from the Middle Bronze Age pastoralists' cemetery in Altai, Russia. The skeletal remains have been radiocarbon dated to 1883–1665 cal bc . Cranial and dental measurements, computed tomography and radiography have been used to examine this malformation. The facial sculpting reconstruction has been performed to visualise the ante mortem appearance of the cleft face. Besides, δ13C and δ15N isotope analysis was used for a comparative study of the diet of the cleft individual. It has been established that a young man from Altai was affected by complete bilateral cleft lip and alveolus, which is a very rare form of typical OC. This defect is associated with dental anomalies such as hypodontia, microdontia, and ectopia as well as with dysmorphology of the facial complex outside the cleft area, including mild hypertelorism, hypoplasia of nasal bones and antheroposterior maxillary deficiency. Furthermore, aplasia of the frontal sinuses and the sacral spina bifida occulta have been observed. These findings are consistent with clinical data indicating strong correlation between development of a major defect and multiple minor anomalies. The results of the study also suggest that there was tolerant attitude towards the facial deformities among the ancient Altai pastoralists. Copyright © 2016 John Wiley & Sons, Ltd. 相似文献

In 2009, a skeletal collection of 158 individuals was excavated in Valle da Gafaria, Lagos, Portugal. These individuals were buried in an unusual way, having been discarded in an urban dump located outside the medieval city walls, dated from the 15th–17th centuries. Lagos was, at the time, an important slave trade harbour, and during the excavation, the morphological appearance of the skulls and the presence of intentionally modified teeth in some individuals raised suspicion that they were African slaves. Despite the extensive historical information about the Atlantic slave trade, so far, skeletal remains identified as slaves were scarce, especially in Europe. The aim of the present study is to estimate the ancestry of a sample of 33 adult individuals (28 women and 5 men) recovered in the Valle da Gafaria applying eleven morphological characteristics using the naïve Bayes classifier. When comparing the individuals with four groups of classification (European, African, American Indian and Asian), 24 (72.7%) specimens were classified as Africans with a posterior probability greater than 0.90. When only two groups were considered (the African and the European), 31 (93.9%) individuals were classified as Africans with a posterior probability greater than 0.90. These results are in accordance with the historical record and previous genetic studies, suggesting that this sample represents a rare archaeological sample of great interest to the history of the Atlantic slave trade, that is, the Lagos individuals were probably of African ancestry. Although the ancestry is a parameter of the biological profile mainly estimated in forensic Anthropology, this study confirms the importance of its investigation in past populations. An Informational Right to the City? Code,Content, Control, and the Urbanization of Information 下载免费PDF全文
Henri Lefebvre talked of the “right to the city” alongside a right to information. As the urban environment becomes increasingly layered by abstract digital representation, Lefebvre's broader theory warrants application to the digital age. Through considering what is entailed by the urbanization of information, this paper examines the problems and implications of any “informational right to the city”. In directing Tony Benn's five questions of power towards Google, arguably the world's most powerful mediator of information, this paper exposes processes that occur when geographic information is mediated by powerful digital monopolies. We argue that Google currently occupies a dominant share of any informational right to the city. In the spirit of Benn's final question—“How do we get rid of you?”—the paper seeks to apply post‐political theory in exploring a path to the possibility of more just information geographies.

Sovereign Power,Biopower, and the Reach of the West in an Age of Diaspora‐Centred Development 下载免费PDF全文
Why at this particular historical moment has there emerged a rousing interest in the potential contribution of diasporas to the development of migrant sending states and why is this diaspora turn so pervasive throughout the global South? The central premise of this paper is that the rapid ascent of diaspora‐centred development cannot be understood apart from historical developments in the West's approach to governing international spaces. Once predicated upon sovereign power, rule over distant others is increasingly coming to depend upon biopolitical projects which conspire to discipline and normalize the conduct of others at a distance so as to create self‐reliant and resilient market actors. We argue that an age of diaspora‐centred development has emerged as a consequence of this shift and is partly constitutive of it. We develop our argument with reference to Giorgio Agamben's “Homo Sacer” project and in particular the theological genealogy of Western political constructs he presents in his book The Kingdom and the Glory (2011). We provide for illustration profiles of three projects which have played a significant role in birthing and conditioning the current diaspora option: the World Bank's Knowledge for Development Programme (K4D); the US‐based International Diaspora Engagement Alliance (IdEA); and the EU/UN Joint Migration and Development Initiative Migration4Development project (JMDI‐M4D). Drawing upon economic theology, we make a case for construing these projects as elements of the West's emerging Oikonomia after the age of empire.

The grave of La Balance-Ilot P, in Avignon, southern France, is an individual and isolated burial, attributed in the 1970′s to the Mesolithic or the Early Neolithic. The grave, partially unearthed, was exhibited and stored at the Calvet Museum until its rediscovery and laboratory excavation in 2009. We used 3D laser recording and field anthropological methods, followed by a multidisciplinary approach. The deceased, an adult male, was buried in primary deposition without any architectural features preserved. For the first time in the Mediterranean early Neolithic, this study led to the identification of a garment adorned with sophisticated embroidery using 158 red-colored Columbella rustica shells and 16 red deer canines. Calibrated AMS dates allow us to reliably place it in the early 5th millennium b.c. reinforcing evidence for long distance intercultural relationships in Europe during the Neolithic.

The Tequila Valleys, in Jalisco, Mexico, are well-known in archaeology for an early complex society known as the Teuchitlán tradition (350 b.c.–a.d. 450/500), but later developments have received little attention. Here I report on the first systematic, full-coverage survey of the Tequila region north of the Tequila volcano. I explore the ways in which the societies that occupied this territory experienced sociopolitical change diachronically by investigating settlement scale, integration, complexity, and boundedness. Through the use of these core features, I analyze how each changed in varying ways, resulting in patterns that do not conform to static societal categories. Interestingly, there is no evidence that a large polity controlled the entire region at any point in the sequence. Results indicate a dynamic sociopolitical landscape that did not develop along any predetermined pathway.
