Most research on urban planning, policy and development only considers legal practices and actors, and treats illegal ones as insignificant anomalies, unable to structurally affect the governance of urban space. However, this approach is inadequate for explaining urban governance in contexts (e.g. several countries in the Global South, the former Soviet bloc and Southern Europe) where illegal practices such as corruption and organized crime infiltration are widespread in many public and economic sectors. This paper addresses the role of illegal actors and practices in urban governance in the Italian context, using urban regime theory as the theoretical frame of reference. The research centres on the analysis of two case studies in the city of Rome (the In-between world investigation of a criminal network that had infiltrated the local administration and shaped several urban policies, and the investigation of episodes of corruption related to the project for the new A.S. Roma soccer stadium). It shows the existence of two shades of ‘grey urban governance’: firstly, the presence of a dark urban regime, centred on a criminal organisation and parallel to the ‘regular’ one; secondly, the use of corruption as a customary practice with which real estate entrepreneurs influence municipal decisions. Overall, this research contributes to moving away from a rhetoric of ‘gentlemanly’ urban capitalism and politics, and suggests the need to revise several aspects of urban regime theory – as well as other approaches to urban governance dynamics in general – in order to incorporate the role of illegal actors and practices. 相似文献

Israeli plans to partially annex West Bank territory have mainly been perceived as frustrating the two-state solution, and as putting Palestine/Israel on a path leading to the one-state alternative. This paper analyses partial annexation plans without assuming that the future of Palestine/Israel would necessarily abide by either statist resolution. It argues that by ostensibly distancing Israel's hold of the West Bank from an identifiable configuration of a belligerent occupation, partial annexation is offered to Jewish Israelis as a path for detaching the futurity of the two nations, and as a trajectory for normalising the Israeli state, without having to make what much of this public would see as painful concessions. It further explores settlers’ objections to such plans, claiming that even a partial incorporation of West Bank territory into formal Israel is expected to erode the exclusivity of Jewish domination which Israel has been upholding in its settler-colonial frontier. 相似文献

The Revolution of 1959 brought forth changes in the mission, theoretical orientation, and organization of archaeology in Cuba and created a role for, and constraints on, the profession that are unique in the Western Hemisphere. This paper draws upon examples from substantive field and laboratory research to examine the methods and theoretical perspectives of Cuban archaeology since the Revolution, focusing on the period from 1962 until the collapse of the Soviet Union. ABSTRACTIn 2014, an interesting youth movement collective started small p political and big P Political action and resistance in Taiwan. Their protest was against the way a major trade agreement proposed between China and Taiwan was being non-democratically pushed through the Taiwanese legislature. In this article, we provide an analysis of the activities of the Sunflower Student Movement (SSM) as a means to record a relatively little-known youthful and youth-centric successful uprising. It serves to place the SSM, and other East Asian-based protests, on the map of young people’s political geographies, and explores the paradoxical political and spatial practices pursued by young Taiwanese. ABSTRACTThis article examines cultural policy strategies supporting urban regeneration, focusing on its particular characteristics in the Ibero-American context. We start by developing a systematic contrast between the different circumstances that have led to the emergence of these strategies in the Ibero-American sphere and in other parts of the world. Our examination of the Ibero-American regenerative experience also includes a consideration of the paradigmatic cases that arose initially in the Iberian Peninsula and the typological analysis of subsequent Latin American experiences. This paper is a study of the vision held at the beginning of the 1960s by Paul Hasluck, the minister for external territories, and his department of the path to decolonisation for Melanesia. Faced by the ongoing West New Guinea crisis, Hasluck and his officials proposed to keep the western part of New Guinea out of Indonesian hands by expanding Australia’s empire, step by step, to include most of Melanesia. This greater Melanesian empire would eventually be guided to self-government. The proposal stood in a long line of ideas by Pacific-minded Australians going back for 100 years for an expanded Australian empire in the southwest Pacific. Consequently the Menzies cabinet’s rejection of Hasluck’s proposal was not just an important step towards changing its policy towards WNG; it marked the end to a century of Australian dreams and designs of a greater formal empire in the southwest Pacific. 相似文献
