This essay explores the post-World War Two anti-colonial Maasina Rule in north Malaita, Solomon Islands, to show how a church leader Shem Irofa'alu decided to establish a religious movement independent of the state and the traditional evangelical church. Irofa'alu's movement indexes an important moment of culture change towards increasing enthusiasm for the often-overlooked Christianity-based forms of sovereignty in the region. It highlights that Maasina Rule was not only a powerful rupture in social processes, but also sharpened the growing division between state and church. Irofa'alu's role in Maasina Rule shows that his influence peaked between 1948 and 1950 and then went into rapid decline. This change in fortune coincided with a critical turning point in the colonial government's attempts to end the movement through appeasement. No longer the head of the evangelical church in Malu'u sub-district and frustrated about the mother church's governance, Irofa'alu retreated to his home area and set about establishing a new church, Boboa (‘Foundation’), his first attempt at organizing a self-governing assembly before introducing Jehovah's Witnesses in north Malaita. In later years, Irofa'alu became a prophet-exemplar for new generations of religious leaders trying to establish Malaitan sovereignties based on their own power to move the truth of prophecies away from foreign state and church organizations.  相似文献

Recent fieldwork has considerably increased our knowledge of early Holocene settlement in Southwest Arabia. Neolithic settlement occurred within an environmental context of increased monsoonal moisture that continued during the mid-Holocene. A now well-attested Bronze Age exemplified by village- and town-scale settlements occupied by sedentary farmers developed toward the end of the mid-Holocene moist interval. The high plateau of Yemen was an early focus for the development of Bronze Age complex society, the economy of which relied upon terraced rain-fed and runoff agriculture. On the fringes of the Arabian desert, the precursors of the Sabaean literate civilization have been traced back to between 3600 and 2800 B.P., and even earlier, so that a virtually continuous archaeological record can now be described for parts of Yemen. In contrast to the highlands these societies relied upon food production from large-scale irrigation systems dependent upon capricious wadi floods. Bronze Age settlement, while showing some links with the southern Levant, now shows equal or stronger linkages with the Horn of Africa across the Red Sea. Although some regions of Yemen show breaks in occupation, others show continuity into the Sabaean period when a series of major towns grew up in response to the incense trade with the north. It is now clear that these civilizations grew up on the foundations of earlier Bronze Age complex societies.  相似文献

British idealism has led an ambiguous existence in any overview of British historical and political thought in the twentieth century. Seen partly as an alien Continental intrusion into presumably typical British priorities of empiricism, positivism, and utilitarianism, it was badly damaged by its putative associations with the military enemy of two world wars. Admir Skodo's meticulous study of British “idealist revisionists” during the postwar period 1945–1980 repairs this damage by showing the extended influence of that idealism as funneled through the “new idealism” of the interwar period represented mainly by the philosophers R. G. Collingwood and Michael Oakeshott. Skodo demonstrates how these idealist revisionists deeply influenced postwar British historiography by underscoring qualities of humanism, pluralism, and variety not characteristically associated with idealism, reinterpreted a range of important topics in British history from the Tudors through the English civil wars to the Victorian period, and came up with political theorizing that celebrated the postwar welfare state while indicating its vulnerabilities to an increasingly technologized society. Just as Skodo's protagonists negotiated the 1970s transition in Britain's turn to Europe, so his account proves stimulating for contemporary concerns regarding a post‐Brexit Britain. The final part of the essay therefore looks at some suggested models, such as the “Anglosphere” or a “Singapore in the Atlantic” for Britain, before concluding with reflections on the importance according to a Hegelian reading of the modern “rational state” of the continued influence of Oxbridge intellectuals on the evolution of British directions and goals since the Victorian age.  相似文献

This article argues that warfare has been marginalised in theories of nationalism but that in conjunction with nationalism is vital for understanding the rise of nation‐states, the formation of nations and the nature of the international system. It offers a critique of statist approaches, suggests mechanisms through which warfare may sacralise nations and explores different patterns of nation‐state formation as they affect the interstate system. In particular, it emphasises tensions between state and nation‐formation as activated by the fortunes of war and the destabilising effects of waves of imperial dissolution, which are accompanied by patterns of re‐imperialization. It suggests that it is simplistic both to claim that war has led to a transition from empires to nation‐states and that contemporary practices of war‐making have led to a postnational era.  相似文献

It is the era of decolonisation in central Africa: angry mobs in the streets; authorities struggling to contain agitation by communists and other subversives; reports of Africans strangled to death or dragged behind cars by European settlers; whites arming themselves. One might presume these scenes of disorder and abuse took place during the Congo crisis from 1960 to 1965, when events appeared to spin out of control in central Africa. In fact, they occurred during the years after the Second World War, when Belgians seemed to have affairs well in hand in their central African colony. The Congo crisis is almost always viewed in sharp contrast to the peaceful era that preceded it—as if the lifting of Belgian rule unleashed chaos—and the relative stability post-1965 that came with the Mobutu dictatorship. There is broad agreement that Congo’s independence was a fiasco, with the former colonial ruler, Belgium, largely to blame. This essay argues that the Belgian authorities were not as in control as has been believed. Historians have known for years now that things were not as rosy as they might have seemed at the time, in the years leading up to independence in 1960, but recently available archival documents reveal the situation was even more fluid than previously thought. Bula Matari was not as far-reaching as believed, and many controls signalled a nervousness inherent in the late colonial state more than they did its strength. Reports by administrators reveal a lack of domination in the 1950s and underlying tensions in the colony, even conflicts. The public impression that Belgians had affairs well in hand is due in part to post-Second World War propaganda depicting an idyllic Congo. Belgians wanted to build support for colonialism, bolster their authority, forestall foreign interference and combat their own anxieties. Images produced persuaded many that the Congo was more peaceful than it was. The shock at independence ought to be attributed less to events unfolding as of June 1960 and more to the impressions of tranquillity projected by the authorities beforehand.  相似文献

The South China Sea (SCS) is a conflict‐ridden international arena of rivalry between China, the USA, India, and the other ASEAN countries over sovereignty, resources and security. In this geopolitical clash China is the dominant force and Vietnam its main challenger. While most analysts assume that the various claims to the mostly uninhabited islands are motivated by the presence of submarine mineral resources, the conflicts evoke strong nationalist feelings in Vietnam and China, fuelled by narratives of the historical presence of fisheries and navies. By analysing the tension between complex territorial claims, new technologies and forms of knowledge applied by these states to delineate their material borders on the sea and vernacular notions of social space, this paper explores how sovereignty and nationality is enacted on a day‐to‐day basis. Thus, I argue that maritime territorialisation is a paradox of treating the sea as ‘land’ produced by the performance of a socially constructed image of the state geo‐body capitalising on strong nationalistic sentiments in China and Vietnam.  相似文献

Following the Asian economic crisis of the late 1990s, some scholars predicted that the introduction of neoliberal ideas and policies would result in the definitive passing of the Korean developmental state. Despite these predictions, Korean state elites have retained their influential position as economic managers by, for instance, practicing a revised form of industrial policy. Neoliberal reform has, however, had significant social implications. Rather than neoliberalism acting as a democratising force that curtails the power of the state, this article illustrates that the Korean state has used the reform agenda to justify an expansion of its powers. The state presented itself as an agent capable of resolving long-standing economic problems, and of defending law and order. By doing so, the state reduced the political space available to non-state actors. The article concludes that for some states, neoliberalism is a means of retaining economic and political influence, and that former developmental states may be particularly adept at co-opting elements of civil society into governing alliances.  相似文献

This article argues that Karl Renner's multinational model for the Austrian‐Hungarian Empire is an alternative model for contemporary a‐territorial, multinational and federal arrangements. Nations, in his view, should act as intermediary bodies between the relevant communities and the state. His concept of ‘subjective public law’ combines principles that most authors find mutually exclusive: individual rights, choice over one's national cultural membership, non‐territorial administration of national communities and overseeing of equal collective rights by the state. Neither Staatsnation nor Kulturnation, the model is a combination of the two under the auspices of a federal state combined with a strong theory of individual and collective rights. I provide the reader with a comprehensive intellectual biography of Karl Renner, as I argue that an understanding of the man himself, his political pragmatism and his statism are crucial to comprehending this theoretical position. Throughout his life, Renner was a German nationalist, held a strong nostalgia for the Habsburg Empire and voted in favour of the Anschluß. His concurrent careers as a scholar and as a politician account for a series of contradictions. I argue however that these can be reconciled and explained by a careful comparative reading of his scholarly work and his political statements.  相似文献

This article shows that, in the study of immigrant integration policy in the U.S. states, it is critical to report data and coding decisions for individual laws. This analysis uses an updated and public database of law‐level decisions, which includes 2,703 legislative actions recorded by the National Conference of State Legislatures from 2005 to 2016. These data are used to estimate models of aggregate state policy activity in a variety of ways: as a single continuum of policy balance versus separate models of welcoming and hostile, lumping all policy subareas together versus analyzing a specific subarea, and lumping all years together in one cross section versus panel analysis. The results in these models differ enough to indicate that reporting codes for individual‐level laws is absolutely essential so that each researcher easily can construct the measure that fits his or her theoretical framework best.  相似文献

This article addresses conceptual and measurement challenges that complicate the study of state immigrant policies. First, given the multiple facets of immigrant‐related policy, policy‐specific effects may be obscured by highly aggregated outcomes variables. Second, variables of interest often capture both time‐varying and time‐invariant effects, potentially producing coefficients that are uninterpretable averages of both processes. This article presents a research design that addresses both of these obstacles and applies it to an original dataset of both integrative and punitive policies adopted over the period 2005–16. The findings suggest that the causal roles of growing immigrant populations, partisanship, and wealth vary across different clusters of immigrant policies and that average, cross‐state effects often differ from within‐state effects. Future research would do well to clearly link theoretical expectations to specific types of policy outcomes and test hypotheses over both integrative and restrictive outcomes.  相似文献
