State Implementation of Federal Environmental Policy: Explaining Leveraging in the Clean Water State Revolving Fund

The Clean Water State Revolving fund (CWSRF) program provides states with significant discretion to design, implement, and administer the program to meet their water quality needs. An important aspect of the program is the decision whether to leverage existing funds to generate additional capital for loans. This article seeks to explain the leveraging decision process, using three models as explanators. We conceive leveraging as a two-stage process—(1) the decision to leverage and (2) the decision of how much to leverage. By employing regression techniques, we find that the Environmental Protection Agency's (EPA's) stated reasons for leveraging—environmental needs and demand for loans—are not significant in the decision to leverage, although needs are significant at the second stage. Likewise, there is limited support for Lester's (1994 ) "capacity/commitment" model of environmental implementation. A third model employing a larger range of independent variables is the best predictor of both the decision to leverage and the amount of leveraging. Furthermore, the factors important at each stage of the decision process differ substantially, reinforcing our conception of a two-stage decision process.     

THE INTERSECTIONS OF GENDER AND GENERATION IN ALBANIAN MIGRATION, REMITTANCES AND TRANSNATIONAL CARE

The Albanian case represents the most dramatic instance of post-communist migration: about one million Albanians, a quarter of the country's total population, are now living abroad, most of them in Greece and Italy, with the UK becoming increasingly popular since the late 1990s. This paper draws on three research projects based on fieldwork in Italy, Greece, the UK and Albania. These projects have involved in-depth interviews with Albanian migrants in several cities, as well as with migrant-sending households in different parts of Albania. In this paper we draw out those findings which shed light on the intersections of gender and generations in three aspects of the migration process: the emigration itself, the sending and receiving of remittances, and the care of family members (mainly the migrants' elderly parents) who remain in Albania. Theoretically, we draw on the notion of 'gendered geographies of power' and on how spatial change and separation through migration reshapes gender and generational relations. We find that, at all stages of the migration, Albanian migrants are faced with conflicting and confusing models of gender, behavioural and generational norms, as well as unresolved questions about their legal status and the likely economic, social and political developments in Albania, which make their future life plans uncertain. Legal barriers often prevent migrants and their families from enjoying the kinds of transnational family lives they would like.     

沧州铁狮子结构健康监测系统研究及测试试验

沧州铁狮子结构健康监测的研究为我国室外大型铁质文物的保护起到了示范作用。针对文物本体保护原则和铁狮子特有的结构形式,提出了健康监测系统的设计指导思想,构造了系统的总体框架,深入研究了传感器与数据采集子系统,对传感器进行选型,优化配置数据采集硬件系统并运用LabVIEW开发了专用的数据采集系统软件;开发了数据管理子系统,运用SQLServer建立中心数据库,运用Delphi设计了数据管理的用户操作界面,开发了相应的数据处理分析程序;运用MATLAB开发了基于ANSYS的铁狮子结构专用有限元分析模块,并初步探讨了结构的安全评定方法;通过Delphi软件建立系统集成平台,统一协调沧州铁狮子健康监测各子系统共同运行,编制了包括结构分析软件ANSYS、MATLAB等在内的所有相应接口程序。在以上研究成果的基础上,进行了沧州铁狮子结构健康监测试验,试验验证了该系统的可靠性,结果表明试验监测数据能够反映结构基本性能。     

Making anthropology public

Public Anthropology entails diverse practices. One is 'writing' for the public by making our work more accessible and accountable. A less conventional way of getting anthropological research findings and interpretations to broader publics is through active collaboration with journalists and the media. To make anthropology public is to invite criticism and to face 'erasures' of ownership of our findings once they are shared with journalists. Even so, it is satisfying to see one's work appear on the front pages of the Sunday Times even if uncited. Finally, in the tradition of CW Mills' The Sociological Imagination, the goal of public anthropology is to make public issues, not simply to respond to them. Those who wan to be public anthropologist – just do it! But don't expect to be rewarded for it. Instead, consider it a precious right and a privilege.

This editorial poses the question of how the development of 'pervasive' communication technologies are impacting on the way in which fieldwork might now be conducted? It explores pessimistic and optmistic responses both of which illuminate the way that the production of contemporary anthropological knowledge undergoing significant change.     

Redescription of the Miocene penguin Pseudaptenodytes macraei Simpson (Aves: Sphenisciformes) and redefinition of the taxonomic status of ?Pseudaptenodytes minor Simpson

Pseudaptenodytes macraei is redescribed in detail using current avian anatomical terminology. The age of the species is constrained to the late Miocene, and two humeral autapomorphies are identified for the species: a flattened elliptical ventral portion of the fossa tricipitalis and a curved margo cranialis lacking a preaxial angle. Pseudaptenodytes macraei is a distinct taxon based on a diagnostic-type specimen, but it is recommended that the nominal congener Pseudaptenodytes minor be designated a nomen dubium pending the discovery of more complete material.
