日本地方自治的表里

本文从团体自治与居民自治两个方面对日本地方自治的现状进行了考察,发现了其地方自治现状与自治理念之间存在着很大的落差,并对产生落差的主要原因进行了简要分析。     

China's energy security

As the Chinese energy deficit increases at rates equal to or exceeding its economic growth, energy security raises an alarm among its policy-makers and the international community. This article asks whether China faces any threat to its energy security; and whether China's worldwide quest for energy is a threat to the regional and international stability. The main argument is that while China faces serious challenges in meeting its rising energy demand, its efforts to do so have been primarily domestically focused. In its foreign energy policy, China has behaved like a normal player in the international energy market, buying as much oil as it can and investing in as many places as it can afford. It is unlikely that the country is willing to seek overseas energy supplies at the expense of a peaceful regional and international environment which is a necessary condition for its continuing economic development.     

Colonizing China’s Northern Frontier: Yan and Her Neighbors During the Early Western Zhou Period

The establishment of the Yan state by the Zhou court during late eleventh century BCE had fulfilled the attempt by the dynastic power to colonize and control the local population of northern Hebei. The Yan and the two local groups, one active in the Yan mountainous region and the other in the Jing, Jin, and Tang area, developed a cooperative relationship during the early Western Zhou period. The cooperation between Yan and local elites was mutually beneficial. While local elite culture was heavily influenced by that of the Shang and Zhou, local traditions continued to be present.     

FTIR分析FeC13和CuC12涂布的纤维素纸张的自然老化

近几年,金属在纤维素降解过程中的作用愈来愈引起了纸张保护领域的关注。特别是铁离子和铜离子,不仅引起纸张的腐蚀,而且引起特殊的问题如墨水锈迹和狐斑。1988年,制备了FeCl3和CuCl2涂布的纤维素样品,欲通过加速老化、DP（聚合体平均黏度）和FTIR研究这些离子对纸张降解的影响。     

北魏永宁寺建筑师郭安兴事迹的新发现及相关问题

魏故河涧太守郭君墓志于2001年在洛阳市纱厂西路出土.墓志记述了北魏著名建筑师、洛阳永宁寺的建造者郭安兴的重要事迹.本文根据墓志资料结合历史文献,对郭安兴和永宁寺的有关问题进行研究.     

论清末东北宪政改革的特点

以实施宪政为中心的政治改革是清末东北政治现代化的重要特征。具体表现在 :一是通过官制改革调整了地方行政机构 ,加强了地方公署对边疆的控制 ,为东北实施宪政铺平了道路。二是把司法独立作为实施宪政的关键 ,完善了近代地方司法体系。三是以地方自治为实施宪政的基础 ,促进了东北近代民主运动的发展。四是以谘议局为实施宪政的后盾 ,扩大了谘议局参政的深度和广度 ,并充分利用谘议局与商会的特殊关系 ,使公署、谘议局、商会形成一个有机体 ,从而东北的宪政改革得以顺利进行。     

当代中国军队的等级制度发展沿革概况

等级制度是军队建设的一项重要内容,对部队的正规化建设、制度化管理、调整军内各种人员之间的利益关系、调动广大官兵的积极性具有重要作用。我国从1952年全军统一评定“军队级别”开始,到目前实行的新军衔制度,先后在军内设置过的等级形式有11种,其中有的等级形式是军队专用的,有的是沿用了地方干部的级别。等级存在时间最长的为24年,寿命最短的只有2年。这些等级有的是在不同人员中设置,有的是在同类人员中重叠。目前人民解放军仍然有6种等级,即军衔等级、军官职务等级、文职级别、文职干部职务等级、专业技术等级、工资档次等级,是世界上等级最多的军队之一。

针对刘、谭二学者判定保安山二号墓为梁孝王墓、保安山一号墓为王后墓的观点,作者从墓葬所在位置、文献记载以及考古发掘诸方面论证了保安山一号墓墓主人为梁孝王,而保安山二号墓墓主人则为王后的论点。     

《宋太祖实录》探微

《宋太祖实录》前后经过四次编修,成书三部,至迟到元代时仍有传本存世。其纪事由于皇帝直接干预以及史臣避忌等原因,从而始终存在缺漏、原无后增以及与它史有异等问题,它直接促使私家通过著述欲辨明该段史事。
