Three-hundred-and-sixty glass beads from 19 archaeological sites in southern Africa dating between about the 8th and 16th centuries AD were analyzed using LA-ICP-MS, determining 47 chemical elements. The eight different bead series, previously defined on morphological characteristics, possess different glass chemistries. Some bead series were made from plant-ash glasses, others from soda-alumina glasses. Zhizo series beads of the late 1st millennium AD were probably made from Iranian glass. Later bead series were made of glass probably manufactured in South Asia, though there are changes through time in both South Asian glass recipes and bead morphologies.  相似文献

The late 1920s saw a dramatic upsurge in popular concern about the abuse of police powers in Britain, the end result of a longer-term trend. Various aspects of policing were seen as worrying, but the most important concerned illegitimate forms of questioning. The phrase 'the third degree'--imported from America--came to encapsulate this unease. Before the First World War, the terminology began to be used in British coverage of American crimes and their investigation, typically accompanied by disparaging commentary on American methods as well as the confident assertion of the superiority of British policing. The wartime growth in police powers and broader state regulation caused some to see an erosion in the 'liberty of the subject', and a series of scandals seemed to reveal serious problems with police procedure. The popularity of crime dramas featuring 'third-degree' interrogations also shaped public images of the police. Scandals in 1928 generated enough of an outcry to force the calling of the Royal Commission on Police Powers and Procedure (1928-29). Even though few concrete procedural changes were undertaken, it appears to have successfully calmed worries about the police, which receded and did not reach a similar level until the late 1950s.  相似文献

A host of research has been produced in the decade since Baumgartner and Jones' theory of punctuated equilibrium first drew attention to the dynamics of policy change over time. Much of this research follows a topic across time, highlighting the shift from negative to positive feedback as challengers push an issue from subsystem to institutional level. Far less attention has been paid to the periods between major punctuations, neglecting key questions about whether incremental periods reflect an absence of challengers or the successful defense of established subsystem interests.
This research is a comparison of policy change across two segments of environmental policy. The breakup of the timber subsystem was a clear victory for environmentalists, yet these same actors have been largely unsuccessful at dislodging established grazing interests. These findings highlight the strategic value of venue shifting for bypassing entrenched interests and illustrate the potential for successful challenges to occur in judicial venues.  相似文献

In the span of a few years, Premier Gordon Campbell transformed himself from a strong political critic of Aboriginal peoples in British Columbia to their apparent champion within a “new relationship.” The subsequent sudden collapse of Campbell's alliance with First Nations is a window into federal‐provincial relations, constitutional change, Aboriginal political organization, and the consequences of decisions made more than a century ago. Drawing on Nietzsche, we argue that Campbell's intentions, either to control or support Aboriginal peoples, were almost irrelevant; our focus should be on the “will to power” and efforts to stabilize power through territory. As a result of the collision of Aboriginal political mobilization, the expansion of natural resource development, and a series of court decisions, the unresolved nature of Canada's territorial claim to most of the land that is now British Columbia has finally reached a point where it can no longer be ignored, either politically or legally. However, the province lacks the legal authority to recognize or deny Aboriginal title, leaving the provincial government and indigenous peoples in British Columbia equally held hostage by the federal government.  相似文献

This article examines the controversy surrounding The Reign of Grace (1888), a pamphlet published in Dunedin by William Salmond (d. 1917), a Presbyterian intellectual. It came in for harsh criticism. James MacGregor, a conservative minister, and Adam Johnston, a layman, wrote rebutting pamphlets. The controversy occurred during a period in which Presbyterianism's leadership was dividing along liberal and traditionalist lines. It dominated proceedings at the Presbytery of Dunedin for months, featured at the 1888 Synod of Otago and Southland, and received some coverage abroad. At stake was Salmond's proposal for an extended “reign of grace” that allowed for postmortem repentance. His opponents considered this an attack on Christian mission. I discuss the controversy in terms of Salmond's views on the Bible, his challenge to the Westminster Confession, and his specific proposition for extending grace's “reign.” I argue that while the debate reflected a stark liberal–traditionalist polarisation — something seen particularly in regard to the Confession — there was something further at play. Regarding Salmond's extension of grace's reign, the debate was not between liberals and traditionalists, but between a man largely standing alone against an array of liberals and traditionalists who found his idea dangerous.  相似文献

Through a combination of analysis and synthesis of Laohudong Guan ware shards from Hangzhou City in southern China, some new hypotheses concerning Guan ware manufacture can be proposed. These suggest that the complex microstructures seen in Guan ware glazes, and which contribute significantly to their jade‐like qualities, may owe much to layers of fine bubbles trapped during the glazing process. It is also proposed that the multi‐layer glazing methods used at the Guan ware kilns at Hangzhou may have helped initially to disguise the relatively coarse and ferruginous clays used for Guan ware manufacture. Once established, the layered glazing technique was used for its own sake—eventually yielding wares that could comprise more glaze than clay. Raw materials and firing temperatures were also explored for this study, and these suggest the use of porcelain‐stone/wood ash mixtures for glaze‐making, with 20–30% calcareous wood ash being the usual amounts. The average heat‐work for the glaze firing seems to have been equivalent to Orton Cone 7, giving a typical finishing temperature of ~1215°C. A single biscuit firing and a single glaze firing seem likely for most Laohudong Guan wares. Studies of the losses that occur in the preparation of calcareous wood ashes suggest that very large quantities of botanic material must have been burned to provide ash for glaze‐making at the Laohudong kiln. From the environmental perspective, a combination of thick glazes and heavy wood‐ash usage would have placed great demands on local fuel supplies.  相似文献
