Methods of Mapping and Identifying Small Clusters of Rare Diseases with Applications to Geographical Epidemiology

Geographical variation operates at a variety of scales. Methods of mapping variation in disease incidence between different countries or even counties are relatively well developed. When, however, the question relates to much smaller aggregations (that is, “clustering”), attention has mainly been restricted to areas near putative point hazards; the majority of cases are excluded from such an investigation. In this study we show how clustering may be investigated and displayed in such a way that it becomes a powerful tool in epidemiological research. As examples we use incidence data from the Yorkshire health region for selected childhood cancers and adult haematopoietic malignancies. The methods would readily extend to any small clusters of rare events.     

Who's making UK foreign policy?

The war in Iraq has intensified a debate about the extent to which Tony Blair's style of government is presidential, secretive, ad hoc, informal and susceptible to groupthink. But who is really making UK foreign policy? This article suggests that there is no simple or singular answer since the government simultaneously pursues multiple foreign policies involving different combinations of institutions, actors and external pressures. It then discusses New Labour's impact upon the four interrelated phases of the foreign policy process: formulation, interpretation, implementation and presentation. The author suggests that Blair's government has found it difficult to implement many of its foreign policy initiatives and has relied instead upon three ‘big ideas’, namely, multilateralism, Atlanticism and neo‐liberalism. To date, it has failed to resolve the practical tensions between these three commitments. The final section explores how the demand for open and accountable government has increased the importance attached to the presentation of foreign policy. This, in turn, has increased the importance of the news media as a battlefield on which the struggle for hearts and minds is taking place. Ironically, the government's unparalleled attempts to sell its foreign policies (both at home and abroad) has opened the policy process up to levels of scrutiny that it may not be able to withstand.     

Supplier linkages of foreign-owned manufacturing firms in the UK: the influence of entry mode,subsidiary autonomy and nationality

This article tests the hypothesis that the supplier linkages which subsidiaries of foreign-owned companies make with indigenous firms in the UK are influenced by entry mode, the amount of autonomy which is granted to the subsidiary which is established and the nationality of the parent company. Data were collected from foreign-owned firms in the UK and an ordered probit model with the change in supplier linkages as the dependent variable was devised and tested. The results provide support for the hypothesis in terms of entry mode and subsidiary autonomy, but not in terms of parent nationality. This study represents a new approach to the study of supplier linkages and integrates concepts and studies from both regional science and international business. Foreign-owned firms which entered the UK by means of a greenfield entry tend to have a relatively positive effect on the creation and growth of supplier linkages, whereas those which entered by way of a merger or acquisition tended to have a relatively negative effect on the growth of such linkages. This finding has important implications for academics and policy-makers alike. Although the potential impact which the creation of supplier linkages can make upon the host country's economy has long been recognised, little research has been undertaken to identify the key factors which affect such growth. With increased levels of globalisation it is important that governments are able to maximise the impact which foreign direct investment makes upon the economy of their countries.
