The increased emphasis within Europe on the role of second-tier cities has implications for the ways in which these urban centres are considered within national spatial planning strategies. In centralized, monocentric states such as Ireland, there has been a general ambivalence towards urban policy for cities outside the capital city, and historically, this has prevented the development of a strong, diversified urban hierarchy undermining prospects for balanced regional development. This paper examines the extent to which a new found emphasis on Ireland’s second-tier cities which emerged in the ‘Gateways’ policy of the National Spatial Strategy was matched by subsequent political and administrative commitment to facilitate the development of these urban centres. Following a discussion of the position of second-tier cities in an international context and a brief overview of recent demographic and economic trends, the paper assesses the relative performance of Ireland’s second-tier cities in influencing development trends, highlighting a comprehensive failure to deliver compact urban growth. In this context, the paper then discusses the implications of current development plans for the second-tier cities and proposals for Irish local government reform for securing compact urban development. 相似文献

Recent radiocarbon dating (Herrmann et al. 2014) found that Serpent Mound was likely built during the Early Woodland period—around 320 BC. Herrmann et al. (2014) also suggested that the effigy was repaired or restored during Fort Ancient times, thereby accounting for the late prehistoric radiocarbon-dated samples recovered by Fletcher et al. (1996). The present article presents new data in support of the Early Woodland construction date. In recent years, communities have begun to implement both “soft” and mandatory policies designed to address worsening air quality. Voluntary or soft transportation policies have included air quality alert systems that encourage people not to drive on days when the air quality index is above a specified threshold and public education/action campaigns that focus on reducing automobile related travel. In this article, we evaluate the effectiveness of one such soft policy, the Clear the Air Challenge (CAC), in reducing ground‐level ozone during the Wasatch Front's summer ozone season. Using daily ozone data and color‐coded daily air quality designations from 2006 through 2012, we estimate a range of nonequivalent control group models. In only one of the models does the CAC generate a statistically significant but small reduction in ground‐level ozone. Future research should assess the full range of costs and benefits to the public associated with such soft transport policies. 相似文献

Scholars have paid little attention to the operation and effectiveness of offices, councils, committees, task forces, and the like within the Executive Office of the president. This neglect may be understandable given the opacity within the White House. Yet it is also unfortunate given the popular view of executive centralization as a counterpoise to a fragmented bureaucracy and given that “supervised collaboration” is the primary mechanism through which presidents can seek to coordinate policy implementation. With this in mind, the following study examines attempts to integrate the management of America's oceans and coasts under the past two administrations. Limited progress in this area to date speaks to institutional incentives and constraints that should temper the enthusiasm of those who look to the presidency as a source of administrative coordination. White House initiatives have come only recently and have resulted much more from a desire to shape policy than from concerns about efficiency, per se. Even so, the case of ocean and coastal zone management speaks to the limitations of unilateral presidential action. 相似文献

In a pioneering academic discussion of Australian politics written just before the First World War, William Harrison Moore reinforced the image of Australia as an increasingly autonomous part of a slowly evolving but essentially liberal British Empire. In this 34-page account of ‘Political Systems of Australia’ published in George H. Knibbs, ed., Federal Handbook (Melbourne, 1914), the Professor of Constitutional Law at the University of Melbourne arguably created the ur-text of the Australian Politics textbook. It is argued that there is an unbroken thread of Cambridge-inspired political science teaching and writing at Melbourne from Harrison Moore onwards. The early Australian politics textbooks and ‘Political Systems of Australia’ are cut from the same cloth, making the latter an important precursor. 相似文献

Northern peoples and those living in the Arctic and environments with broad vistas created cultural landscapes with distinctive monument traditions that supported their cultural and political systems. This paper explores three societies in different geographic regions and time periods during the past 10,000 years that used stone monuments to humanize their landscapes and invoke or honor gods or spirits, mythological ancestors, or deceased leaders. Canadian and Greenland Inuit and their predecessors of the past thousand years marked their lands with abstract human figures known as Inuksuit; Neolithic and Bronze Age Europeans built megaliths, henges, and passage graves; and Mongolian Bronze Age nomadic pastoralists populated the central Asian steppe with burial mounds (khirigsuurs) and anthropomorphic deer stone monuments. Each tradition contributed in different ways to shape and perpetuate the society’s values by invoking spirits, ancestors, or heroic leaders. The enduring presence of these creations reinforced cultural or ethnic identity through ritual, group ceremonialism, landscape values, communal enterprise and labor, and collective memory. This paper identifies commonalities and differences between these traditions and how they functioned. We also see how successive societies perpetuate, change, reinterpret, or invent new uses and meanings for ancient monuments and their landscape settings to create new ethnicities and histories for their own times. 相似文献
