The fugitive slave circular was one of the most prominent issues in British political debate in 1875 and 1876. The agitation over the instructions issued by the Admiralty on returning fugitive slaves to their masters marked the first significant attack on Disraeli's imperialism, setting the agenda for later attacks, including Gladstone's Midlothian campaign. A study of the agitation and the making of policy shows that humanitarianism retained significant popular appeal between the high points identified by historians in the early nineteenth and early twentieth centuries. This study of the fugitive slave circular examines the different groups involved in the agitation and shows how humanitarian politics were embedded with other contemporary debates about matters such as international law, geopolitics, party politics, the British constitution and religion. 相似文献

Ireland is experiencing a fundamental transition in its economic life, one that has affected all levels of Irish society. The transition in living conditions and personal expectations and, at another level, in Ireland's contribution to a globally interdependent world is fueled by changes taking place in the structure and performance of the Irish economy. This article looks at Ireland's economic development over time—essentially a restructuring of its economic base and international outlook—the changes evident, present conditions, and the problems encountered. Since the mid‐1990s, a series of economic reform programmes has been underway in the Pacific Island states. This article links the origins, pace and scope of the reforms to the development of a regional reform agenda, the key site for which was the leading regional organization, the South Pacific Forum. The author details some of the measures and reforms undertaken, and argues that the fashioning and elaboration of the regional reform agenda was driven primarily by external forces, particularly donors, in an attempt to compel the island states to respond to the imperatives of globalization. 相似文献

Despite its centrality to the production of knowledge in the early modern period, the ship remains a rather marginal site in the work of historians of science. Accounts of ‘floating universities’ and ‘laboratories at sea’ abound, but little is said of the countless other ships, and their crews, involved in the production of knowledge through maritime exploration and travel. The central concern of the paper is the life and work of William Dampier (1651-1715), a seventeenth-century mariner who sailed as a pirate and authored genre-defining and well received scientific travel narratives. The thesis presented here is that the ‘way of life’ encouraged among the crews of the pirate ships aboard which Dampier travelled rendered him well-placed to gather the ‘useful’ knowledge and experiences which made his scientific name. Understanding this juxtaposition requires a focus which moves beyond the materiality of the ship, and which ultimately brings into view some of the social and epistemic geographies which took shape in and beyond the ship. 相似文献
