Getano Lui (Jnr) suggested in his 1993 Boyer Lecture that it was time to ‘build a new framework’ for the Torres Strait and that this might be negotiated in time for the centenary of the Australian Constitution in 2001. This paper examines possibilities for reshaping governance in Torres Strait, particularly the idea of Torres Strait regional government. It does so in the light of the history of settlement and contemporary population characteristics in the Strait and also the history and development of local and regional structures of political representation. It pays particular attention to events leading up to the establishment in July 1994 of the Torres Strait Regional Authority (TRSA) within the Commonwealth Aboriginal and Torres Strait Islander Commission (ASTIC). Under the labels of other authorities, the marine environment, constituency and confederal representation, it also examines some key issues which are likely to arise in attempts to move beyond the present structures towards fuller regional government. Some consequences of one possible and likely approach to the constituency issue are explored and a brief concluding comment is made about the relationship between these developments in Torres Strait and interpretations of Australian federalism. 相似文献

Although recent deaths of multiple couriers on the road have raised awareness of the dangers of on-demand food delivery, there remains limited government regulation of the industry in many jurisdictions. In this article, we argue that the labour conditions of platform couriers in Australia constitute a case of necrocapitalism (Banerjee), a contemporary form of accumulation through which organisational structures harness the power of debilitation and death for economic gain. After contextualising food delivery within the Australian gig economy, our analysis underscores how necropower operates through courier labour. We illustrate three dimensions: how this form of labour entails corporeal risks and harms; how these harms are heightened by platform infrastructures; and how strategic regulatory inaction maintains necropolitical orders. The article concludes with a reflection on how this contemporary example of necrocapitalism illuminates intersecting vectors of domination underpinning the logics and practices of platform governance. 相似文献

The Pleistocene archaeological record of the Arabian Peninsula is increasingly recognized as being of great importance for resolving some of the major debates in hominin evolutionary studies. Though there has been an acceleration in the rate of fieldwork and discovery of archaeological sites in recent years, little is known about hominin occupations in the Pleistocene over vast areas of Arabia. Here we report on the identification of five new Middle Palaeolithic sites from the Nejd of central Arabia and the southern margins of the Nefud Desert to the north. The importance of these sites centers on their diversity in terms of landscape positions, raw materials used for lithic manufacture, and core reduction methods. Our findings indicate multiple hominin dispersals into Arabia and complex subsequent patterns of behavior and demography. 相似文献

Social scientists have studied the welfare state extensively. Many studies seek to understand the determinants of the welfare state; however, a few have explored the social consequences of social welfare systems, especially on health outcomes of the population. Even though cross-national comparative studies support the thesis that the welfare state regime type, which represents different levels of commitment on social welfare, is closely linked to population health, there is little research to support this argument at a sub-national level. To fill the gap, this study explores the effects of the U.S. states' social welfare systems on health using age-adjusted mortality rates as a proxy for population health. By operationalizing social welfare systems as three dimensions—public expenditures, tax structures, and welfare program rules—we find that more generous education spending, progressive tax systems, and more lenient welfare program rules help to improve population health. The model corrects for first-order serial correlation using Prais-Winsten regression methods and is estimated with state and year-fixed effects. 相似文献

This article explores marriage settlements in national political debate and legal usage in three Swedish towns, c. 1870–1920. During this period one of the central issues for the Swedish women's movement was to abolish the legalized male dominance within marriage. Despite some ambiguities towards marriage settlements, the women's movement tried to encourage women to write up contracts before marriage, as a way to both protect their property and to achieve more power within marriage. Traditionally, marriage settlements were exceptions in Swedish legal practice, but they became somewhat more common during the period under investigation. This development could be explained by the population increase and industrialization, but only partially. The analysis of the initiators, their social background and civil status as well as the change of contents in the marriage settlements are interpreted not only as reflections of economic change, but as evidence of female agency and emancipation. 相似文献

This article analyzes Cuban novels Memorias del subdesarrollo (1965) by Edmundo Desnoes and Livadia (1999) by José Manuel Prieto in the context of two epochal historical events: the Cuban revolution and the Cuban postrevolution (or the beginning of the so-called Special Period). The essay explores the political precariousness of transitional regimes from three different points of view: epistemological, ideological, and emotional. I argue that transitional periods call for new modes of representation where the past and the uncertainty of the future coalesce to form nihilistic spaces, or to open up the possibility for new modes of narration. 相似文献

Analysis of the voluntary sector in sub‐Saharan Africa has tended to focus on the role of the NGO, and the types of relationships this institution establishes and maintains with donors, national governments and the communities with which they work. The voluntary sector in Africa is therefore usually defined through, and often treated as synonymous with, the institution of the NGO. As a result, the boundaries of understandings of the ‘third sector’ space occupied by the vast number of NGOs — its origins, the nature of the relationship of voluntary sector actors to the state, the types of organizations that characterize the sector — have tended to reflect a narrow concern with the NGO type and its experiences. This article suggests that this view is too narrow in its gaze. The voluntary sector was not a creation of a post‐colonial (and especially post‐1970s) development crisis. It emerged from an evolving relationship between colonial‐era non‐state (voluntary) actors and governments determined to demonstrate that they were meeting their commitments to the welfare of Africans under their charge. Missions and mission welfare services, expanding across much of rural sub‐Saharan Africa by the beginnings of the twentieth century, and increasingly coordinated from the late 1920s and early 1930s, created the foundations for the emergence of sub‐Saharan Africa's formal voluntary sector as it exists today. This matters for more than just historical accuracy. To understand the constraints, challenges and opportunities faced by NGOs, we need to move beyond a narrow focus on the institution of the NGO itself, and look in addition to the environment in which it operates: its history, its evolution and the shifts that created those conditions. 相似文献
