Building on the important work of Lyn Wadley at Sibudu, archeologists from the University of Tübingen have excavated the upper stratigraphic units of the Middle Stone Age (MSA) sequence down to the Howiesons Poort (HP). Here, we present the main results from lithic analyses of the lowest part of the Sibudan sequence to assess its overall variability and taxonomic status. Based on the new findings, we also discuss the implications for archeological systematics and the cultural evolution of modern humans in MIS 3 from a more general perspective. The Sibudan deposits encompass over 20 archeological horizons that span a 1.2-m-thick, well-stratified sequence whose base and top have been dated to ~58 ka (MIS 3). In contrast to the upper stratigraphic units, the lower Sibudan assemblages that we analyzed here show much higher use of local sandstone, quartz, and quartzite. These older units are characterized by frequent use of expedient core reduction methods, bipolar reduction of locally available quartz and quartzite, less retouch of blanks, and lower find densities. Tongati and Ndwedwe tools, which feature abundantly in the upper part of the Sibudan sequence, are entirely absent, as are unifacial points. Instead, notched and denticulated tools are common. Surprisingly, knappers manufactured small bifacial points, mainly made from quartz, by means of alternating shaping in the course of the oldest occupations. The results highlight the great diversity of human technological behavior over even short periods during the MSA, raising important questions about the mechanisms of behavioral change, cultural taxonomy, appropriate scales of lithic analyses, and the relationship between the HP and the Sibudan. Our findings further erode the old idea that bifacial technology in southern Africa is limited to the Still Bay. Research is increasingly showing that bifacial points come and go in different forms and contexts of African Late Pleistocene technology, impeding their use as chrono-cultural markers.  相似文献

This paper is a discussion of the politics of every day administrative processes in one of the oldest and most highly institutionalised areas of Australian Commonwealth Government activity; income security. It begins at the bottom of administration with the encounters of service delivery. It identifies clients, welfare intermediaries and rank and file Department of Social Security (DSS) officials as the major participants in these encounters. Their interaction is highly constrained by the structures of rules and procedures surrounding service categories. But it is not without its politics. A number of systemic factors are identified which inevitably allow considerable room for strategic manoeuvre by the various actors. Though the odds favour the officials, clients and intermediaries are not entirely without strategic resources.

The latter part of the paper suggest how this highly structured politics of service delivery is empirically and conceptually linked to the larger moments of administrative decision‐making and the more recognisably ‘political’ processes surrounding income security administration; the mobilisation of groups and the articulation of arguments for or against changing existing commitments. It focuses on a number of examples of changes over time in the deployment of resources and the interpretation of the rules and procedures governing income security categories. It suggests the complex and constant nature of the interaction between activity at all levels of the social security system: from the most case specific to the most general, both within and outside the formal boundaries of the DSS.  相似文献

Getano Lui (Jnr) suggested in his 1993 Boyer Lecture that it was time to ‘build a new framework’ for the Torres Strait and that this might be negotiated in time for the centenary of the Australian Constitution in 2001. This paper examines possibilities for reshaping governance in Torres Strait, particularly the idea of Torres Strait regional government. It does so in the light of the history of settlement and contemporary population characteristics in the Strait and also the history and development of local and regional structures of political representation. It pays particular attention to events leading up to the establishment in July 1994 of the Torres Strait Regional Authority (TRSA) within the Commonwealth Aboriginal and Torres Strait Islander Commission (ASTIC). Under the labels of other authorities, the marine environment, constituency and confederal representation, it also examines some key issues which are likely to arise in attempts to move beyond the present structures towards fuller regional government. Some consequences of one possible and likely approach to the constituency issue are explored and a brief concluding comment is made about the relationship between these developments in Torres Strait and interpretations of Australian federalism.  相似文献

Although recent deaths of multiple couriers on the road have raised awareness of the dangers of on-demand food delivery, there remains limited government regulation of the industry in many jurisdictions. In this article, we argue that the labour conditions of platform couriers in Australia constitute a case of necrocapitalism (Banerjee), a contemporary form of accumulation through which organisational structures harness the power of debilitation and death for economic gain. After contextualising food delivery within the Australian gig economy, our analysis underscores how necropower operates through courier labour. We illustrate three dimensions: how this form of labour entails corporeal risks and harms; how these harms are heightened by platform infrastructures; and how strategic regulatory inaction maintains necropolitical orders. The article concludes with a reflection on how this contemporary example of necrocapitalism illuminates intersecting vectors of domination underpinning the logics and practices of platform governance.  相似文献

This article reviews the slow emergence of writing on Indigenous issues and power in the journal over its first fifty years. It notes that most of this writing is by non Indigenous authors about issues that are thought to effect Indigenous lives. More contributions by Indigenous authors would be useful and will hopefully occur with growing numbers of Indigenous post-graduate students.  相似文献

This paper explores the role of the nineteenth-century sinologist-cum-diplomat, John Francis Davis, in Sino-British relations after the ratification of the Treaty of Nanjing in 1843. It examines his time as governor of Hong Kong and as Britain's effective minister to China from 1844 until 1848, in which he attempted to have the city of Canton opened to foreign trade. Arguing that Davis's view of Sino-British relations was as cultural in character as it was political, this paper suggests that Davis fundamentally sought to establish strict equality between the two empires. He attempted to use his knowledge of Chinese civilization to build an equal international relationship between two sovereign nations rather than an imperial relationship between a conqueror and the conquered people. While this conviction laid the groundwork for Hong Kong to become a bilingual Anglo-Chinese colony, it fractured diplomacy with Qing officials. Davis's insistence on political equality would amount to an aggressive imposition of European diplomatic norms on his dealings with the Qing representative Qiying. More precisely, the paper explains how the policies of this archetypal British ‘China Hand’ bifurcated in the directions of both progressive cultural policy but also gunboat diplomacy.  相似文献

Neoliberalism’s theoretical ascendancy within urban geography coincided with the rapid growth of scholarly attention to Chinese cities. Therefore, it is unsurprising that neoliberal causality has been a widely used tool for interpreting China’s spatial transformation. This paper critically reviews some of the most prominent debates on neoliberalism in the Chinese context. China’s Leninist political hierarchy and Dual Structure, crucial institutions for the management and regulation of society and economy under Mao, are now reduced to the quirks of “actually existing neoliberalism.” Neoliberal critique applied to China, however, fails to adequately explain China’s spatial development because it assigns causality for social and economic inequality to globalized processes of capital accumulation while ignoring the continued importance of Maoist institutions in China’s present-day political economy. Uncritical acceptance of neoliberalism’s explanatory power for spatial change has led to flawed and inaccurate portrayals of the development and future trajectories of Chinese cities, and misrepresents the sources of social injustice in Chinese society.  相似文献

This paper examines developments and dilemmas in relations between local governments and indigenous Australians over the last quarter century. It establishes a framework for analysis based on differences in local government systems, circumstances and populations. It then examines two sets of developments in relations which have occurred in contrasting circumstances. The first is ongoing poor relations in incorporated local government areas, focusing on a complex of issues surrounding landownership, rates and services. The second is discrete predominantly Aboriginal or Torres Strait Islander communities in sparsely settled areas themselves becoming local governments. Both of these sets of developments are seen as being accompanied by significant dilemmas. In relation to the first, the major dilemma identified is how superordinate levels of government should best proceed in attempts to improve relations. In relation to the second, major dilemmas are identified relating to indigenous 'ownership' of the resulting local government structures and the weakness of the financial position of these newly emerging local governments. The paper suggests there have been some very significant and quite complex developments in relations between local governments and indigenous Australians over the last quarter century. However, these developments have only tentatively moved relations in a more positive direction, if indeed at all. Poor relations still predominate between local governments and indigenous Australians.  相似文献

Quantitative indicators of change for non-commodity resource management were examined, to assess whether the United States Department of Agriculture Forest Service has been changing its on-the-ground management practices to give more emphasis to non-commodity resources. Specifically, data on recreation management and on wildlife and fish habitat management were analyzed to determine whether any shifts in the agency's management priorities had occurred. All data examined indicate that the Forest Service has been increasing its activities in non-commodity resource management over historic levels. When viewed in context with other recent studies suggesting that the Forest Service is moving away from traditional commodity production, the results of this study provide evidence that a significant shift has occurred, or presently is occurring, in Forest Service management practices.  相似文献
