Heinrich Heine’s ?Two Chinese Scholars“ RevisitedTwenty-five years ago, the author published a treatise dealing with the two Chinese mentioned by Heinrich Heine in The Harz Journey as well as in a private letter. These men served as teachers for Wilhelm Schott, the future first professor of Chinese at the Friedrich-Wilhelms-Universität of Berlin. Since then, a number of scholars turned to this topic and consider the two of them as pioneers of Chinese immigration to Berlin, Prussia or Germany respectively. Most of these scholars interpret certain facts according to their own liking, though there are no sources at all to support their suppositions. This paper addresses imbalances affecting world heritage sites in terms of how well conserved they are and what resources are available for their valorisation. The authors propose a policy mechanism of global governance divided into three steps. The first is a tax mechanism based on collecting resources from tourist activities and redistributing these resources at a regional level. The second step is meant to ensure an objective approach to measuring the needs and risk value of world heritage sites. The third step consists in using valorisation strategies to generate new economic resources, in particular from cultural tourism. The authors proposal is a contribution to the growing literature on UNESCO world heritage sites which helps ground the approach to decision making adopted to raise funds for conservation. 相似文献

In the second half of the nineteenth century, and again in the middle of the twentieth century, federal, state, and local governments were involved in large-scale subsidizing and promoting of railroad infrastructure for economic development purposes. In the 1800s, public financial involvement centered on the expansion of railroads to develop the West. In the 1960s, 1970s, and early 1980s, public financial assistance focused on preserving rail freight services, and on restructuring the then oversized national rail network. In the 1990s and beyond, rail improvements and the need for public assistance are likely to be more incremental, with mostly local projects. Case study research was conducted on six local freight rail service projects, all of which had public sector investment. Five attributes were identified whose presence was associated with project success, or conversely, whose absence may have reduced the likelihood for project success. These success attributes should be used as an adjunct to sound economic analysis, and incorporated within future policies governing selection of local rail projects to receive public assistance. 相似文献
