In recent years the government of the Philippines has attempted to accelerate the growth of the nation's economy by encouraging the extraction of its mineral resources by multinational corporations. The Philippines is also a nation beset by armed violence carried out by anti-state groups. This article discusses how the presence, and activities, of these groups generate problems for a mining-based development paradigm. The article examines: the literature on the topic of natural resource abundance and conflict, how there have been attacks upon mines by armed groups, how mining companies have served as a target of extortion, how grievances related to mining can act as a source of conflict, how mining could disrupt the peace process with the Moro Islamic Liberation Front and how mines are accompanied by a militarization of the area in their vicinity. Ultimately, violence is a manifestation of poverty and social exclusion inherent in Philippine society. Mining may not diminish, and indeed may increase, this poverty and social exclusion. Unless poverty and social exclusion is alleviated the violence will continue and alternative efforts to develop the Philippine economy will be precluded. 相似文献

This article surveys recent literature on Africa and International Relations (IR) and reviews the current place of Africa within the discipline. It notes that critical debates continue around claims of a mismatch between Africa and ‘mainstream’ IR theories and concepts. However, alongside this set of issues, there is in fact a burgeoning literature on many aspects of Africa's international relations. While some of these studies utilize existing IR theories, and others explore empirical cases that could deliver important lessons for the wider discipline, much of this promise goes unfulfilled. The article reviews literature on China's role and on HIV/AIDS governance in Africa to illustrate how the study of African international relations, the wider IR discipline and international policy could all benefit from a closer engagement between Africa and IR. The article concludes by setting out three challenges for a renewed agenda: a need to address the problematic relationship between universal analytical concepts and regional particularities; a need to give recognition to, and analyse, African agency in international politics; and a need to address inequalities in knowledge production in the field of Africa's international relations. 相似文献

This paper presents a case study, based on the experiences of two senior Aboriginal traditional owners who were engaged in negotiations surrounding the establishment of a Regional Forest Agreement (RFA) in southeast Queensland. This case is notable as an illustration of the capacity of natural resource management planning, through negotiation within a formal process, to extinguish native title. Importantly, the personal experiences of two senior Aboriginal people provide an insight into a situation designed to enhance interactions between government and community, with the overt intention of improving natural resource management. However, the record of this personal experience indicates that the communication was less than satisfactory and that the outcomes, at least in terms of the experiences recorded here, of the individual senior Aboriginal community members, was less than satisfactory. We conclude that, despite best intentions, there is an important lack of provision for community influence or power, including any legal or administrative institutional framework. Guatemala, a nation plagued by the legacy of its brutal 36-year civil war, has, in recent years liberalized its mining law to encourage the entry of multinational mining corporations. These mining companies have included two Canadian companies, which have developed the two most prominent, and controversial, mining projects in Guatemala. Using the lens of political ecology to demonstrate how environmental analysis and policy can be reframed towards addressing the problems of the socially vulnerable, this article analyses the opposition of the Roman Catholic Church to mining in Guatemala. The article reviews the development of liberation theology in Latin America and how this has imparted empathy for the poor into the pastoral praxis of the church. The church is opposed to mining largely because of the potential implications of mining's environmental effects upon the livelihoods of the poor. The article postulates that the opposition of the church to mining is an example of an environmental issue connecting groups of people across class and ethnic lines to offset powerful global political and economic forces. The article concludes with a discussion of how this opposition to mining is a demonstration of the opposition of the progressive church to neoliberalism in general. 相似文献

An analysis of the Australian wheat belt, 1891–1911, develops and tests a model of wheat belt expansion and evaluates the consequences of two counterfactuals involving revised state boundaries. Results show that percentage county wheat acreage is related to land availability, soil quality, rainfall, markets, and railroads, and demonstrates the role played by state land laws and railroad construction policies. Certaines activités tertiaires ont la capacité de jouer un role de ‘moteur’économique. Ces activités du ‘tertiaire moteur,’ ou ‘services supérieurs,’ constituent une partie importante de la base économique des régions métropolitaines. Récemment, aux États-Unis, des chercheurs ont commencéà remarquer la tendance de ces activitès à quitter leur ‘habitat naturel’ dans le centre d'affaires des grandes villes pour se relocaliser dans des ‘edge cities’ ou ‘magnet areas’ vers la périphérie de la zone métropolitaine. Le but principal de cet article est de vérifier si la région métropolitaine de Montréal se caractérise, elle aussi, par des tendances semblables de décentralisation des services supérieurs. Nous utilisons la base de données longitudinales sur les entreprises canadiennes de Statistique Canada pour examiner la question de la décentralisation de ces activités dans la région montréalaise. Nos résultats indiquent que pour 11 des 17 secteurs d'activité compris dans les services supérieurs, la période 1981–1989 a vu un transfert du poids relatif de la ville de Montréal vers les deux couronnes périphériques de la région métropolitaine. Ce transfert été plus fort dans les services financiers, d'assurances et d'affaires immobilières que dans les services aux entreprises. Certain service activities have the capacity to play the role of a ‘motor’ of economic development. These ‘hight-order services’ now form one of the principal components of the economic base of metropolitan areas. Recently, researchers in the U.S. have begun to notice a new propensity for these activities to leave their ‘natural habitat’ in the downtown business district of large cities and to relocate in ‘edge cities’ or ‘magnet areas’ toward the periphery of the metropolitan region. The purpose of this article is to verify if the Montreal metropolitan region is characterized by similar patterns of spatial decentralization of high-order services. Our study uses Statistic Canada's Longitudinal Database on Businesses in the Canadian Economy to examine this issue. Our results indicate that for the period 1981-1989, 11 of 17 high-order service sectors were marked by a relative shift from the City of Montreal towards the periphery of the metropolitan area. This shift was more pronounced for the finance, insurance, and real estate group than for the business service group. 相似文献
