Multi-stakeholder approaches to ethical trade: towards a reorganisation of UK retailers' global supply chains?

As a result of consumer campaigns and media exposure of poorworking conditions at sites of export production, retailersare under heightened pressure to organise their global supplychains more responsibly. This paper critically evaluates thework of the UK's Ethical Trading Initiative in responding tothis pressure, both strategically and in practice. It is arguedthat for ethical trading strategy to make a more significantdifference to the organisation of global supply chains, attentionneeds to be paid to the terms of trade between retailers andsuppliers, as well as to issues of worker welfare at sites ofproduction.     

Refining the identification of native American pipestone quarries in the midcontinental United States

Midcontinental pipestone quarries in Missouri, Minnesota, Wisconsin, Illinois, Ohio, and Kansas were utilized by a number of native cultures from 5000 YRBP through historic times. Except for Gunderson’s pioneering work on catlinite, the mineralogy of these sources was poorly understood until recently. For fifteen years, a University of Illinois team of archaeologists and geologists has used well-established mineralogical methods (X-ray diffraction [XRD] and reflectance near-infrared spectroscopy [NIS]) to identify and characterize nine pipestone quarries and match sources with archaeological artifacts from major Hopewell and Mississippian culture sites. NIS analyses of raw materials from nine major pipestone quarries show distinct mineralogical differences between sources but relatively uniform composition within each source. The major distinguishing minerals estimated from NIS spectra match very well with earlier results from XRD and inductively-coupled plasma (ICP) analyses. Results demonstrate that NIS is a reliable non-destructive technique for discriminating between midcontinental pipestones and for sourcing pipestone artifacts.     

Voluntary Environmental Programs in the Public Sector: Evaluating an Urban Water Conservation Program in California

Solving conflictual environmental policy problems is increasingly falling under the purview of local governments and public agencies. Nonregulatory approaches, such as the development of voluntary environmental programs (VEPs), could offer a useful policy alternative as they often have greater political traction and flexibility. However, there has been little work examining the use of VEPs in the public sector. This article uses a new dataset from California to examine how political institutions affect decisions by local governments and public agencies to participate in a voluntary urban water conservation program and whether this program has improved the water conservation performance of its members. The results show that special district governments, private utilities, and water suppliers dependent on purchased water are more likely to participate in the program and to join early. However, urban water agencies that have joined the program have not reduced their per capita water use more than those that have not. These results underscore the influence of political institutions in public‐sector decision making and demonstrate that, as in the private sector, commitment to a VEP by local government and public agencies does not guarantee implementation or environmental improvements. While voluntary programs offer political and administrative advantages, in order for VEPs in the public sector to be effective they must be accompanied and supported by credible enforcement mechanisms, performance standards, and rigorous monitoring programs.     

Toward Historical Ethnography: Notarial Records and Family History in the Middle Ages

One can easily use nineteenth-century tithe data of England and Wales in a Geographic Information System (GIS) to analyze a range of subjects, for example, land use, productivity, land ownership, or tenancy. Making the tithe data GIS ready, on the other hand, is a nontrivial matter. The tithe data consist of two main types: spatial, that is, the tithe map, and nonspatial attribute data linked to the map. The tithe therefore has the characteristics of a GIS, albeit in paper form. The author outlines the process of creating the structures for building a data repository that allows the storage and dissemination of both tithe schedules and maps in a single GIS-ready system. The author chose Oracle to host the repository. The Oracle Spatial module allows storage of both spatial and attribute information. Oracle also provides the means of serving data to users via the Internet.

On 23 July 2018, Saddle Dam D of the Xe Pian Xe Namnoy hydropower plant in Laos collapsed, inundating farmlands and villages downstream. The author was in the capital, Vientiane, at the time. This article provides a first-hand account of some of the early relief efforts as the author joined the flood of everyday citizens in Laos interested in making a gesture of assistance.     

"The Civil Rights Movement of the 1990s?": The anti-abortion movement and the struggle for racial justice

In 1964, Claude and Jeanne Nolen, who were white, joined an interracial NAACP team intent on desegregating local restaurants in Austin, Texas as a test of the recently passed Civil Rights ACt. Twenty-five years later, the Nolens pleaded "no contest" in a courtroom for their continued social activism. This time the issue was not racial segregation, but rather criminal trespassing for blockading abortion clinics with Operation Rescue. The Nolens served prison sentences for direct action protests that they believe stemmed from the same commitment to Christianity and social justice as the civil rights movements.Despite its relationship to political and cultural conservatism, the anti-abortion movement since Roe v. Wade (1973) was also a product of the progressive social movements of the turbulent sixties. Utilizing oral history interviews and organizational literature, the article explores the historical context of the anti-abortion movement, specifically how the lengthy struggle for racial justice shaped the rhetoric, tactics, and ideology of the anti-abortion activists. Even after political conservatives dominated the movement in the 1980s, the successes and failures of the sixties provided a cultural lens through which grassroots anti-abortion activists forged what was arguably the largest movement of civil disobedience in American history.
