This article examines the impact of regional financial arrangements (RFAs) on the global liquidity regime. It argues that the design of RFAs could potentially alter the global regime, whether by strengthening it and making it more coherent or by decentring the International Monetary Fund (IMF) and destabilizing it. To determine possible outcomes, this analysis deploys a ‘middle‐up’ approach that focuses on the institutional design of these RFAs. It first draws on the rational design of institutions framework to identify the internal characteristics of RFAs that are most relevant to their capabilities and capacities. It then applies these insights to the interactions of RFAs with the IMF, building on Aggarwal's (1998) concept of ‘nested’ versus ‘parallel’ institutions, to create an analytical lens through which to assess the nature and sustainability of nested linkages. Through an analysis of the Chiang Mai Initiative Multilateralization (CMIM) and the Latin American Reserve Fund (FLAR), the article demonstrates the usefulness of this lens. It concludes by considering three circumstances in which fault lines created by these RFAs’ institutional design could be activated, permitting an institution to ‘leave the nest’, including changing intentions of principals, creation of parallel capabilities and facilities, and failure of the global regime to address regional needs in a crisis.  相似文献

This article employs literature on federalism to explore the ways in which national Canadian interest groups develop federative structures in order to conduct advocacy work within Québec. It first identifies institutional reasons for the development of federalist structures for Canadian groups, and it then explores asymmetries between the treatment of Québec chapters of these groups and of chapters elsewhere in Canada. Drawing on interviews with the political directors of groups active at the national level in Canada, this article shows that the degree to which groups grant power to their provincial or Québec subunits varies according to the benefits sought by groups.  相似文献

Online petitions are an important feature of contemporary political engagement in advanced democracies. In this paper we report on a unique data set – covering a five year period and over 17,000 petitions – documenting the development of the Change.org platform in Australia. Australia presents an interesting case as, until very recently, there was no national government hosted online petition site. Our analysis results in three findings that advance scholarship on online petitions. First, we find the majority of petitions are in fact targeted at government, and that their issue area is of a political nature. Second, we find that most signers of petitions sign a single petition – they are not serial participants. Finally, we show that ‘super users’ of the online petition system engage broadly as well as often. Together these findings demonstrate that online petition creation and signing – even on commercial platforms – is a distinct and important part of citizen engagement in politics.  相似文献

Archaeological interpretations of ancient economies have been strengthened by chemical analyses of ceramics, which provide the clearest evidence for economic activity, and comprise both the objects of exchange and its means. Pottery is often manufactured from local materials, but its compositional diversity typically prevents significant patterns of resource utilization from being identified. Centrally located and positioned on traditional shipping routes, Cyprus maintained ties with and supplied a variety of distinctive ceramic products to the major commercial centres in the eastern Mediterranean throughout Antiquity. We analysed two Cypriot .ne wares and a variety of utilitarian pottery, as well as samples of extant Cypriot clays to determine source provenance. These chemical analyses provide an objective indication of the origins of ancient (Bronze Age and Roman) ceramics manufactured on Cyprus. The distribution of the probable clay sources and the links between pottery style and the material environment also afford a perspective on the spatial organization of large‐scale pottery production on the island. Compositional analysis provides the means to assemble geographies of pottery production and to unravel the interregional system of exchange that operated in Antiquity, but the ability to accomplish these tasks is predicated on systematic analyses of ceramic products and raw materials that are found far beyond the bounds of individual archaeological sites.  相似文献

The Canine Surrogacy Approach (CSA) is a form of analogy in which stable isotope information from dog remains is used as a proxy for associated human keepers. The approach has garnered increasing attention in recent years due to its capacity to provide information on human diets in contexts where human remains are limited or unavailable. CSA applications have often been conducted on an ad hoc basis and rarely has the human–dog analogy been treated systematically or cohesively. This case study aims to remedy this issue. Using a recently developed CSA interpretive framework (Guiry, 2012), we test the feasibility of using dog bone collagen stable carbon and nitrogen isotope signatures as a proxy for their human keepers among two similar marine oriented Late Archaic populations that occupied the northeastern coast of North America. After characterizing the feasibility of CSA applications in these archaeological contexts, the CSA is then used to reconstruct diet at a culturally related site at which no human remains have been recovered.  相似文献

The rather sparse and dubious data about Arctic regions known to Antiquity were taken over, mostly via Pliny, by the middle ages and reinforced and expanded in significant ways. This paper, which was delivered as an Inaugural Lecture at the University of Groningen in November 1982, reviews the activities and reports of medieval explorers, colonists and traders in or about the Arctic and considers the handful of medieval writers who display some real knowledge about Arctic regions. The generality of medieval writers on history and geography knew little or nothing. Even so, it is shown that here and there references are made to many of the features which are thought of as typically Arctic in the modern popular consciousness, with the exception of igloos and muskoxen. Commercial connections with the Arctic through Novgorod and Bergen are examined, and some account given of contacts with Iceland and the disappearance of the Norse settlement in Greenland. Polar bears and white falcons in western Europe, both of nearly indisputable Arctic origin, are discussed, attention is drawn to the very inadequate portrayal of the Arctic on medieval maps, and the paper closes with a glance at Olaus Magnus's account of northern peoples published in 1555.  相似文献
