The concept of formalization has long underpinned policy interventions and measures intended to connect informal entities with state institutions or formal economic structures. However, despite the policy enthusiasm, the outcomes of formalization policies have frequently been disappointing. This article argues that this disconnect lies in the concept of formalization itself and that common approaches to formalization are often rooted in three conceptual fallacies: a binary distinction between formal and informal economic actors, a lack of appreciation for the diversity of informal economic actors and the idea that ‘becoming’ formal necessarily spurs positive externalities. These conceptual confusions pay insufficient attention to contextual complexity and the political and social dynamics that shape informality in a given context and they are frequently rooted in the practicalities and power structures that shape knowledge creation in this area. This article demonstrates this through case studies of tax registration and property titling. Thus, it argues for a new research agenda on formalization that challenges both its conventional conceptual foundations and the practices of research that engage with it.  相似文献

First Nations peoples are revitalising diverse cultural fire practices and knowledge. Institutional and societal recognition of these practices is growing. Yet there has been little academic research on these fire practices in south-east Australia, let alone research led by Aboriginal people. We are a group of Indigenous and settler academics, practitioners, and experts focused on cultural fire management in the Victorian Loddon Mallee region. Using interviews and workshops, we facilitated knowledge sharing and discussion. In this paper, we describe three practice-oriented principles to develop and maintain collaborations across Aboriginal groups, researchers, and government in the Indigenous-led revitalisation of fire on Country: relationships (creating reciprocity and trust), Country (working with place and people), and power (acknowledging structures and values). Collaborations based on these principles will be unique to each temporal, social, cultural, and geographic context. Considering our findings, we acknowledge the challenges that exist and the opportunities that emerge to constructively hold space to grow genuinely collaborative research that creates change. We suggest that the principles we identify can be applied by anyone wanting to form genuine collaborations around the world as the need for social–ecological justice grows.  相似文献

In 2011, Huu‐ay‐aht First Nations became one of five Nuu‐chah‐nulth Nations on the west coast of Vancouver Island in Canada to implement the Maa‐nulth Treaty with the Province of British Columbia and Canada. Modern treaties are dense and lengthy legal documents that exhaustively set out the obligations of each signatory party. They are heavily criticised for being unjust extensions of colonialism that limit Indigenous self‐determination and transform homelands under settler colonial property regimes. Yet, some First Nations accept these agreements as their chosen path for self‐government in state structures. We document Huu‐ay‐aht First Nations’ decision‐making that resulted when the Maa‐nulth Treaty was implemented and replaced the Indian Act by analysing the Maa‐nulth Treaty and interviews conducted with Huu‐ay‐aht First Nations leadership. We demonstrate how ?iisaak (respect) and ?uu?a?uk (taking care of) guided Huu‐ay‐aht First Nations’ self‐government, while nesting this discussion in the complexities and critiques of modern treaties.  相似文献

With this paper, we analyse an ordinary urban process, which has received little attention so far, and propose a new concept to take account of it: plotting urbanism. It is usually subsumed under terms like “urban informality” or “incremental urbanism” and not studied as a distinct process. In comparing Lagos, Istanbul and Shenzhen we captured four defining features of plotting urbanism: first, it unfolds in a piecemeal fashion with limited comprehensive planning. Second, it emerges from specific territorial compromises often resulting from conflicts between overlapping modes of territorial regulation, land tenure and property rights. Third, plotting is based on commodification of housing and land, which might accentuate socio-economic differentiations between property-owners, who often live in the same area, and their tenants. The term “plotting” highlights the key role of the plot in the process. It also alludes to strategic acts of collaboration for individual and collective benefit.  相似文献
