India's and Pakistan's nuclear tests have dismayed the international community. However, they can be seen as a culmination of the deterioration of international nuclear relations that has taken place since the mid-1990s. The author examines the reasons for this deterioration which he finds in US–Russian relations, the Middle East and South Asia, in disputes over arms control objectives, and in normative and procedural dilemmas that emerged as the number of countries with nuclear weapon programmes was reduced to a 'hard core' of eight states. This discussion provides the background for an assessment of the consequences of the actions of India and Pakistan. Despite the dangers, the author stresses the opportunities that could lie ahead. If key states act positively and cooperatively, the climate and processes of nuclear arms control could be transformed.  相似文献

The INTIMATE (Integration of ice-core, marine and terrestrial records) project, the successor to the North Atlantic Seaboard Programme of International Geological Correlation Programme (IGCP-253) ‘Termination of the Pleistocene’, began in 1995 with the aim of integrating proxy climate records from around the North Atlantic during the Last Termination (18–8?ka BP). The INTIMATE remit has since expanded geographically to include the entire Atlantic basin and Australasia, while an extended temporal framework now covers the early Holocene and the Last Glacial cycle. This short paper outlines the principal achievements of the INTIMATE research community, which include the development of an event stratigraphy for the North Atlantic region; the establishment of protocols for ice–land–ocean correlation; important contributions to geochronology, most notably to tephrochronology, and to palaeoenvironmental and palaeoclimatic reconstructions; and the designation of the Greenland ice-core record as the global stratotype for the Pleistocene–Holocene boundary. Future directions of the INTIMATE programme are also briefly considered.  相似文献

Tensions over water resources in upland areas of northern Thailand are often attributed to reductions in water supply caused by forest clearing. This article argues that the hydrological evidence for such reductions in supply is very weak and that, rather, the key hydrological issue in upland catchments is a significant increase in water demand, especially during the dry season. The arguments are illustrated with a detailed examination of the Mae Uam catchment, located in Chiang Mai province, where the development of dry–season soybean cultivation appears to have tested the hydrological limit of the catchment, and even exceeded this limit in drier years. The author argues that a shift in focus from water supply to water demand has fundamentally important political implications. As long as the focus of public debate is on water supply, the regulatory focus will be on those resident in the forested upland areas that are seen as being crucial in securing downstream flows. But if the water management focus is shifted to water demand, then regulatory attention must shift to the diverse sources of demand that exist throughout the hydrological system.  相似文献

A young adult male, context [825], exhibiting a suite of proliferative and erosive skeletal changes, was excavated from the old burial ground of St Marylebone, London, in 2005 by the Museum of London Archaeology Service (MoLAS). Although pathognomonic rhinomaxillary changes were absent, a number of lesions were of a type previously recorded in individuals suffering from lepromatous leprosy, including resorption of the alveolar process of the maxillae and the digits of the right hand, osteomyelitis in the left ulna and collapse of the left ankle. Whilst this infectious disease was widespread in medieval Britain, it had declined by the 19th century, and has been identified in only one other post‐medieval archaeological context. The right leg of [825] had been surgically amputated. This form of intervention was a recognised treatment for the complications of the disease, where neuropathic damage of limbs led to life‐threatening infection. The healing of the amputation demonstrates the success of the operation, and the skill of the surgeon. Although the identity of the affected individual is unknown, burial within St Marylebone cemetery implies a level of status not frequently associated with leprosy sufferers in the past. South American archaeologists use the term landscape to analyze a broad range of relationships. Examples include intensive agriculture and political power, myth and place, and climate change and cultural development. Landscape archaeology is necessarily spatial analysis, but scholars work at different scales and use different methods. This essay highlights the influence of geography, anthropology, and new methodologies on four definitions of landscape: ecological habitat, built environment, a stage for performance, and integrating subsistence and settlement. In a number of cases, landscape archaeologists, stakeholders, and researchers from different traditions work at different scales to meaningfully share information, clarify their differences, and compare their analyses and conclusions.  相似文献
