European territorial policies increasingly refer to broad goals such as sustainability, well-being and cohesion. For their operationalization as political goals, there is a need to create indicators. But how can an indicator be meaningful in relation to a complex concept that is not well defined? If the creation of an indicator is primarily aimed at quantifying a concept and making it more operational, in the case of a contested concept (such as territorial cohesion), the process of building indicators also helps stabilize it, allowing a potential decontestation. A participatory constructivist approach – as used by the ESPON project Indicators for Territorial Cohesion (INTERCO) – is considered to be the most suitable for building indicators of contested concepts. While ensuring computability of the indicators, it allows more flexibility and reconciles the different meanings of the concept in order to stabilize it. Ultimately, the validity of indicators of contested concepts lies in pragmatic criteria: usability, usefulness and use.  相似文献

Since the Asian financial crisis, the Association of Southeast Asian Nations (ASEAN) has sought to reorient itself towards becoming a ‘people-oriented’ association. Democratic transitions in the region and increased demands from civil society to be actively involved in regional governance have prompted ASEAN to develop forms of participatory regionalism. In practice, however, the rhetorical aspirations of ASEAN have not often matched the level of participation or support expected by civil society organisations. It has often been the case that ASEAN's decisions, especially those related to sensitive issues, have been influenced by external pressure as opposed to participatory mechanisms. The aim of this article is to determine to what extent participatory mechanisms impact ASEAN's approach to non-traditional security. By doing so, the authors combine two key elements central to a ‘people-oriented’ approach to regionalism: the incorporation of deliberative and participatory processes and the acknowledgement of transboundary security issues which require cooperation to move beyond state-centric approaches. This article explains that despite the rhetorical emphasis on participatory regionalism, it continues to be the case that regional civil society organisations and non-state actors have limited capacity to influence ASEAN. By providing a critical analysis of influences on ASEAN's non-traditional security policies, the authors offer a modest yet valuable contribution to the emerging literature on ASEAN's ‘people-oriented’ regionalism and advance a nuanced understanding of ASEAN's participatory mechanisms.  相似文献

The recent discovery of banana phytoliths dating to the first millennium BC in Cameroon has ignited debate about the timing of the introduction of this important food crop to Africa. This paper presents new phytolith evidence obtained from one of three sediment cores from a swamp at Munsa, Uganda, that appears to indicate the presence of bananas (Musa) at this site during the fourth millennium BC. This discovery is evaluated in the light of existing knowledge of phytolith taphonomy, the history of Musa, ancient Indian Ocean trade and African prehistory.  相似文献

This article examines how the British government has responded to Zimbabwe’s ongoing crisis. This case raises several wider issues for British foreign policy, most notably the question of how much leverage London can exercise on the international scene in general, and over relatively small and weak states like Zimbabwe in particular. Zimbabwe’s crisis also raises profound questions about the appropriate balance between bilateral and multilateral policies, and between engaging in public criticism and conducting so–called ‘quiet diplomacy’. While bilateralism clearly has not worked, multilateralism has revealed its own frustrations, especially given the reluctance of many African elites within a number of organizations to criticize President Mugabe’s policies. This reluctance threatens to unravel the British Labour government’s stated objectives in Africa while at the same time raising important doubts over the credibility of the New Partnership for Africa’s Development (NEPAD), and whether an ‘Africa moment’ can be discerned in the manner articulated by prime minister Tony Blair.  相似文献

The Story of Jimmy is a frequently told oral‐historical account of ‘first contact’ from North Pentecost, Vanuatu. It describes the adventures of a group of ni‐Vanuatu plantation labourers who escape from Fiji by hijacking a ship and navigate a return to their home islands in Vanuatu. Central to the story is a young white man, known simply as Jimmy. Unwittingly forced to make the journey with them, and before they are all finally shipwrecked on the east coast of North Pentecost, Jimmy witnesses the murder and cannibalisation of his father by the starving hijackers. Yet upon departing for home some four years later he bestows a new name upon the Island: Uretabe, the ‘world of love/gifts’. This story, with its dual‐inverted narrative of abduction, transformation, escape and return, presents a remarkable account at a unique moment of historical rupture and cross‐cultural exchange. In doing so it also expresses idiomatic themes of mobility, place and identity as they relate to the politics of both the colonial past and postcolonial present in North Pentecost. This paper explores those themes and narratives while considering their relevance to my own experiences as a researcher in the area.  相似文献
