Inadequate regulation of spatial development is at the origin of the current global crisis and increases, in years of crisis, the unequal distribution of wealth. The importance of the related risks for democracy draw attention to the systems of spatial governance and planning, through which States regulate spatial development. In Europe, the countries most affected by the unequal effects of the crisis have spatial planning systems that are traditionally based on the preventive assignation of rights for land use and development through a plan. The systems of other countries had established beforehand that new rights for land use and for spatial development are rather assigned only after the public control of development projects and their distributional effects. Despite the evidence that some models can operate better than others in ensuring public government of spatial development, the improvement of spatial planning systems is, however, limited by their complex nature of ‘institutional technologies’. Especially in a context of crisis, planners are responsible for the increase in public awareness concerning the role of spatial governance in economic and social life.  相似文献

Despite the growing literature on the history of European integration, scholars have not reached a general consensus on the rationale for the introduction of direct elections to the European Parliament. This review article analyses representative books and articles through three levels of analysis: the evolution of the European Community institutional framework; the role of national governments; and the contribution of European federalist movements. In doing that, the article highlights the lack of a clear synthesis and the need to investigate the role and perception of the European Parliament before its direct elections. Indeed, the controversy over direct elections demonstrates that, far from being a useless talking shop, the European Parliament was a creative institution and a target for both federalists' hopes and national governments' fears. The former considered the introduction of elections as a trigger to democratise and federalise Europe; the latter suspected to lose their power as the only depositaries of national sovereignty.  相似文献

SUMMARY: The assemblage from Greenwich High Road has interesting implications for our understanding of 18th- and early 19th-century tanneries and also of the use of bones as building material. The study of the age at death of the animals revealed that the horncores are mostly from fully adult individuals, probably culled draught animals. This hypothesis is supported by biometrical analysis. The comparison of the Greenwich horncores with modern data and archaeological evidence suggests that the Greenwich assemblage is predominantly composed of oxen. The horncores were used to line a drain on the site and are likely to represent waste material resulting from the activities that took place in the nearby tannery. Skins and horns were removed for craft purposes, while the bony cores, with no economic value, were simply used as cheap and ready material to help the construction of the drain.  相似文献

SUMMARY: The 16th-century Spanish conquest of Colombia brought new technologies that altered and interacted with native metalworking traditions. In the colonial village of Santa Cruz de Mompox, renowned because of its goldsmithing tradition, indigenous groups and Spaniards experienced momentous encounters of individuals, metallurgical technologies and knowledge. However, little is known concerning colonial metallurgy, its continuities and changes with regards to the pre-Columbian period. Here we present the analytical characterization of five crucibles recovered in Mompox, together with discussion of relevant archival evidence. We find evidence for the local manufacture of crucibles as well as for the melting of unrefined gold dust, tumbaga (gold-copper-silver alloys) and silver. These metallurgical practices illustrate some likely illegal activities, continuities with pre-Columbian traditions in the use of tumbagas, and the Spanish-led introduction of silver in northern Colombia. It is argued that metallurgical remains can be informative of wider social and economic negotiations that engaged indigenous peoples, mestizos and Spaniards, which are critical to understand the configuration of the colonial reality.  相似文献

New methods permit archaeologists to distinguish between wild boar and domestic pigs with greater confidence than has been hitherto possible. Metrical methods are the most commonly used; these are reviewed. Assemblages containing a wider range of measurements (as measured by the coefficient of variation [V]) than is found in one population suggest that two populations of different-sized pigs were present, probably indicating separate wild and domestic populations with little or no interbreeding. These assemblages, sometimes taken to indicate animals ‘intermediate’ between wild and domestic, are clear evidence of full domestication. Other traditional means of diagnosing domestication based on age at death (the killing of many young animals) and biogeography (the export of the animal beyond its natural range, especially to islands) are particularly problematic when applied to pigs. New methods include the frequency of Linear Enamel Hypoplasia, which may increase due to domestication-induced stress, the study of diet through isotopes and dental microwear, and the examination of population histories through ancient and modern DNA and geometric morphometrics. These are all promising but should not be considered in isolation: many problems remain.  相似文献

In the course of a zooarchaeological survey of Holocene sites in southern Portugal, a substantial size increase of cattle bones was noted following the Christian reconquista of the 11th–13th centuries AD. A size increase in the course of time within a lineage of domestic livestock is usually considered to represent animal improvement. However several other factors including sex may influence the average size of a sample of mammal bones – cattle exhibit considerable sexual size dimorphism, with bulls being larger than cows. A histogram of the distal widths of a large (n = 44) sample of cattle metacarpals from 15th century Beja (Alentejo, Portugal), revealed a bimodal distribution. It was assumed that the large measurements belonged to males and the small to females. In order to rule out the possibility of a post-Moslem change in the sex ratio of cattle, a sub-sample of 21 cattle metacarpals from Beja was selected and we used genetic markers to identify the sex of the animals to which these metacarpals belonged. The ancient DNA sex of all specimens agreed with the previously assumed sex as determined osteometrically. We conclude that the two nearly separated peaks for the metacarpal distal width measurements do indeed indicate sex. A similar bimodal distribution was obtained from another large but earlier sample of cattle metacarpals from Moslem Alcáçova de Santarém (9th–12th century AD). Although these have not been molecularly sexed and since osteometric sexing has now been validated, we conclude that both small (female) and large (male) peaks are smaller than the 15th century ones and that there was an overall size increase or improvement of cattle in this region. Why the Christians improved cattle is unclear, but a selection for larger beeves for meat is one possibility as is the selection of more robust cattle for power. The spread of the quadrangular or chariot plough in Iberia is known to have occurred at this time. We then use the genetically sexed metacarpals to determine which measurements provide reasonable distinction between the sexes. Both the distal width (BFd; as already noted by Svensson et al., 2008; in Swedish medieval cattle) and the width of the lateral condyle (WCL) offer the best distinction. We also used them as a reference ‘collection’ to sex the medieval and post-medieval cattle metacarpals from Launceston Castle in England. This re-visit of the Launceston data corroborates other evidence indicating increased specialisation (milk and veal) in post-medieval cattle husbandry in England.  相似文献

Recent analysis of a large faunal assemblage from a Roman roadside settlement at Ware, Hertfordshire has indicated potentially strong links between the nature of animal exploitation on site and its location on Ermine Street. Animal husbandry was focused on the production of cattle and sheep, both of which had experienced stock ‘improvement’ by the late Roman period. Relatively high proportions of horse, and the presence of young horses, suggest the importance of this animal and the potential for its local breeding; the site could have acted as a station for changing or selling horses. The presence of marine fish and black rat also indicate clear links to the wider trade network. This was not an isolated settlement, outside the sphere of Roman influence, as rural Roman sites are often considered to be, but well‐connected to wider economic networks. This paper places these new results in context, by providing a review of faunal assemblages from Roman roadside settlements across Britain. The review indicates that most of the characteristics of animal exploitation at Ware are shared with other roadside settlement sites, though interesting differences also emerge.  相似文献
