What Is Next for Policy Design and Social Construction Theory?1

The study of policy design has made great progress over the past decade in leading scholars to understand why the American political system produces certain kinds of designs rather than others, and the consequences that policy designs have for democracy. This article outlines the distinctive and important elements of policy design theory—the centrality of policy design, the attention to social constructions, the attention to policy consequences (or feed‐forward effects), and the integration of normative and empirical research and theory. It then suggests how policy design theory can complement other policy theories in guiding research and evaluating the conditions of U.S. democracy, and how in its own right it can be further developed and used to guide important inquiry about public policy's politics and social impacts.     

Beyond the German Model of Capitalism: Unorthodox Local Business Development in the Cologne Media Industry

On the basis of a media firm-survey and the measurement of in-town enterprise concentration, this paper explains the extraordinary sub-sectoral specialization and the spatial concentration towards radio and television in a German city: Cologne. A peculiar mix of institutional support, typical of German capitalism and unorthodox deviance from such arrangements is discovered in all matters of collective goods provision, including vocational training, enterprise financing, etc. Using a case study-approach, this article shows how the German model of capitalism can be rearranged for new markets on the local level, successfully overcoming institutional constraints by informal cooperation and institutional entrepreneurship.     

Hazardous Waste Site Cleanup and Neighborhood Redevelopment: An Opportunity to Address Multiple Socially Desirable Goals

The United States' hazardous waste site remediation programs are being challenged for lacking cost-effectiveness. We argue that these expensive programs will be more cost-effective and viable politically if economic and social analyses are included explicitly in risk analyses. Using data from surveys of people living within one-half-mile of seven hazardous waste sites, we show that some neighborhoods offer the opportunity for joint site remediation and neighborhood redevelopment programs. Mechanisms are suggested that would permit the United States Environmental Protection Agency to implement neighborhood environmental and redevelopment programs.
