The distribution of State Homeland Security Grants has been characterized as pork barrel spending, where political considerations and not terrorism risk are determining the allocation each state receives. Using revealed preference analysis, we test this claim. From 2004 to 2006, measures of terrorism risk are found to be positive determinants of funding while measures of political influence and party affiliation of elected officials show no positive relationship with grant funding. These results are not compatible with the assertion that funding is distributed due to political factors. 相似文献

This paper examines Thomas Hill Green's changing attitude to the Reform Question between 1865 and 1876. Section 1 sketches the Radical landscape against which Green advocated reform between 1866 and 1867, paying particular attention to the respective positions of Gladstone, J.S. Mill and Bright on the relationship between responsible citizenship and class membership. Section 2 examines Green's theories of social balance and responsible citizenship at the time of his lectures on the English Civil War. Section 3 argues that, contrary to the established scholarship, Green's Radicalism was closer to Bright than to Gladstone and Mill during this period. Section 4 counters Richter's claim that Green abandoned democracy following the 1874 General Election, while arguing that even sympathetic commentators misunderstand Green's attitude to the Reform Question immediately after this date. 相似文献

Aboriginal peoples in Canada are gaining influence in post‐secondary education through Aboriginal‐directed programs and policies in non‐Aboriginal institutions. However, these gains have occurred alongside, and in some cases through, neoliberal reforms to higher education. This article explores the political consequences of the neoliberal institutionalization of First Nations empowerment for public sector unions and workers. We examine a case where the indigenization of a community college in British Columbia was embedded in neoliberal reforms that ran counter to the interests of academic instructors. Although many union members supported indigenization, many also possessed a deep ambivalence about the change. Neoliberal indigenization increased work intensity, decreased worker autonomy and promoted an educational philosophy that prioritized labour market needs over liberal arts. This example demonstrates how the integration of Aboriginal aspirations into neoliberal processes of reform works to rationalize public sector restructuring, constricting labour agency and the possibilities for alliances between labour and Aboriginal peoples. 相似文献

The Encomium Emmae Reginae was written in the early 1040s to support the interests of Queen Emma amidst the factionalism which marked the end of the period of Danish rule in England. This article argues that the Encomium was shaped by its production and reception in the distinctively multilingual environment of King Harthacnut's court. Attention to Emma's key role in negotiating the interaction of the English, Norse, French, Flemish and Latin literary and linguistic cultures which were present in the Anglo-Danish court reveals growing lay claims to Latin literary culture in eleventh-century England . 相似文献

Stathis Gourgouris has responded to the question “Is critique secular” with a decisive “yes” and has offered a passionate and sophisticated defense of this position in Lessons in Secular Criticism. Yet, his argument suffers from a simplistic opposition between the religious and the secular. If we are to think critically about criticism and about religion, we need to think beyond such oppositions and be open to learning from religious forms of criticism. The article works through Gourgouris to move from his emphasis on critical autonomy to what I will call critical fidelity. Working with theologians Chrisitine Helmer, Ted Smith, and Rowan Williams, I argue that certain forms of religious criticism help us think a social and political criticism beyond endless demystification and “interrogation” by identifying and cultivating critical practices of attachment that make possible liberating social bonds. 相似文献

This article examines the fantastic display of treasure recounted in the Encomium Emmae Reginae. Particular attention is given to the literary traditions and sensibilites, both Latin and the vernacular, which govern the Encomiast's representation of treasure. Treasure emerges as a complex, changing and powerful symbol in eleventh-century Anglo-Danish England. 相似文献
