Well‐resourced and well‐connected individuals, or “policy entrepreneurs,” often play an important role in advocating and securing the adoption of policies. There is a striking lack of inquiry into the ways that social networks shape the ability of these actors to achieve their aims, including the ways in which network ties may channel policy conflict. To address these gaps, we analyze data from an original survey and an original database of policies to assess the success of policy entrepreneurs (PEs) active in a highly contentious arena: municipal policymaking concerning high‐volume hydraulic fracturing (HVHF) in New York. We use text‐mining to collect social network data from local newspaper archives, then use those data to construct municipal HVHF policy networks. Municipal anti‐HVHF PEs appear more successful when they operate in less cohesive networks, act as bridges to relative newcomers to the governance network, and have a larger number of network connections. Pro‐HVHF PEs appear more successful when they can forge high‐value connections to key decision makers. Policy entrepreneurs on both sides of the issue are more successful when they have a greater number of sympathetic coalition partners.  相似文献

Logrunners (Orthonychidae) are a family of ground-dwelling passerines that are endemic to the Australo-Papuan region. These peculiar birds are part of an ancient Australo-Papuan radiation that diverged basally in the oscine tree. Here we describe eight fossil tarsometatarsi of the logrunner Orthonyx kaldowinyeri, and a distal tibiotarsus tentatively assigned to this species from sites in the Riversleigh World Heritage Area, Australia. The new fossil material ranges in age from late Oligocene to early late Miocene, and extends the temporal range of the Orthonychidae into the late Oligocene; this is the geologically oldest record of the family. These specimens also include the oldest Cenozoic passerine fossils from Australia that can be confidently referred to an extant family. The distinctive features of the tarsometatarsus and tibiotarsus of extant logrunners, which are probably related to their unusual method of foraging, are also present in O. kaldowinyeri. Assuming that O. kaldowinyeri had vegetation requirements similar to those of extant logrunners, its presence in various Riversleigh sites provides clues about the palaeoenvironment of these sites.

The pattern of urbanization of North Vietnam is traced from 1945 through 1960 to 1970. The average contribution of the in-migration component to urban growth was 40 percent from 1945 to 1965, but a slight net out-migration from cities marked the period of American bombings of North Vietnam after 1965. As a result urban population declined from 1.9 million in 1965 to 1.84 million in 1970, while total population of North Vietnam rose from 17.5 to 20 million. Urban growth has been distinguished by rapid rates of growth in large cities, low rates in middle-size cities, and no growth or even decline of population in the small urban places.  相似文献

This paper draws on the literature on agroforestry, disaster risk reduction, and livelihoods of people on small islands as it applies to a community prospering in conditions of adversity in Kinali village on Siau Island, Indonesia. Siau Island produces between one‐third and one‐half of all nutmeg and mace exported from Indonesia. The Kinali community has adopted strategies that enable it to prosper in spite of the risks of living on a small island with an active volcano. The paper charts the sociocultural dynamics of the village and examines how local coping mechanisms based on an agroforestry economy have assisted villagers in dealing with the multiple hazards and constraints arising from the biophysical characteristics of their island. The paper thus contributes to more informed responses to managing volcanic risk.  相似文献

The persistence of factory strikes in Vietnam has strained the country’s industrial relations system. This paper examines workers’ strikes from a regulatory perspective to evaluate the effects and limitations of labour law in establishing harmonious labour relationships. In Vietnam, the Labour Code regulates employment relations on a contractual basis, stipulating certain rights and obligations for both employers and employees. Workers’ struggles for their rights and interests triggered some administrative measures by the state and unions, yet these measures were insufficient to tackle business non-compliance with the law. Based on a case study of a strike-affected enterprise, the analysis shows that employers and workers appeal to different aspects of labour law, which complicates the regulatory effects of strike settlement. The paper argues that labour tensions are symptoms of regulatory loopholes stemming from weaknesses in law enforcement and the ineffectiveness of the law in defending workers’ rights. The outcomes of strike settlement therefore further perpetuate workers’ subordination and workplace injustice.  相似文献

ABSTRACT

Children’s identities constitute and are constituted by the everyday spaces they inhabit. Though there are innumerable accounts of what adults think public spaces like subways and city streets mean to children, fewer recorded accounts exist from young children themselves (Faulkner and Zolkos 2016, “Introduction.” In Critical Childhood Studies and the Practice of Interdisciplinarity, ix–xvii. Lexington: Lanham.). In this work I explored 2- – 5-year-old children’s conceptions of public space through the photographs they took and the narratives they told in and around those images. I focused on how children imaged their spaces, how their narrative fragments added layers of story to the images’ contents, and how their photographic performances acted as ‘visual voice’ (Burke 2005, “‘Play in Focus’: Children Researching Their Own Spaces and Places for Play.” Children Youth and Environments 15 (1): 27–53.), highlighting for us how they see themselves and their positions within the larger urban environment. The young children’s photographs depicted their growing autonomy and mobility within an urban context, attunements to non-human forms of the city, and knowledge of what it means to live in their communities.  相似文献
