Structural Adjustment and Poverty Alleviation: An Interpretative Survey

There are few simple generalizations about the effects of adjustment programmes on poverty. There remain many data and methodological problems, and outcomes are complex and varied. Poverty groups often are harmed by adjustment programmes, especially the urban working poor, but there has been a tendency to over-emphasize negative outcomes. There are many other influences on poverty. In the long term, adjustment is essential to the eradication of poverty. The principal responsibility for achieving anti-poverty objectives must lie with national governments but they do not always display much concern with the poor. However, the international financial institutions must share the responsibility and could do more to design structural adjustment programmes within a cost-minimizing framework. The principal policy tasks are to formulate a long-term anti-poverty strategy and ensure that adjustment policies are consistent with that, without detracting from the imperative of adapting the economy to changing circumstances.     

New Excavations at Border Cave,KwaZulu-Natal,South Africa

New excavations at Border Cave use high-resolution techniques, including FT-IR, for sediment samples and thin sections of micromorphology blocks from stratigraphy. These show that sediments have different moisture regimes, both spatially and chronologically. The site preserves desiccated grass bedding in multiple layers and they, along with seeds, rhizomes, and charcoal, provide a profile of palaeo-vegetation through time. A bushveld vegetation community is implied before 100,000 years ago. The density of lithics varies considerably through time, with high frequencies occurring before 100,000 years ago where a putative MSA 1/Pietersburg Industry was recovered. The highest percentage frequencies of blades and blade fragments were found here. In Members 1 BS and 1 WA, called Early Later Stone Age by Beaumont, we recovered large flakes from multifacial cores. Local rhyolite was the most common rock used for making stone tools, but siliceous minerals were popular in the upper members.

Fluids and halogens at the diagenetic–metamorphic boundary: evidence from veins in continental basins, western Norway

Seven vein types are recognized in three continental Devonian molasse basins (the Hornelen, Kvamshesten and Solund basins) in western Norway. These include calcite‐, quartz‐ and epidote‐dominated veins. The salinities of fluid inclusions from quartz‐dominated veins in the Hornelen and Kvamshesten basins are close to or slightly higher than those for modern seawater, whereas the fluids from quartz‐ and calcite‐dominated veins in the Solund basin range from seawater values to 20 wt % NaCl equivalent. Minerals such as biotite, amphibole, titanite, chlorite and epidote are abundant in the latter veins, and are important constituents of the authigenic mineral assemblages. A combination of fluid inclusion and petrological data suggest that at least some of the veins formed at depths around 12–14 km. The Cl/Br ratios and the salinity of the fluid inclusions can be explained by interactions with evaporites, implying that the sedimentary environment forming the basin fill had the strongest influence upon low‐grade metamorphic fluid Cl and Br contents. Differences in the Cl/I and Na/Br ratios between the Solund basin and the Hornelen and Kvamshesten basins are best explained by local mass transfer between pore fluids and the surrounding rock matrix during burial and increasing temperatures.

Local area farming Plans — a common reality for farmers and conservationists in the Scottish Highlands?

This paper supports the need for new policy developments to produce farm conservation plans specific to local areas. It explores attitudes to land management for conservation and economic goals, and presents views of fanners and local conservationists, who are directly involved in agri‐environmental and farm woodland schemes, in three regions of the Highlands of Scotland. It reviews the current state of Scottish agri‐environmental schemes, and presents results of on‐farm workshops conducted with farmers and conservationists and discusses common management plan approaches for environmental action. It concludes that farmers and conservationists are already considering the advantages of local area planning at a local area level and agree that there should be focus on addressing local site specific issues which take into account both the whole farm and its wider environment.
