This article traces the activities of the Commonwealth in shaping a population that it felt comfortable with and capable of governing successfully from 1901 to 1962. We argue that the body of desirable Australian citizens was defined negatively by who was to be excluded, in particular ‘aboriginal natives’. This quickly became an area of administrative rather than legislative concern. A close examination of the archival record illuminates the bureaucratic image of the desirable Australian and the modes by which that image was generated. The administrative activities increasingly focused on the ‘hard cases’, particularly those of the so‐called ‘half‐castes’. A narrow reasoning process, propensity to make expedient changes to established practice, and the metaphorical language in which the issue was discussed shaped the administration's thinking on citizenship policy.  相似文献

This article uses historical data on inventor and firm researchand development (R&D) lab locations to examine the technologicaland geographic structure of corporate knowledge capital accumulationduring a formative period in the organization of United Statesinnovation. Despite the localization of inventive activity aroundthe labs, one-quarter of inventors lived outside a 30 mile commutingradius of the nearest facility of the firm they assigned theirpatents to. A strong positive effect of distance from a labon technological importance is identified, especially for inventorsfrom large cities that were geographically separated from afirm's; labs. A patent case–control method helps explainspatial sourcing by showing that the average quality of externallyavailable inventions was high. Firms selected complementary, not substitute, inventions from non-lab urban locations, suggestinga link between the organization and the geography of innovation.  相似文献

North Africa’s Phoenician city of Carthage was above all a logical place from which the well-informed maritime Phoenicians colonized and controlled the Western Mediterranean. The leading important factors affecting the founding of Carthage were mostly geographical: overall centrality along the southern coast of the Western Mediterranean; proximity to the island bridge of Italy via Sicily; nascent oceanographic knowledge of water currents and wind gyres as well as shoals such as the Gulf of Sidra and the shelter of the Gulf of Tunis itself; and important local topography and religious landmarks.  相似文献

Recent characterisations of the Australian Labor Party as a ‘cartel party’ suggest that there was, after the 1970s, a fundamental discontinuity in Labor's history. We assess this contention not only in terms of the ALP's policies but also the mechanisms which link it with different classes and social groups: Labor's electoral support, membership and local branches, the backgrounds of the Party's parliamentarians and leaders, the role of trade unions inside the ALP, and its sources of funding. While there have been some quantitative changes in these characteristics, we conclude that Labor remains, on balance, a ‘capitalist workers party.’  相似文献
