As heritage research has engaged with a greater plurality of heritage practices, scale has emerged as an important concept in Heritage Studies, albeit relatively narrowly defined as hierarchical levels (household, local, national, etcetera). This paper argues for a definition of scale in heritage research that incorporates size (geographical scale), level (vertical scale) and relation (an understanding that scale is constituted through dynamic relationships in specific contexts). The paper utilises this definition of scale to analyse heritage designation first through consideration of changing World Heritage processes, and then through a case study of the world heritage designation of the Ningaloo Coast region in Western Australia. Three key findings are: both scale and heritage gain appeal because they are abstractions, and gain definition through the spatial politics of interrelationships within specific situations; the spatial politics of heritage designation comes into focus through attention to those configurations of size, level and relation that are invoked and enabled in heritage processes; and researchers choice to analyse or ignore particular scales and scalar politics are political decisions. Recent debates over the rise of an American Empire have relied on analogies to past empires, from ancient Athens to modern Britain. Such historical analogies, while inexact and debatable, are a basic mode of understanding our relation to the past. This article explores the analogy of the United States to the Roman Empire. The figure of Rome is a contested legacy, as can be seen in the long-ago writings of Livy and Tacitus, in the developing ideal of Rome during the Middle Ages, and in the works of modern scholars and poets living under Soviet domination in Poland. Tacitus tells us that the most profound symptoms of empire may be seen in the homeland. The debate over analogies for the American Empire is thus a debate over the “state of America's soul.” 相似文献

Carl Schmitt's Concept of the Political advances an understanding of the political in which the political is assessed in terms of the autonomy of the friend-and-enemy distinction. This article questions the autonomous foundations of Schmitt's concept of the political. Ultimately, Schmitt's desire to establish the autonomous nature of the political, allowing the specifically political antithesis to achieve mastery over all other forms of discourse, is replete with paradox. Whilst Schmitt endeavours to establish the autonomy of the political—where the political is free from interference from other domains—it is argued that his account of the political is highly dependent on the state. Food shortages, particularly of proteins, in Britain during the Second World War led to the suggestion re-surfacing that marine plankton might be harvested on an industrial scale first as human food, then turning to its potential use as a supplement to stock and poultry feed. The notion emanated in the United Kingdom from Sir John Graham Kerr, at Glasgow University. He encouraged Alister Hardy, at Hull, to develop the idea and the natural testing ground was the Clyde Sea Area (given the extensive history of plankton research at Millport). Unpublished documents from the archives of the Scottish Association for Marine Science shed new light on the interactions behind the scenes of this project between Kerr, Hardy and the Millport Marine Station's then director, Richard Elmhirst. Since the 1970s, there has been a fraught yet hopeful Aboriginal cultural resurgence in Australia. An element of this movement has been the establishment of Aboriginal art centres and cultural centres across Australia. Using a comparative approach to Aboriginal art centres, this paper analyses the appearance and characteristics of the more recent Aboriginal cultural centres. The methods used are a review of the literature on Aboriginal art centres, and for the less-researched Aboriginal cultural centres, a case study. This paper posits that cultural centre characteristics are shaped through the formation of alliances made possible by the advent of land rights, an Aboriginal cultural turn amongst Aboriginal and non-Aboriginal people, and changing approaches to regional development. While not themselves a movement that will lead to socio-economic change, these types of arts and heritage projects are aligned to such movements. With a larger scale and more central locations, Aboriginal cultural centres open up opportunities for larger and more diverse alliances, and therefore new opportunities for Aboriginal people’s participation, activism and expression. 相似文献
