One of the most intractable challenges to emerge during British decolonisation was the need to reconcile the competing political aspirations of settler and African populations in Central Africa. During the 1950s Britain sought to construct a ‘multiracial’ Central African Federation, financed largely by Northern Rhodesia's copper industry. Of the two major mining groups involved, the Rhodesian Selection Trust, under the chairmanship of Sir Ronald Prain, arguably played an important and unusual role in the Federation's politics and eventual demise. Having supported the Federation at its inception, Prain quickly reassessed the Federal project and concluded that its expected benefits had failed to materialise, and that a new political orientation was necessary for Northern Rhodesia, his companies' host country. Whereas expatriate business interests were often ‘weak’ political actors during decolonisation, Prain, through pragmatic readjustment, evolved a forward-thinking strategy of accommodation to the rise of African nationalism, and to the corresponding eclipse of settler power. Adapting with unusual success to political change, he became actively involved in the political developments which led to Zambian independence in 1964.  相似文献

This article seeks to reconceptualize the post‐Washington consensus (PWC) by focusing not simply upon the institutional structures and ideology promoted by it, but the manner in which these are promoted on the ground. The aim is to reveal a central distinction between the Washington consensus and the PWC that has been somewhat neglected: their diverging approaches to implementation. The author focuses on the World Bank‐funded Kecamatan Development Program (KDP) in Indonesia, a project that is viewed by some as being somewhat unorthodox. He argues that in addition to its promotion of the latest round of institutional reforms, what is really different about KDP, compared with older approaches to market‐led development typical of the Washington consensus, is the manner in which it delivers its mix of neoliberalism. What is radical about a programme like KDP is that it constitutes a new Trojan horse for embedding market‐centred norms and practices.1 In general, this is demonstrative of a key difference between the Washington consensus and the PWC that has been undervalued in many analyses of the dominant development paradigm: the methods used to embed and sustain liberal markets.  相似文献

This paper reports on the discovery in the Thames Estuary and the partial recovery and recording of the remains of a 19th‐century Tyne‐built paddle tug. The wreck is believed to be that of Admiral built in Newcastle in 1870 and sunk following a collision in the estuary in 1872. This unexpected discovery provided a rare opportunity to examine the archaeological assemblage of one these once‐familiar working vessels and revealed the continuities and innovations of a specific type of engine used on paddle tugs.  相似文献

Abstract

This article focuses on greening cultural policy within a sustainable development context. We examine shortcomings of major public-policy responses to the ecological crisis, linking this to the ambivalent philosophical heritage of anthropocentric worldviews that underpin ideas about the relation of culture to non-human nature. This ambivalence is reflected by weak environmentalism in the cultural policy arena, exemplified by surprisingly non-green cultural platforms espoused by green political parties. Green thinking is further hampered by the widespread adoption of digitisation within cultural organizations, which we contextualise in the broader political economy of digital capitalism and the attendant myth that high-tech culture is a low emissions business. Green cultural policy necessitates intensive self-examination of cultural institutions’ environmental impact, at the same time these institutions deploy art, education, entertainment, sports, and news to raise awareness of ecological crisis and alternative models of economic activity. We cite the efforts of activist artists’ resistance against fossil fuel corporations’ sponsorship of arts and cultural organizations as a welcome provocation for greening cultural policy within cultural organizations and green political parties alike.  相似文献

There are many problems in trying to construct a history of female musicians and dancers in Mughal North India. Such women appear frequently in Mughal writings and apparently played an important role in elite society; there is clearly much we can learn from such sources about gender and class in the empire generally, as well as female performers more specifically. However, what evidence we have is written from the perspective of their male patrons and cast according to long‐standing rhetorical and cultural conventions concerning the fateful roles of music and love in historical events. In this article I examine how Mughal historical chronicles transform named female performers into stereotyped agents of the downfall of noblemen. Using the stories of several historical courtesans, I demonstrate how stock topoi of desire, enslavement, longing, rebellion, danger, fate and above all musical and erotic power, were used to shape all stories of courtesans into tragic cautionary tales. I aim to show that the ‘fictive’ elements of Mughal courtesan tales furthermore reveal important cultural truths about the role and meanings of music in Mughal male society.  相似文献
