This article, which forms the introduction to a collection of studies, focuses on processes of state construction and deconstruction in contemporary Africa. Its objective is to better understand how local, national and transnational actors forge and remake the state through processes of negotiation, contestation and bricolage. Following a critique of the predominant state failure literature and its normative and analytical shortcomings, the authors identify four key arguments of the scholarly literature on the state in Africa, which concern the historicity of the state in Africa, the embeddedness of bureaucratic organizations in society, the symbolic and material dimensions of statehood and the importance of legitimacy. A heuristic framework entitled ‘negotiating statehood’ is proposed, referring to the dynamic and partly undetermined processes of state formation and failure by a multitude of social actors who compete over the institutionalization of power relations. The article then operationalizes this framework in three sections that partly conceptualize, partly illustrate who negotiates statehood in contemporary Africa (actors, resources and repertoires); where these negotiation processes occur (negotiation arenas and tables); and what these processes are all about (objects of negotiation). Territoriality is mostly discussed as the political competence to exert control on a certain space, in particular with regard to the nation state. Globalization and European Integration have initiated some debate on this understanding, but cross-cross-border cooperation has rarely been linked to this debate. In these areas enormous political changes have been seen during the recent years. Still, the territorial dimension cannot be addressed, as territoriality as known from nation states is challenging politics. However, the territorial implications are manifold and are increasing throughout Europe. Against this backdrop is conceptual reflection. This paper starts with a brief overview of discussions and the empirical implementation of the territoriality debate. Based on this, the paper attempts to catch up with the political changes – the reflection of cross-border territorialities in a two-fold way. The purpose of this paper is to contribute to this field.
First, we propose a methodological approach to study the essential aspects. We study from a conceptual point of view, the dimensions of territoriality in cross-border contexts. These are explored as well as the political-juridical background of cross-border cooperation. Based on this, a C-B-IM-tool (Cross-Border Institutional Mapping) has been introduced, involving three steps: (a) (a1) multi-level mapping of cross-border institutions, (b) (a2) mapping of policy arenas and (c) (a3) mapping of the political topography in the sense of going beyond formalized and codified governance patterns. Secondly, with the example of the Greater Region around Luxembourg, the empirical and conceptual findings on cross-border territoriality are illustrated. We can state an establishing cross-border territoriality that does not replace domestic, state-centric territorialities but that inserts new and complex elements of a multi-level territoriality system. 相似文献
ABSTRACT This paper delves into the factors, which determine the attractiveness of regions in Europe for migrants. Contrary to the literature on the United States, which has increasingly focused on the role of amenities, existing research in Europe tends to highlight the predominance of economic conditions as the main drivers of migration. Differentiating between economic, sociodemographic and amenity‐related territorial features, we examine the appeal of various regional characteristics for migrants by analyzing net migration data for 133 European regions between 1990 and 2006. Our results show that, in addition to economic, human capital‐related and demographic aspects, network effects and—in contrast to existing literature—different types of regional amenities exert an important influence on the relative attractiveness of sub‐national territories across the European Union. Our findings therefore indicate that locational choices in Europe may be much more similar to place‐based preferences in the United States than originally thought. 相似文献
Due to the construction of a new North-South subway in Cologne, Roman time harbour sediments were exposed and were sampled
for luminescence dating. A very good independent age control was given by the precise knowledge of the chronology of Roman
activity and by radiocarbon ages of charcoal samples. Hence, different methodological approaches within luminescence dating
were applied for Holocene heterogeneously bleached fluvial samples and were compared to the known ages. For one sample, optically
stimulated luminescence (OSL) dating was applied to coarse-grained quartz using a single aliquot regenerative-dose (SAR) protocol.
After De-measurements, different statistical approaches were tested (i.e. arithmetic mean, median, minimum age model, finite mixture
model, leading edge method and the Fuchs and Lang approach). It is demonstrated that the Fuchs and Lang approach along with
the leading edge method yielded the best matching OSL ages with respect to the known ages. 相似文献
The appearance of rich and diverse funerary practices is one of the hallmarks of the Late Epipalaeolithic Natufian in the Levant. Numerous burials at a number of sites excavated mostly in the Mediterranean zone of the southern Levant have fed into the interpretation of the Natufian as a sedentary society of complex hunter-gatherers. Here, we report on the human remains recovered from Shubayqa 1, a well-dated early to late Natufian site in northeast Jordan. The majority of the minimum of 23 individuals that are represented are perinates and infants, which represents an atypical population profile. Ground stone artifacts and traces of colorants are associated with some of these individuals, providing a rare insight into funerary treatment of subadults in Natufian contexts. We interpret the Shubayqa 1 evidence in the light of current and ongoing debates concerning Natufian burial practices and the issue of social complexity. 相似文献
The investigation of Lenin's brain by the German neurobiologist Oskar Vogt from Berlin and his Russian collaborators in Moscow is one of the most exciting and simultaneously oddest chapters in the history of medicine. With the bizarre claim to be able to detect the material substrate of genius it provoked as much unrealistic expectations in the public as strong criticism by the scientific community of brain researchers. The present paper deals in a brief survey with the history of collecting and measuring the brains of famous persons in general and particularly with the historical, political and social circumstances of the performed investigation of Lenin's brain. In this connection the epistemological and technical prereqisites of architectonical brain research and its means of the topographical representation of complex histo‐anatomical and physiological differences in the brain cortex are shortly discussed. The opening of Russian archives after the socio‐economic turn of the year 1991 brought up new background facts in Lenin's pathobiography; together with the sources from German archives a rather extensive reconstruction of the historical events between Lenin's death in 1924 and the final report of the Moscow Brain Research Institute (Institute Mozga) to the Politburo of the Russian Communist Party (Bolsheviki) in 1936 is possible now. 相似文献
