Sozialindex und <Emphasis Type="Italic">gewichtenregeling</Emphasis>

In Germany and the Netherlands spatial information about the social structure of the inhabitants is used for the coordination of financial and human resources in the local school-system. The aim is to reduce educational inequalities by taking the social context of the schools into account. The article explains two approaches. In North Rhine-Westphalia (Germany) a so called Sozialindex is used to distribute additional teachers to municipalities with difficult social surroundings. The Dutch government uses an instrument to give each pupil a weight (gewichtenregeling) depending on the specific educational background. Combined with an evaluation of the school location an additional budget, if necessary, will be payed.     

Post-Tensioned Glulam Beam-Column Joints with Advanced Damping Systems: Testing and Numerical Analysis

This article describes tests investigating a feasible source of passive damping for post-tensioned glue-laminated (glulam) timber structures. This innovative structural system adapts precast concrete PRESSS technology [Priestley et al., 1999] to engineered wood products combining the use of post-tensioned tendons with large timber members. Current testing is aimed at further improvement of the system through additional energy dissipation. Testing has favorably compared glue-laminated timber (not previously implemented in this way) with laminated veneer lumber (LVL) used in New Zealand. After initial benchmark testing with post-tensioning only, a simple, minimally invasive and replaceable type of hysteretic damper was added.     

Law,Culture and Access to Justice under the Palestinian National Authority

It has been widely claimed that the Palestinian National Authority has failed to provide adequate access to the law for many Palestinians. Whilst impediments to legal access are often treated as a technical questions of procedure, or as an issue of the cultural appropriateness of legal regimes, this article takes a third approach, which stresses political and historical factors. In order to understand obstacles to legal access it is necessary to discover the ways in which legal practices are understood, used and abandoned in particular contexts. Through an examination of labour disputes, the article argues that in the context of the West Bank, legal claims have no absolute moral value, but are attractive for the substantive claims that can be made through them, opening up legal avenues for political manipulation. In this context, legal entitlements are distributed according to political resources, rather than legal procedures. The article concludes by arguing that promotion of effective access to legal processes in the West Bank should not be seen as a short‐cut to a stable political regime, since accountable legal processes require a centralized, strong and stable coercive support, based in a measure of organizational cohesion and territorial sovereignty.     

GIS-gestützte kleinr?umige Analyse von amtlichen Schuldaten Ein Ansatz für ein fl?chendeckendes Bildungsmonitoring am Beispiel des Ruhrgebiets

In unserer Gesellschaft sind Bildungserfolg und weitergehende Ausbildung in hohem Ma?e von der sozialen Herkunft abh?ngig. Im Rahmen eines Bildungsmonitorings werden kleinr?umige Daten zur Sozialstruktur der Stadtgebiete mit Schuldaten in Verbindung gebracht und mit Hilfe eines Geographischen Informationssystems (GIS) r?umlich ausgewertet. Es zeigt sich, da? sich Bildungschancen systematisch entlang von Grenzen sozialer und sozialr?umlicher Ungleichheit verteilen. In den St?dten spiegelt sich die Segregation der Bev?lkerung in einer r?umlichen Bildungsdisparit?t wider. In eher „bürgerlichen“ Stadtgebieten besuchen die meisten Kinder ein Gymnasium—in den ?rmeren Gebieten sind Hauptschule und Gesamtschule die h?ufigsten Schulformen. Der Bildungsmonitor erm?glicht eine recht pr?zise Beschreibung des unterschiedlich schwierigen „Gel?ndes“, in dem Bildungseinrichtungen operieren, und erlaubt eine Sch?rfung und Evaluierung der Schulprofile bezogen auf die Eigenheiten der unterschiedlichen Sozialr?ume.
