First Nations peoples are revitalising diverse cultural fire practices and knowledge. Institutional and societal recognition of these practices is growing. Yet there has been little academic research on these fire practices in south-east Australia, let alone research led by Aboriginal people. We are a group of Indigenous and settler academics, practitioners, and experts focused on cultural fire management in the Victorian Loddon Mallee region. Using interviews and workshops, we facilitated knowledge sharing and discussion. In this paper, we describe three practice-oriented principles to develop and maintain collaborations across Aboriginal groups, researchers, and government in the Indigenous-led revitalisation of fire on Country: relationships (creating reciprocity and trust), Country (working with place and people), and power (acknowledging structures and values). Collaborations based on these principles will be unique to each temporal, social, cultural, and geographic context. Considering our findings, we acknowledge the challenges that exist and the opportunities that emerge to constructively hold space to grow genuinely collaborative research that creates change. We suggest that the principles we identify can be applied by anyone wanting to form genuine collaborations around the world as the need for social–ecological justice grows.  相似文献

The Kosovo campaign of 1999 demonstrated unambiguously the weakness of European military forces. Recognition of the consequences of this lack of capability has put new vigour into the European defence debate. Yet decline in military capability is systemic in every European country. The Helsinki goals will do nothing to address this decline. National defence budgets over the past 15 years have been decreasing in real terms. Even if current aspirations to hold military spending levels were to be achieved, the decline in capabilities would continue. Military equipment and personnel costs rise faster than domestic inflation, and therefore fewer people and weapons systems can be afforded each year. There is no prospect of significant uplifts in defence budgets in Europe, despite the acknowledged need for a range of expensive enabling capabilities for post-Cold War operations. Palliative measures now on trial are unlikely to have a major impact. The only option for European nations is a progressive integration of their forces to realize the economies of scale that would allow effectiveness to be maintained. There are opportunities for initiatives that would produce short-term pay-offs. Despite the severe political difficulties of a long-term plan for integration, the alternative is worse. Trying to maintain sovereignty in defence provision will mean that the nations of Europe will eventually be unable either to meet the requirements of even their most modest security needs or to exercise any influence over US defence and security policies.  相似文献

Effective and optimized e‐government in Egypt faces daunting challenges that are less technical in nature and more over the issues of institutional resistance and of political will. A review of the state of e‐government in Egypt is presented with analysis focusing on the state of service implementation in 2012. The points of discussion on e‐government covered here include:
  • E‐subjugation in the guise of e‐government via information control and cyber‐snooping;
  • Institutional resistance to the transformation of routine functions into automated systems;
  • Institutional resistance to transparency of government operations;
  • Analysis of the state of Egyptian ministry websites on six dimensions of e‐government development;
  • Discussion on implementation of Egypt's e‐government master plan;
  • Commentary on the revolutionary potential of e‐government augmented by vision, competence, and leadership; and
  • Caveats that are important to note in moving the vision of e‐governance from concept to practice.

Hannah Arendt is widely regarded as a political theorist who sought to rescue politics from "society," and political theory from the social sciences. This conventional view has had the effect of distracting attention from many of Arendt's most important insights concerning the constitution of "society" and the significance of the social sciences. In this article, I argue that Hannah Arendt's distinctions between labor, work, and action, as these are discussed in "The Human Condition" and elsewhere, are best understood as a set of claims about the fundamental structures of human societies. Understanding Arendt in this way introduces interesting parallels between Arendt's work and both classical and contemporary sociology. From this I draw a number of conclusions concerning Arendt's conception of "society," and extend these insights into two contemporary debates within contemporary theoretical sociology: the need for a differentiated ontology of the social world, and the changing role that novel forms of knowledge play in contemporary society as major sources of social change and order.  相似文献

The construction of mortality profiles to investigate age-at-death patterns is a typical component of most faunal analyses. While many methods exist for constructing and comparing mortality profiles, plotting the percentages of juvenile, prime, and old individuals on a triangular graph, or ternary diagram, remains a popular method for making comparisons. Typically, these comparisons are made visually, but because sample sizes are often small, any differences may be the product of sampling rather than meaningful contrasts in depositional history. To overcome this problem, here we present a likelihood-based method for making statistical comparisons of mortality profiles on a triangular graph, and we make available a cross-platform computer program that implements the method. Although we developed the method with mortality profiles in mind, in principle, it can be used to analyze any kind of artifact for which there are three distinct categories.  相似文献
