The Ideological Ends Against the Middle: House Roll Call Votes on Normal Trade Relation Status for China, 1990-2000

From 1990 to 1999, the House of Representatives held roll call votes to attempt to overturn presidential extensions of Normal Trade Relation (NTR) status to China. What was once a routine matter attracting little congressional attention became a highly divisive matter. Interestingly, the coalition that formed to oppose such extensions was a partnership of strange bedfellows: extreme liberals joining their far-right colleagues to try to rescind the president's extension of normal trade status for China. When the distribution of opposition on the yearly extensions of NTR is compared to that on the vote to approve permanent NTR (PNTR) for China, the ideological distribution of opponents changes noticeably. I argue that important procedural differences between the votes on the yearly extension, and PNTR, serve to explain why ideologically extreme members formed their strange alliance.     

Geographies of steam: mapping the entrepreneurial activities of steam engineers in France during the second half of the eighteenth century

Entrepreneurship played a crucial role in the development and diffusion of steam technology. To account for this, we need to map the entrepreneurial activities that helped spread steam technology across Europe and beyond. Because tracing this history’s contours requires attending to local contexts, strategies and uses along with large-scale trajectories, it makes sense to speak of historical ‘geographies’ rather than of steam technology’s historical ‘geography’. Speaking of geographies in the plural also refers to the recognition that places can simultaneously be located in multiple spatial situations, their geographical identities the product of historical work, negotiation and perspective. To illustrate these points, this essay begins by reflecting on what might be called the ‘spatial turn’ in the history of technology and the role of entrepreneurship in the spread of steam technology in France during the second half of the eighteenth century, which is the historical focus of this essay. It then discusses a small number of representative cases of entrepreneurial engagement with steam technology in France and concludes by considering what this tells us about the relationship between the French state and its regions and the impact of the French Revolution in this geographically complex history.     

Pivotal Politics,Presidential Capital,and Supreme Court Nominations

We analyze the Supreme Court nomination process in order to provide a general explanation of presidents' propensity to win confirmation battles even in the face of an ideologically hostile Senate. The analysis serves two purposes. First, we argue that employing the conventional measure of the Senate's power to constrain the president's choice of nominees–the median senator–provides an inaccurate picture of this process. In its stead we argue that the filibuster pivot (or the sixtieth most liberal or conservative senator) more accurately captures the Senate's power over the president (Krehbiel 1998). Second, we argue that even under this more stringent spatial constraint, presidents still have the ability to win most confirmation battles with the Senate. Indeed, our results indicate that presidents often overcome situations where the Senate should reject their nominees, or where it should force them to make a less desirable choice, by invoking political capital.     

Nature in the Old Portuguese Lyric

The present article focuses on the role of paratextual elements—epigram, marginal notes, and musical partitures—in Juan Benet's Un viaje de invierno (1976), with special emphasis on their role in the reading process. Gérard Genette's work on paratexts will serve as a helpful entry to my analysis of the Spaniard's novel. When conceived as the components of a liminal space that mediates text and off-text, Benet's paratexts serve to explore and enrich the zona de sombras inherent to his narrative vision. This slippage situates readers on the thresholds of interpretation and underscores the indeterminate quality of aesthetic (re-)creation. The interconnected, and often contentious, “zones” of the work engender multiple readings, vitiate chronology, and reinforce several recurring themes such as alienation, death, and rebirth. The novel brings to the fore the reader's role in negotiating the highly indeterminant components of the text and the paratext. Through this process, Benet eschews the tenets of casticismo and highlights the role of enigma central to his literary theory and praxis.     

Village Plans in County Durham: A Preliminary Statement

THIS paper examines some facets of rural settlement-morphology within co. Durham and demonstrates the way in which all villages involve particular combinations of universal structural components. These provide grounds for a logical classification and a framework within which to explore the origins of some of the plan-types that can be identified. A close analysis of the most regular series, the two-row plans, indicates that a strong measure of deliberate ordering was involved and evidence is presented to suggest that some villages, which were first mapped in the 19th century, possess a plan-type that developed before 1200. Furthermore there are grounds for arguing that there may be traces of village-regulation, such is as found in Scandinavia and has been described by G. C. Homans. A possible date for the imposition of this regularity would be the years immediately after the widespread devastations in the north at the end of the 11th century.     

Monitoring Islamic Archaeological Landscapes in Ethiopia Using Open Source Satellite Imagery

The African landscape is set to change dramatically in the coming years, and will have a detrimental impact on the inherent archaeological and cultural heritage elements if not monitored adequately. This paper explores how satellite imagery, in particular open source imagery (Google Earth, multispectral satellite imagery from Landsat and Sentinel-2), can be utilized to monitor and protect sites that are already known with particular reference to Islamic archaeological sites in Ethiopia. The four sites used are in different geographic and geomorphological areas: three on the Somali Plateau (Harlaa, Harar, and Sheikh Hussein), and one on the edge of the Afar Depression (Nora), and have varied histories. The results indicate that open source satellite imagery offers a mechanism for evaluating site status and conservation over time at a large scale, and can be used on data from other areas of Africa by heritage professionals in the African continent at no cost.     

Festa‐catholicism and media religion: the reproduction and transformation of the festa in Malta

This article examines the evolution of the festa phenomenon in Malta. It suggests that rather than looking at popular religion as an aberration of official Catholicism, it should rather be seen as a sui‐generis phenomenon, and proposes its characterization as “festa Catholicism”. It begins by suggesting that the distinction adopted by many anthropologists in looking at the festa in terms of sacred and profane, to correspond to the internal feasts and external celebrations has limited value both heuristically and in terms of the experiences of the participants themselves. For many of the aficionados (dilettanti) the external festivities are not just ritual but hold religious significance. Indeed, the tension between the public supporters of the saint and the church authorities is not an unfortunate “aberration” but rather is fundamental to explaining the sentiments of the parishioners. It then suggests that the recent exposure of the festa in Malta to close media scrutiny is both exacerbating the tension between the aficionados and the church, but is also transforming the public perceptions of the festa. The media have thus become a primary territory of contestation where both the Church and the aficionados are exploring new areas for the expression of their religious sentiments.     

Navigating the “International Dots and Dashes”: David W. McFadden's Great Lakes Suite and the Canada–US Border

In Great Lakes Suite (1997), David W. McFadden fictionalizes his travels around three Great Lakes bisected by the Canada–US border. McFadden both uses and subverts generalizations and stereotypes as the text destabilizes categories of sameness and difference, illustrating an unsettled and unsettling Canada–US relationship. McFadden demonstrates that the “hospitable” relations between Canada and the US are rife with power imbalances: the positions of host and guest, and relations of hospitality and hostility, do not remain fixed, often undermining the Canadian host position. Writing in the aftermath of the Vietnam War, at the time of US intervention in Nicaragua, and leading up to the Free Trade Agreement (FTA), McFadden demonstrates that power constitutes the clearest distinction between Canada and the US. In the midst of Canadian struggles for political and economic power, McFadden uses an ironic humor to reclaim a cultural power for Canada as he argues in favor of maintaining the border.     

Empire of Scholars: Universities,Networks and the British Academic World, 1850–1939, by Tamson Pietsch

ABSTRACT

This article reconstructs the history of animal protection organisations in Palestine from the British occupation to the beginning of World War II. Although Arab and Jewish mandate state subjects consistently rejected these organisations, animal protection remained an important part of the mandate government throughout the political upheavals of the interwar period. Despite their seemingly apolitical nature, animal welfare associations enjoyed unique legal privileges and drew support from the most prominent British personnel in Palestine. Managing cruelty and compassion towards animals, I argue, was a means of making Palestine part of the British Empire. Animal protection functioned both as a tool for direct financial control over agriculture, and as an educational project that promoted an emotional ‘civilizing mission.’ In the spirit of inter-war British imperial humanitarian networks, animal welfare created civilizational hierarchies through compassion, and revised the role of the human-animal divide in imperial culture.
