Five Scientists at Johns Hopkins in the Modern Evolution of Neuroscience

Neuroscience’s evolution at Johns Hopkins, from neurophysiology to the new field of neurobiology, though unplanned, was rapid and important. Beginning in 1933 when Philip Bard became professor of physiology at Johns Hopkins, members of his department concentrated initially on neuroanatomical control of placing reactions and sexual activity. Vernon Mountcastle, extending available techniques, discovered vertical somato-sensory columns in the 1950's. Stephen Kuffler, who arrived at Hopkins in 1947, was a pioneer in single unit microelectrode recording techniques. He soon attracted scientists from all over the world to his laboratory. Among them, Torsten Wiesel and David Hubel discovered vertical neuronal columns in the visual cortex. During several decades at Johns Hopkins, these five scientists set extremely high scientific standards and established a climate of inquiry in which ideas were shared and young scientists encouraged. They contributed significantly to the emerging discipline of neuroscience.     

Change and Continuity in Irish Politics: The General Election of 2007

Bertie Ahern, the incumbent Taoiseach or Prime Minister of Ireland, was elected to a third term in the general election of 24 May 2007. While Ahern's party, Fianna Fáil, was able to retain its governing coalition, the level of support of some of the other parties changed dramatically. Fine Gael, the principal opposition party, saw its number of seats in the parliament, Dáil Éireann, increase by nineteen. Some of the minor parties did less well than expected or compared to previous elections. Only the Greens maintained their six representatives. As a result, they were rewarded with a share in the new government. This election suggests that, while Irish society is changing rapidly, the political system is changing more slowly and subtly. This article examines the election results in terms of the fate of the political parties and focuses on one constituency, Tipperary South, to illustrate trends in Irish electoral politics.

THE IMPACT OF MARGINAL BUSINESS TAXES ON STATE MANUFACTURING

We estimate the impact of manufacturer business taxes on value added during the 1990s for 15 manufacturing sectors in 20 U.S. states. When the tax climate is properly measured as the potential liability arising from new investment in a state, we estimate that a 10 percent reduction in the effective tax liability is associated with a 3.5 to 5.3 percent increase in value added for the state's targeted manufacturing industry. When we isolate the value of industrial incentives from the basic tax system in our theoretically preferred marginal tax measure, we find that a 10 percent reduction in liability achieved by way of lowering taxes is associated with a 4.5 percent increase in value added while an equivalent reduction achieved by way of increasing incentives is associated with only 1.2 percent industrial growth, the latter elasticity not statistically different from zero.
