Armour in England, 1325–99

A dramatic change in the personal armour of the knightly classes occurred across the whole of Europe in the middle of the fourteenth century: the addition of plate armour on top of the mail defences that had been worn since the time of the Roman empire. This change is documented in England by the series of monumental effigies and brasses, as well as a very few surviving examples. The story is supplemented by documentary records, especially those of the armoury at the Tower of London, which shed new light on the equipment of the English armies of the first half of the Hundred Years War.     

Visual anthropology and sensory ethnography in contemporary Sardinia: a film of a different kind

Lorenzo Valerio (1810–1865), though a key figure in Piedmontese and Italian politics, a newspaper editor of note and a leading light of both the Associazione Agraria and the Associazione Italo-Slava, has not been accorded in recent years the attention he merits. With the publication, however, of the first four volumes of his correspondence,? ?Lorenzo Valerio, Carteggio (1825–1865), four volumes, Fondazione Luigi Einaudi, Turin 1991–2003, assembled by Luigi Firpo, Guido Quazza and Franco Venturi, with vol. 1 (1825–1841) edited by Luigi Firpo and Adriano Viarengo, and vol. II (1842–1847), vol. III (1848) and vol. IV (1849) edited by Adriano Viarengo. it is now possible to map more precisely Valerio's activities and influence, in Risorgimento Italy and far beyond it. These letters provide their principal editor, Adriano Viarengo, with the opportunity to review a number of crucial historiographical questions in Risorgimento scholarship, among them, the nature of moderate hegemony, the political vision of the Sinistra subalpina, and the complex relations between Italian patriots and Slav Romantic nationalists active within the Austrian Empire. This article is designed both to portray Valerio and his world, and to reflect upon the contribution Viarengo has made, whether in his introductions to the correspondence or in his ancillary essays, to the study of the Risorgimento.

Africa's Next Debt Crisis: A Relational Comparison of Chinese and Western Lending to Zambia

Africa faces a new debt crisis fuelled by Chinese and Western lending. At the forefront is Zambia, which defaulted on Eurobond payments in 2020. The article sets the developing Africa-wide crisis within a relational comparison that draws the current Zambian moment together with the financial collapse of the 1980s. By placing Chinese lending within a comparative global frame, we make three contributions. First, Zambia provides a “spatial fix” for capital, but such African borrowing is not passive and shapes hegemonic struggles between China and the US. Thus secondly, Africa's relationship with debt is co-constituent in the remaking of the global economy, as signalled by the contested execution and interpretation of development-as-modernisation. Finally, a relational comparison of the two debt crises demonstrates that global capitalist hegemony is, partly, engineered by the consent and coercion of African governments, yet the human costs of borrowing are fully borne by the world's poorest.     

Ishango revisited: new age determinations and cultural interpretations

The lakeshore site of Ishango in Zaïre has been interpreted as an early locus of a generalized fishing adaptation or aquatic civilization which spread rapidly across eastern and northern Africa during the wetter climatic conditions of the early to mid-Holocene. New evidence from Ishango implies that this adaptation may have developed in the late Pleistocene and that its technology subsequently diffused to other regions where it was associated with a range of lithic styles, varying economies, and occasional ceramics.

Résumé Le gisement lacustre d'Ishango au Zaïre a été interprété comme l'ancien locus d'une adaptation généralisée à la pêche ou d'une civilisation aquatique qui s'est étendue rapidement dans l'Afrique orientale et septentrionale au cours des conditions climatiques plus humides de la première moitié de l'Holocène. De nouveaux indices à Ishango impliquent que cette adaptation a pu se développer au cours du Pléistocène tardif, et que sa technologie s'est diffusée ultérieurement dans d'autres régions où elle était associée à toute une série de styles lithiques, à des économies variées, et de temps en temps à des céramiques.

     

FISCAL IMPACT ANALYSIS AND THE PYRAMID MALL CASE

States and towns are increasingly using a new impact analysis technique (one that shows many of the virtues and vices of impact planning generally): fiscal impact analysis. In a recent celebrated case in Vermont, the Pyramid Mall case, in which a shopping center was refused a development permit under “Act 250”, Vermont's state–wide land use law, heavy use was made of fiscal impact analyses. This case raised serious issues about the financial and technical capability of the state – indeed any state – to administer fiscal impact analysis, and about the adequacy of the law to properly guide the use of impact analysis. The central question running throughout the Pyramid Mall case and the use of fiscal impact analyses in that case is whether the administration of land use controls pursuant to fiscal impact analysis is improper government control of competition. The Pyramid Mall case offers an illustration of the effort to control both competition among private units and competition among municipalities; a study of the case reveals the extent to which the effort is effective, optimal, and equitable. The inadequacy of the Vermont laws enabling fiscal impact analysis emerges, and the shallowness of existing judicial review of fiscal impact analysis becomes evident. Guidelines for a proper legal approach to fiscal impact analysis are suggested and alternative mechanisms of review are suggested.     

Violent Inaction: The Necropolitical Experience of Refugees in Europe

A significant outcome of the global crisis for refugees has been the abandonment of forced migrants to live in makeshift camps inside the EU. This paper details how state authorities have prevented refugees from surviving with formal provision, leading directly to thousands having to live in hazardous spaces such as the informal camp in Calais, the site of this study. We then explore the violent consequences of this abandonment. By bringing together thus far poorly integrated literatures on bio/necropolitics (Michel Foucault; Achille Mbembe) and structural violence (Johan Galtung), we retheorize the connections between deliberate political indifference towards refugees and the physiological violence they suffer. In framing the management of refugees as a series of violent inactions, we demonstrate how the biopolitics of migrant control has given way to necropolitical brutality. Advancing geographies of violence and migration, the paper argues that political inaction, as well as action, can be used as a means of control.
