Laying Down the Law? Interest Group Influence on State Adoption of Animal Cruelty Felony Laws

Since the late 1960s, the number and types of organized interest groups working at the state level have increased dramatically, but research shows that traditional organized interest groups, such as business and labor unions, are still the most influential in state policymaking ( Thomas and Hrebenar 1996 ). Less is known, however, about the influence of non‐economically focused interest groups in the state policy process. Using pooled cross‐sectional data from the American states, I explore the effect that nontraditional organized interests can have on state policy. Specifically, I examine the influence of the Humane Society of the United States on state adoption of animal cruelty felony laws. Although the Humane Society is not one of the traditional groups expected to have a significant influence in state policymaking, my results suggest that it has played a significant role. However, I also find that the Humane Society's influence on the stringency of these laws is less pronounced.     

Who Should Run Elections in the United States?

Much has been said since the 2000 presidential election regarding the administration of elections in the United States, particularly about how election administrators are selected and to whom they are responsive. Unfortunately, there has been little research on the different administrative structures that are possible and the preferences of Americans regarding these different administrative options. In this article we present the results from a national survey of American adults in which we asked them their preference for whether elections should be run by partisan or nonpartisan officials, whether the officials should be elected or appointed, and whether the administration of elections should be by a single unitary executive or by an election board. In addition to eliciting the basic preferences of Americans about these administrative choices, we also undertake a deeper analysis of these data to determine the underlying patterns in support for the different administrative options.

Sacred Cows of ‘Development’: the Ritual Incorporation of a Dairy Project in the Eastern Interior of Fiji (c.1980–1997)

In the same way that store-goods once became the symbolic cornerstone of certain millenarian movements, features of development projects in rural areas of contemporary Oceania may become mythically and ritually re-contextualised. This paper examines the ritual metamorphosis of a modernising dairy development scheme in the eastern interior of ‘Big Fiji’, a scheme which is also caught up in the collective processes of animal sacrifice and festive redistribution. The paper asks: what impact does ritual incorporation have upon the individualistic ethos and nucleated organisation of the project? A pattern commonly noticed by rural development workers in Fiji, but rarely acknowledged in the literature, is of an initial period of local activity and the promise of change which, in the longer term, slowly regresses to a slightly modified version of the old life.
