Canadian economic geography at the millennium   总被引:1,自引:0,他引:1  
Over the last quarter of a century the Canadian economy experienced a series of profound changes which have affected every level of society. They include new forms of flexible production, fundamental changes in regulation at all spatial scales, structural shifts away from manufacturing towards service sector activities, the rise of information technology (IT) and computerization at the workplace, the feminization of the labour market, and, what has become the leitmotif of the age, globalization. Such changes are intimately connected with geography. By that we mean not merely that they take on a geographical form, but that geography is pan of their very constitution. In this sense Canadian economic geographers are exactly in the right time and the right place to make use of their skills. Indeed, over the last five years there has been an explosion of literature by Canadian economic geographers on precisely these kinds of changes that are simultaneously both economic and geographical. In reviewing that literature the paper begins by situating Canada within its wider global setting, which we then follow by surveying the diverse writing around the three broad sectors that make‐up the Canadian economy: the resource sector, the manufacturing sector, and the service sector. We conclude by highlighting two particular research themes within Canadian economic geography that have become especially germane over the late 1990s. The first is on new labour markets and forms of work both of which have been transformed during the last decade; and the second is on new forms of industrial innovation, which are clearly pivotal to the future well‐being of the country for the next millennium. Au cours des vingt‐cinq dernières années, l'économie canadienne a connu une série, de changements profonds qui ont affecté toutes les couches de la société. Ces changements comprennent les nouvelles formes de production flexible, les changements fondamentaux dans la réglementation à toutes les échelles spatiales, la mutation structurelle du secteur industriel au secteur tertiaire, la montée de la technologie de l'information (Tl) et l'informatisation sur le lieu de travail, la présence plus importante des femmes sur le marché du travail, et, ce qui est devenu le leitmotiv de notre époque, la mondialisation. De tels changements sont intimement liés à la geographie. Par la, nous ne disons pas simplement qu'ils prennent une forme géographique, mais que la géographie fait partie intégrante de leur constitution. Dans ce sens, les géographes‐économistes canadiens arrivent, si l'on peut dire, au bon endroit au bon moment pour mettre leurs connaissances à profit. En effet, on assiste depuis les cinq dernières années à une recrudescence impressionnante des travaux de géographes‐économistes canadiens portant, précisément, sur ces types de changements qui sont à la fois économiques et géographiques. En faisant le compte‐rendu de cette littérature scientifique, cet article situe d'abord le Canada dans son contexte mondial plus large, passe ensuite en revue ce qui a étéécrit au sujet des trois grands secteurs qui forment l'économie canadienne: les secteurs primaire, secondaire et tertiaire. Nous concluons en mettant en relief deux thèmes de recherches de la géographie économique canadienne qui sont devenus particulièrement pertinents depuis la fin des années 1990. Le premier traite des nouveaux marchés du travail et des nouvelles formes de travail, qui ont tous deux subi des transformations au cours de la dernière décennie. Since taking office, United States President Barack Obama has attempted to refocus and revitalize the US war against terrorism. The centrepiece of this effort has been an increased emphasis on the war in Afghanistan, which he has characterized as the real frontline of the war on terror—as opposed to the ‘distraction’ of the Iraq war. After years of fighting under the Bush administration, Obama has had to ‘sell’ to the US public the renewed effort in Afghanistan and bordering Pakistan in order to maintain support for his policy. In speeches and other public pronouncements, Obama has drawn heavily on the idea of ‘sacrifice’ to justify the deepening of the commitment to the war, arguing that the costs of the war are necessary in order to keep the US safe from further terrorist attacks. This article explores this symbolic engagement with the sacrifices being made in the name of keeping the United States ‘safe’ from terrorism. It considers whether this approach resonates with public and elite opinion; it also considers the sustainability of underlying public support for the war and analyses how Obama has adapted his approach in order to fulfil his goal of drawing the US intervention to a close. While Obama appears to have judged well the price that the US public is willing to pay to defend against terrorism, it is argued that there are major risks involved in using the central principle of sacrifice when justifying the war. Obama has risked creating a ‘sacrifice trap’ whereby the more emphasis is placed on the sacrifices being made, the more necessary it becomes to demonstrate outcomes that make those sacrifices worthwhile. Obama's ultimate objective of withdrawing US forces from Afghanistan may yet be undermined, therefore, by the justifications he has given for the continued importance of the commitment.  相似文献

There is growing consensus among academics, regional development organisations and rural communities that the future growth and development of rural regions is increasingly dependent upon their ability to convey, to both established and prospective residents, the ‘amenity’ of their local physical, social and economic environments. However, little research to date has sought to identify exactly what comprises ‘amenity’ in the rural context, or has examined how this conceptually slippery quality is distributed across rural Australia, or how it influences local demographic, socio‐economic and land use change. This paper attempts a broad scale investigation of rural amenity in the south‐east Australian ecumene, identifying its core components in this context, mapping its distribution and assessing the nature of its influence over in‐migration rates over the past three decades. The paper finds that, at a macro‐scale, amenity tends to follow a general gradient from high to low according to distance from the coast, and that its relationship with in‐migration rates has increased substantially between 1976–1981 and 1996–2001.  相似文献

Ten years after the terrorist attacks on New York and Washington DC on September 11, 2001, the United States remains embroiled in a long‐term struggle with what George W. Bush termed the existential threat of international terrorism. On the campaign trail, his successor as US President, Barack Obama, promised to reboot the ‘war on terror’. He claimed that his new administration would step back from the rhetoric and much of the Bush administration policy, conducting a counterterrorism campaign that would be more morally acceptable, more focused and more effective—smarter, better, nimbler, stronger. This article demonstrates, however, that those expecting wholesale changes to US counterterrorism policy misread Obama's intentions. It argues that Obama always intended to deepen Bush's commitment to counterterrorism while at the same time ending the ‘distraction’ of the Iraq War. Rather than being trapped by Bush's institutionalized construction of a global war on terror, the continuities in counterterrorism can be explained by Obama's shared conception of the imperative of reducing the terrorist threat to the US. The article assesses whether Obama has pursued a more effective counterterrorism policy than his predecessor and explores how his rhetoric has been reconstituted as the actions of his policy have unfolded. By addressing his policies toward Afghanistan and Pakistan, Guantánamo Bay and torture, the uses of unmanned drone attacks and domestic wire‐tapping, this article argues that Obama's ‘war’ against terrorism is not only in keeping with the assumptions and priorities of the last ten years but also that it is just as problematic as that of his predecessor.  相似文献

Political and media attention in the UK is devoted to three interrelated aspects of defence: policy, the management of defence resources and military operations. This article argues that the 1998 Strategic Defence Review placed excessive reliance on anticipated improvements in the management of defence resources to render Labour's defence policies affordable. The field of attempted defence management improvements is surveyed and it is concluded that no final answers were generated on the key issues of the division of tasks among uniformed personnel, civil servants and the private sector, or on whether defence should be run largely on a capability basis or on single service lines. Given the demonstrated similarity between the government's concepts of the UK's role in the world in the Strategic Defence Review (1998) and the Strategic Defence and Security Review (SDSR) (2010), there is a clear danger that the SDSR also relies too much on efficiency savings. By reference to the inherent complications of defence management and to three strands of management thought (complexity management, wicked problems and principal–agent theory), the article argues that some inefficiency will always be present. It suggests that the Clausewitzian concept of friction, accepted as pertinent to the area of military operations, might also be applied to efforts to generate military capability. It concludes that defence reviews should not be based on assumptions about efficiency savings and that students of international security and defence need to pay attention to both the volume of resources going into defence and the mechanisms by which they are managed.  相似文献
