Operation Allied Force had a decisive impact on Tony Blair's leadership of UK foreign policy. This article begins with Blair's famous Chicago speech of April 1999; his clearest statement of an apparently underlying moral purpose in international relations. It then contrasts the conventional wisdom that over Kosovo Blair was acting out of a sense of moral obligation (sharpened by recent British failings to act to prevent humanitarian disasters in the Balkans) with a revisionist account centring on the domestic political considerations impelling Blair into this particular foreign policy adventure. Blair drew three lessons from his involvement in Operation Allied Force: that media presentation was a crucial aspect of implementing a successful foreign policy strategy; that he had been too cautious between 1997 and 1999, partly as a result of being chained to the vagaries of public opinion; and that he could generate robust and worthy foreign and defence policies sitting with his close advisers on the sofa of his 'den' in Downing Street rather than working through traditional channels. The key argument in conclusion is that there was a Tony Blair before Iraq, one who was genuinely set on building a consensus around humanitarian intervention. 相似文献

ABSTRACT. Museum exhibitions in Laos represent two main strands of Lao national identity discourse. First, they glorify the ‘liberation struggle’ of the so‐called ‘Lao multiethnic people’ under the leadership of the Lao People's Revolutionary Party, and therefore serve as important ideological tools for the current regime's self‐legitimisation. Second, they display the history and cultural heritage of the Lao nation, providing the postcolonial state with a narrative of historical continuity and civilisation that is focused mostly on the dominant ethnic Lao culture. This article explores the contradictions within official images of the Lao nation‐state and how these opposing strands of national identity compete or interact. Museums as key arenas of ideological tensions constitute illuminating fields of research on discourses of national identity in Laos. 相似文献

ABSTRACT. The traditional distinction between civic and ethnic citizenship continues to dominate the study of citizenship concepts. In recent years, various authors have questioned the dichotomous character of these concepts. In this article, we empirically investigate the applicability of this dichotomy based on an analysis of International Social Survey Programme (ISSP) survey data across thirty‐three societies. The analysis demonstrates that this dichotomous structure can indeed be detected and therefore the theoretical dichotomy can be considered as empirically valid. While ethnic citizenship refers most strongly to having national ancestry, for civic citizenship the most important criterion seems to be to obey national laws. However, the ethnic concept of citizenship can also be defined in a negative manner: for ethnic citizenship, obeying the national laws is clearly not a sufficient condition. Further analysis also reveals that the measurement of both concepts is not equivalent cross‐nationally, so that findings on civic and ethnic citizenship are difficult to compare across societies. 相似文献

To be or not to be in Europe: is that the question? Britain's European question and an in/out referendum

The idea of holding an in/out referendum on Britain's membership of the European Union has increasingly become a norm of British politics, an act seen as a necessary step for the country to answer what David Cameron described as the ‘European question in British politics’. A referendum, it is hoped, will cleanse British politics of a poisonous debate about Europe and democratically sanction a new stable UK–EU relationship, whether the UK stays in or leaves. Such hopes expect more of a referendum than it can provide. The European question is a multifaceted one and whatever the result of a referendum it is unlikely to address underlying questions that will continue to cause problems for UK–EU relations and Britain's European debate. A referendum can be a step forward in better managing the relationship and debate, but it is only that: a single step, after which further steps will be needed. Coming to terms with the European question and bringing stability to Britain's relations with the EU—whether in or outside the EU—will require comprehensive, longer‐term changes which a referendum can help trigger but in no way guarantee. 相似文献

Summary. In 1977 Grahame Clark suggested that the siting of megalithic tombs along the west coast of Scandinavia reflected the distribution of productive fishing grounds. Unlike the situation in other parts of Europe, these monuments were not associated with agriculture. Opinions have varied over the last quarter century, but enough is now known about changes of sea-level for his interpretation to be investigated on the ground. There seems to have been considerable diversity. On the large island of Örust some of the tombs located near to the sea appear to be associated with small natural enclosures defined by rock outcrops and may have been associated with grazing land. On the neighbouring island of Tjörn, however, the tombs were associated with small islands and important sea channels. During the Bronze Age the same areas included carvings of ships. Recent fieldwork in western Norway suggests that such locations were especially important in a maritime economy. 相似文献

Charges of sexism and the destruction of nature in the social construction of the built environment are not new. But the notion has been sporadically forwarded that the consumer landscape represents a democratizing environment within the traditional social hierarchy premised on class, gender, and ethnicity/race. The consumer landscape is presumed to accomplish this by allowing the individual consumer the freedom to construct self-identity through the process of consumption. It is the premise of this paper that this contention is incorrect. In fact, what is of interest is the way sexism and the subjugation of nature are integrated and commodified in the consumer landscape, and why they coalesce and reinforce each other so effectively. This process can be observed in the social construction of Texas's second most visited tourist attraction located in downtown San Antonio. In the social construction of the Paseo del Rio [River Walk] it can be seen how the presentation of gender subjugation (closely linked with nature and race) is a necessary component in the construction of a successful and socially stratified consumer landscape. Far from being democratizing, in this landscape the consumer is socialized according to traditional notions of cultural power. 相似文献
