Abstrakt Nach einer Laufzeit von gut drei Jahren wurde das INTERREG III B Ostseeraum Projekt BaltCoast, für das das Ministerium für Arbeit, Bau und Landesentwicklung Mecklenburg-Vorpommern die Federführung übernommen hatte, im September 2005 abgeschlossen. Dabei ist es gelungen, transnationale Kernempfehlungen zur Rolle der Raumplanung im Rahmen des Integrierten Küstenzonenmanagements (IKZM) und zur Ausweitung der Raumplanung auf See zu erarbeiten. Die mit BaltCoast gewonnenen Erfahrungen und Ergebnisse wurden bereits eingebracht in die sechste Konferenz der für Raumordnung zust?ndigen Minister der Ostseeanrainerstaaten (freiwillige Zusammenarbeit im Rahmen der Initiative „Visions and Strategies around the Baltic Sea 2010“ – kurz VASAB). Sie fand im September 2005 in Danzig statt. Die Ergebnisse von BaltCoast sollen auch im Hinblick auf die regionale Agenda Baltic 21 beraten werden. Darüber hinaus wurden sie bei der nationalen IKZM-Strategie berücksichtigt, die unter Federführung des Bundesministeriums für Umwelt erarbeitet wurde. Noch w?hrend der Laufzeit von BaltCoast konnte damit ein erster Schritt zur politischen Umsetzung der Projekterfahrungen und -ergebnisse realisiert werden.  相似文献

James Madison argued in Federalist 10 that "rival political factions" work against the public good. In contrast to Madison's pessimistic account, I suggest that factional conflict can lead to more representative public policy, and thus further the will of the people. I theorize that elected officials often seek a safe political position—one that corresponds to the preferences of the public at large—during periods of high conflict. I assess this theory in one, salient policy area, medical malpractice. I measure conflict with contributions for state candidates given by (i) the health and insurance industries, which generally support malpractice laws, and (ii) lawyers, who frequently oppose the laws. I find that group conflict matters to policy outcomes. I also find evidence that, under conditions of elevated conflict, adopted policies are more likely to move toward the general ideological preferences of the public at large. These results suggest that group conflict affects both the quantity and character of policy in the American states.  相似文献

While food allergy prevalence has been studied at the national level, we know little of food allergy prevalence or perceptions of prevalence/management at the local level. This paper uses Waterloo Region as a case study to 1) document self-reported individual and household food allergy and sensitivity prevalence at the local level; 2) investigate perceptions of food allergy prevalence; and 3) explore perceived confidence in anaphylaxis management. Survey data were collected from January to March 2019. Respondents (n = 500) self-reported individual and household food allergy and sensitivity, estimated the percentage of Canadians with food allergy, and were queried about their knowledge of food allergy management. Prevalence estimates were weighted to the structure of the 2016 Canadian Census, and univariate and bivariate analysis were conducted. Prevalence of self-reported food allergy was 12.1% (95%CI, 8.8%-15.3%), and prevalence of self-reported food sensitivity was 26.3% (95%CI, 21.9%-30.7%). When asked to estimate the percentage of Canadians with food allergy, the mean perceived percentage was 35.1% (SD = 22.96). Self-reported prevalence of food allergy appears higher in Waterloo Region, and the estimated percentage of Canadians with food allergy is inflated. Understanding prevalence and perceptions at the local level is important for targeted allocation of public health resources to ensure safe spaces for individuals with food allergy.  相似文献

This paper presents some of the basic principles of bone fracture physics and outlines characteristics used by forensic anthropologists to distinguish gunshot trauma from blunt trauma. The fracture pattern of a cranium from a historic cemetery in Memphis, Tennessee provides an example of how the mechanism of trauma could be misinterpreted. The pattern of the perimortem fractures is indicative of gunshot trauma with a bullet entering one side of the vault and impacting the opposite side. Identification of radiating fractures, concentric heaving fractures, and observation of the direction of bevel on the fractured surfaces are essential for interpretation of the mechanism that produced the injury.  相似文献

This study brings together the often disparate scholarship on the League of Nations and the ILO. It follows the interactions between the League, women internationalists, and the ILO, which evolved around the question of woman-specific labor legislation and the equality of women's status. These interactions resulted in a broadening mandate of international gender policies while deepening the institutional and legal distinction between women's ‘political and civil’ as opposed to their ‘economic’ status. The ILO insisted on certain forms of women-specific labor regulation as a means of conjoining progressive gender and class politics, and was anxious to ensure its competence in all matters concerning women's economic status. The gender equality doctrine gaining ground in the League was rooted in a liberal-feminist paradigm which rejected the association of gender politics with such class concerns, and indeed aimed to force back the ILO's politics of gender-specific international labor standards. As a result of the widening divide between the women's policies of the League and the ILO, the international networks of labor women reduced their engagement with women's activism at the League. The developments of the 1930s deepened the tension between liberal feminism and feminisms engaging with class inequalities, and would have problematic long-term consequences for international gender politics.  相似文献
