Public policy has been a prisoner of the word “state.” Yet, the state is reconfigured by globalization. Through “global public–private partnerships” and “transnational executive networks,” new forms of authority are emerging through global and regional policy processes that coexist alongside nation‐state policy processes. Accordingly, this article asks what is “global public policy”? The first part of the article identifies new public spaces where global policies occur. These spaces are multiple in character and variety and will be collectively referred to as the “global agora.” The second section adapts the conventional policy cycle heuristic by conceptually stretching it to the global and regional levels to reveal the higher degree of pluralization of actors and multiple‐authority structures than is the case at national levels. The third section asks: who is involved in the delivery of global public policy? The focus is on transnational policy communities. The global agora is a public space of policymaking and administration, although it is one where authority is more diffuse, decision making is dispersed and sovereignty muddled. Trapped by methodological nationalism and an intellectual agoraphobia of globalization, public policy scholars have yet to examine fully global policy processes and new managerial modes of transnational public administration.  相似文献

The article discusses four marriage disputes in ninth‐century Francia which involved noblemen: Count Stephen of the Auvergne, Count Boso of Italy, Baldwin of Flanders and the royal vassal Falcric. All these men were affected by Carolingian reforming measures on consanguineous marriage, divorce and raptus (abduction). The article examines how gender and social status affected the forms of power and the strategies used by different parties in the cases: archbishops and popes, kings, the women involved and the noblemen themselves. A paradoxical situation is revealed: despite the patriarchal basis of Carolingian society, the power even of elite men over women and marriage was often highly contingent. Yet such restrictions on power did not imperil the gender order: the masculinity of the men involved in these marriage disputes was not questioned.  相似文献

From starting his intellectual career as a surrealist, communist and co-founder of the Collège de Sociologie in 1937, Jules Monnerot (1911–95) ended it as a candidate for the Front National in 1989. In this article I offer an explanation for the unexpected trajectory of this thinker whose work is little known in the English-speaking world. Without overlooking the idea that the infamous College encouraged such tendencies, I argue that the notion of ‘secular religion’, as Monnerot developed it in his Sociology of Communism (1949), goes some way to explain his gradual radicalization from Cold Warrior to fascist, a path that otherwise seems unlikely for a French intellectual after World War II. In order to emphasize the unusualness of Monnerot's case, I contrast it with that of his erstwhile collaborator, Georges Bataille. I show that accusations of fascism often levelled against Bataille should be more accurately directed at Monnerot, indeed that the fascism inherent within the College of Sociology was brought out not by Bataille but by Monnerot. Monnerot's case is unsettling first because his definition of ‘secular religion’ contributed to his pro-fascist stance; and second, because it forces us to rethink what is meant by ‘philosophy after Auschwitz.’ This term usually brings to mind scholars such as T.W. Adorno, Emil Fackenheim or Emmanuel Levinas. Monnerot provides a rare example of a thinker whose fascism only developed after the Holocaust, a shocking response that demands the attention of all those interested in the relationship between religion and politics.  相似文献

Some recent interpretations of the early medieval Latin poem Waltharius have seen it as offering a clerical critique of warrior culture. While the poem is difficult to date accurately, it seems more likely to belong to the ninth than the tenth century. When the poem is analysed in the context of contemporary Frankish works providing moral instruction to lay noblemen, its attitudes towards pride, wealth and warfare can be shown to lie within the mainstream of Carolingian reformers' thought. The notoriously bloody ending to the poem is also best seen as emphasizing Walter's successful heroism rather than undermining it.  相似文献

The first attempt at psychosurgeryintentional damage to the intact brain for the relief of mental illness–was undertaken in 1888 by the Swiss psychiatrist Gottlieb Burckhardt. Six chronic schizophrenic patients underwent localized cerebral cortical excisions. Most patients showed improvement and became easier to manage, although one died from the procedure and several had aphasia or seizures. Burckhardt, a learned neuropsychiatrist, presented his results in 1890 and in 1891 published his scientific rationale and detailed clinical outcome in a scholarly paper. Nevertheless his approach had shocked the medical community as reckless and irresponsible. Burckhardt was ridiculed, his academic endeavors ceased and his surgical endeavor largely ignored. Nevertheless he continued practice as a fine psychiatrist and mental hospital director. Burckhardts career and interesting ideas on higher cerebral functions are reviewed and placed in perspective regarding the development of “modern” psychosurgery almost one-half century later.  相似文献

Penetrating through and through (transcranial) injuries of the head and brain by foreign bodies other than bullet or shrapnel are extremely unusual. Although the case of Phineas Gage (1848) has been the most widely publicized, and stimulated much interest in brain function, additional surviving cases of through and through brain penetration by bars, rods or pipes have been reported. The author reviews 12 published cases over the last 150 years and describes two additional cases. The management of these cases is described. This group of patients for the most part experienced a functional outcome despite neurologic deficits.  相似文献
