Global Politics of Microfinancing Poverty in Asia: The Case of Bangladesh Unpacked

Abstract

This article offers a critical and systematic political analysis of microfinance schemes linking international, national and local development policy. It substantiates the argument that microfinance schemes are a neoliberal development strategy, primarily advanced to realise a dual purpose: (1) financial sector liberalisation and commercialisation, while extending microfinance as a means to “poverty reduction”, and (2) the dampening and undermining of resistance to neoliberal development policies, by relying on the disciplinary potential of these schemes. I illustrate this argument through an examination of the politics of microfinance and development in Bangladesh, which includes analyses of policies prescribed by the World Bank (and also the CGAP). The analysis also draws out the implications (legal and institutional) for many NGOs who have been required to change their status to Microfinance Institutions (MFIs). Microfinance schemes are exemplary of (new) efforts to build markets in Asia in accordance with neoliberal visions of development, and in ways that advance and capitalise on the contradictions of neoliberal development. But they also challenge us to reflect more deeply on the limits of “market society”.     

Intervention publique sur le développement de grappes industrielles au Québec

This article describes the conditions for the development of four industrial clusters and the mechanisms of their integration in the regional economy. The case studies are the aerospace and apparel clusters in Montreal, and the agri‐food and marine science and technology clusters in the Lower St. Lawrence region. Clusters are defined as arrangements of businesses, government actors, public authorities, and local intermediary organizations in a local area. However, the study shows that clusters are based on actors and processes operating at different scales, from the local to the global. It also shows the importance of the sectoral leadership acknowledged by the different stakeholders.     

Sediments exposed to high temperatures: reconstructing pyrotechnological processes in Late Bronze and Iron Age Strata at Tel Dor (Israel)

Many of the sediments analysed from Tel Dor (Israel) show structural alterations indicating that they were exposed to high temperatures. This observation is consistent with the abundant evidence for use of pyrotechnology from the earliest exposed Middle Bronze Age strata through the Roman period. Such structurally altered sediments may well represent one of the more widespread and durable records of pyrotechnology, and as such could be invaluable for reconstructing past human activities. The specific aims of this research are therefore to develop the means for identifying local sediments that were altered by different pyrotechnological activities and to elucidate the varying circumstances whereby sediments were exposed to high temperatures in a Late Bronze and Iron Age 1 section.     

Mauna Kea: Two Cultures and the 'Imiloa Astronomy Center

When Snow wrote delivered his lecture on ‘The Two Cultures’ in 1959, he considered this to be a phenomenon that had British, Western and global significance. This article looks at how Snow's ideas play out in the setting of Hawai'i from the early contact with Western navigators through to current disputes over the building of the Thirty Meter Telescope (TMT) atop Mauna Kea. ‘Mutual incomprehension’, identified by Snow as the chief characteristics of his two cultures are clearly seen to be at play in Western-Hawai'ian encounters.

This article places the TMT disputes in the setting of the Hawai'ian Renaissance, a movement that has gathered pace since the 1960s. It looks Gieryn's notions of ‘boundary work’ and that of Star and Griesemer on ‘boundary objects’ as ways of framing the discussion. The final focus of the article is the 'Imiloa Astronomy Center in Hilo as a ‘place of safe disagreement’.
