LOCATIONAL FACTORS IN THE DECLINING INDUSTRIAL COMPETITIVE ADVANTAGE OF THE NEW YORK URBAN REGION*

This paper investigates the locational factors that contributed to the decline of the New York urban region's industries during 1972-1975. Based on the static concept of a specialization index, a dynamic comparative advantage index is constructed. A model is then formulated to test the hypothesis that regional competitive advantage (vis-à-vis the nation) is a function of relative disparities in the change of these locational factors. Regression results show that the region's competitive advantage is influenced positively by the differential rate of change in market size, by the differential profit rate before tax, and negatively by the differential rate of change in unit labor cost and in unit energy cost. The differential tax rate does not seem to affect the region's competitive advantage. Nevertheless, a progressive corporate income tax structure tends to neutralize the beneficial effects of the economies of agglomeration and the urban attraction of the region.     

A CHALCOLITHIC MACE HEAD FROM THE NEGEV,ISRAEL: TECHNOLOGICAL ASPECTS AND CULTURAL IMPLICATIONS

An interdisciplinary case study of the role of technology in ancient society is presented here based on a single copper object from the beginning of metallurgy in Israel during the late fifth to fourth millennium BC. This research is based on a combination of typological, chronological and technological analyses. The mace head is made of copper alloyed with arsenic and antitmony, cast in a ‘lost wax’ technique over a stone core. The metallurgical, metallographic and petrographic analyses not only help reconstruct the production technology but also shed light on fundamental questions concerning the origin, ore selection and function of this sophisticated type of metal production in prehistoric society.     

POLLUTION ABATEMENT EXPENDITURES AND REGIONAL MANUFACTURING ACTIVITY*

ABSTRACT. Using a sample of 63 SMSAs for the years 1974, 1978, and 1982 I find weak support for the argument that environmental regulations retard economic activity. Regression analysis of the relationship between per unit total and air pollution abatement expenditures in the manufacturing sector of these SMSAs and manufacturing employment and earnings levels reveals that these associations are negative but that the magnitudes are relatively small. For example, 10 percent higher per unit total pollution abatement costs are associated with, on average, 1064 fewer manufacturing workers (0.17 percent of total regional employment) in Sun Belt SMSAs during 1982.     

The more‐than‐minimal state defended against Nozick

Robert Nozick's book, Anarchy, State, and Utopia provides one of the most influential statements of the argument that the welfare state is lacking in moral justification because it infringes property rights. Most previous criticisms of Nozick's work have been concerned to reject the concept of abstract individual rights that forms his starting point. While sound, these criticisms may have little influence on those who find the concept of abstract rights plausible. In this paper Nozick's assumptions about rights are accepted and it is shown that a much more extensive state than Nozick's minimal defensive agency can be supported. Under the specified conditions this stage does not violate these rights. If so much of the argument of those who accept abstract rights is undermined.
