Immer größer wird der Einfluß der EU auf alle Lebensbereiche. Kaum ein Gesetz kann verabschiedet werden, ohne zuvor mit den Richtlinien europäischer Politik abgestimmt zu werden. In großem Maße betrifft dies auch den Umweltbereich. Als Mittler zwischen den Mitgliedsländern und der Kommission setzt die EU verstärkt auf thematisch spezialisierte Agenturen. UTE C. BAUER sprach mit DIPL.-GEOGRAPH STEFAN JENSEN , der seit zwei Jahren als Projektmanager bei der Europäischen Umweltagentur in Kopenhagen tätig ist.

The goup, numbering 30 or 35, all moved in unison, dressed in thick bluish-gray coats, they descended the steep rocky slopes. Their goal was obvious. These blue sheep were looking for water. They dropped lower. My colleague and friend, Dr. Aili Kang, and I used our binoculars for a better look. Suddenly, the animals bolted, fleeing in different directions and all moving upslope away from snowfields.     

Life history of a mule (c. 160 AD) from the Roman fort Biriciana/Weißenburg (Upper Bavaria) as revealed by serial stable isotope analysis of dental tissues

The presence of the osseous remains of at least four mules in a garbage dump at the Roman fort of Biriciana near the town of Weißenburg, Upper Bavaria, dating to c. 160 AD, raised the question as to whether mule breeding was already performed to the north of the Alps during the Middle Roman Empire, or whether these animals still had to be imported from the Mediterranean. Serial analyses of the dental enamel and dentine of a lower fourth premolar and the surrounding alveolar bone of a mandible of a mule in terms of stable strontium isotopic ratios of the apatite, and stable carbon and oxygen isotope ratios of the structural carbonate, were carried out to test whether this individual moved long distances during its lifetime. Since isotopic ratios obtained by serial analysis can be correlated with consecutive ontogenetic stages, it can be assumed that this particular individual experienced significant changes in terms of diet and environmental parameters after its eighth year of life. These changes included a period of residence in a region of high altitude, most likely the Alps considering the location of the Roman fort where the mule was found. The isotopic data obtained do not contradict the assumption that this animal was bred and raised in northern Italy, to frequent later in its adult life the Alps and finally perish at Biriciana/Weißenburg. Headscarves,Judicial Activism,and Democracy: The 2007–8 Constitutional Crisis in Turkey

How are we to understand and analyse the constitutional tension in Turkey between the judiciary and the political sphere? In this article the issue is mirrored in the political crisis which started in April 2007 with the nomination of Abdullah Gül as presidential candidate by the moderate Islamist Justice and Development Party (AKP). The more detailed empirical background consists primarily of the dress code problematics including the matter of party closure. Theoretically, the “hegemonic preservation” thesis elaborated by Ran Hirschl turned out to be a useful instrument when it comes to explaining this political crisis as well as the origin of the so-called new constitutionalism. This is illustrated by the judicial activism in the headscarf affair as well as by the eagerness of the Republican People's Party (CHP), as the political representative of the secular establishment, to play the ‘Atatürk card’ and to submit the protection of their interest to an independent judiciary and not to the uncertainties of the mechanisms of majoritarian democracy. However, with regard to the current Turkish case my analysis also shows that Hirschl's thesis is too static and should be complemented with a more dynamic perspective of constitutional politics as a repeated game. One example of this is that even if the Turkish Constitutional Court (TCC) had declared the constitutional amendment on the headscarf invalid and voted for economic sanctions against the AKP, it did not close the party down.     

Probable human hair found in a fossil hyaena coprolite from Gladysvale cave,South Africa

Until now, the oldest known human hair was from a 9000-year-old South American mummy. Here we report fossil hairs of probable human origin that exceed that age by about 200,000 years. The hairs have been discovered in a brown hyaena (Parahyaena brunnea) coprolite from Gladysvale cave in South Africa. The coprolite is part of a hyaena latrine preserved in calcified cave sediment dated between 195,000 and 257,000 years ago. This find supports the hypothesis that hyaenas accumulated some of the early hominin remains found in cave sites, and provides a new source of information on Pleistocene mammals in the Sterkfontein Valley.     

Knowledge Networks as a Regional Development Resource: A Network Analysis of the Interlinks between Scientific Institutions and Regional Firms in the Metropolitan region of Hanover,Germany

The debate on regional innovation potentials has concentrated in recent times upon the topic of regional knowledge networking. This article presents the findings of the first phase of a detailed network analysis of the cooperation relations between scientific institutions and firms in the “metropolitan region Hanover-Brunswick-Göttingen”. The research concentrated on the regional and supra-regional cooperation relations of approximately 500 science establishments of the region, including their interlinks with private sector firms. This analysis of a polycentric metropolitan region's knowledge networks in different fields of competence produced detailed information on the density of knowledge interlinking within the region, on the degree of connectivity between the region's scientific institutions and private sector firms, and on central network nodes within the regional innovation networks. The case study exemplifies the methodical approach of a regional network analysis and emphasizes the role of knowledge networks as a development resource which is of particular relevance to the region's innovation capacities.     

Medical Technology's Source of Innovation

This article presents research based on a case study of Bern University Hospital and the Greater Bern Area that analyses the hospital's influence on innovation in the regional medical device industry. The study draws upon the concept of sectoral innovation systems enlarged with a space-oriented model of agents' innovation-related behaviour. Its main data stem from semi-structured interviews with representatives from regional companies and the hospital. The findings confirm the systemic character of innovation in medical technology and the role of university hospitals as the main functional source of medical device innovation. At the inception of the medical device industry, innovations were implemented in a regional setting, but with the maturation of the industry, this setting has yielded to an almost global setting for innovation. This international setting became prevalent largely due to the marketing considerations of the industry, showing that from an industrial management point of view, product innovation and the diffusion of innovation are heavily interlinked activities. The article concludes that the hospital's relevant influence at a regional level lies not in the present but in the past, when timely innovative impulses from physicians enabled this regional industry's successful participation in the emerging medical device sector.
