In this paper, we argue that democracy is increasingly indistinguishable from authoritarianism, in a process that is entangled with neoliberalisms. To build this argument, we examine a case study of central government intervention in regional environmental decision making in Aotearoa New Zealand through the lens of Agamben's “state of exception”. The intervention—unprecedented and unconstitutional—squeezed democratic spaces for decision making about freshwater and sought to smooth the way for capital accumulation. The audacity of government actions indicate, we argue, an abandonment of efforts to disguise neoliberal encroachments on democracy, known as the double truth tactic. Yet we also argue that in identifying this as a state of exception, we can examine it as part of a process and therefore demonstrate the possibilities for counter‐hegemonic actions to emerge.  相似文献

This technical note presents a refined technique for photo‐documenting archaeological mortuary features using High Dynamic Range (HDR) imaging. Mortuary features in archaeological context can be complex and delicate given the wide variability in grave constructions and preservation of human skeletal remains. It is therefore critical to obtain the greatest detail possible when photo‐documenting these features. HDR techniques represent more contrast in photographs and provide greater detail across the DR of illumination within mortuary features—where complex arrangements of human remains can obscure or darken other elements or associated funerary objects, making them difficult to identify in traditional photographs. HDR can be employed with most standard digital single lens reflex cameras used for archaeological field projects, is easy to learn and employ (as described here), can be processed and produced with commonly used photo editing programs, and is ideal for use in unpredictable conditions that are often encountered with archaeological mortuary features and in field conditions. Following the spontaneous occupation of Madrid's Puerta del Sol in 2011, many academic accounts have found these mobilizations new and noteworthy for their technological savvy and networked capabilities. In this article, I argue that such depictions fail to capture both the influence of Spanish urbanism's material conditions on certain disadvantaged populations, and the broad diversity of these contemporary activisms. Looking to struggles over the proposed demolition of a squatter settlement in Madrid, I demonstrate how Madrid's planning has propagated racial imaginaries to legitimate dispossession and subvert anti‐poverty policies. Second, I examine how resistance and contestation emerge out of specific urban experiences of inequality, and transcend traditional modes of activist organizing through the formation of broad coalitions between various civil society actors. In doing so, I argue that Madrid's mobilizations have paradoxically opened new avenues for the inclusion minority voices, against popular understandings that read rising xenophobia during crisis.  相似文献

This paper examines how hockey is used to construct and demarcate the Canadian national community from external others, namely, the USA, Europe and Russia/USSR. The paper suggests popular nationalist narratives around the sport of hockey construct difference from external others in ways that place them in tension with state and corporate interests. Drawing on the concept of everyday nationalism, this article explores how the interplay between international competition, national identity and commercial sport has made hockey an ambiguous and contested national symbol in Canada.  相似文献

Human rights-based approaches (HRBAs) can challenge the underlying structures and power relations that perpetuate poverty. They have thus emerged in the development field as a prominent instrument for addressing development issues. Access to clean water and sanitation are now internationally acknowledged as human rights, and have become a stand-alone Sustainable Development Goal of the international community’s commitment to international development. This paper analyses the potential use of HRBAs by local Non-Governmental Organisations (NGOs) working on sanitation issues in slums in Mumbai. It is argued that it is more productive for local NGOs to build (i) partnerships with duty-bearers (in this case the state and the Municipal Corporation of Greater Mumbai) and (ii) the capacity of rights-holders, in particular women, than to rely on litigation strategies to create momentum for change. HRBAs are more useful as a political tool for NGOs for establishing good working relationships with government agencies rather than as a legal instrument, which can be counter-productive to the poverty reduction objectives of NGOs.  相似文献
