This paper provides a long-run analysis of the scope and profile of government in Australia using the indicator of ministerial portfolios. By scope we refer to the range and intensity of government activity. By profile we refer to the balance of three categories of activity (defining, physical resource mobilisation and social). Although there has been growth in the scope of government in the twentieth century, the rates of change have varied over time, by level of government and by category of activity. Whilst the intensity of government has decreased recently, its range has not. Government has not evacuated areas it once occupied. Because the three categories of activity have grown at different rates, the overall profile of government has changed. We explain the extent to which the increase in government scope has been a function of the undertaking of new responsibilities as opposed to an intensification of existing ones.  相似文献

There have been few studies of spatialized discourse within contemporary healthcare policy-making. This paper addresses this omission, focusing on the governmental presentation of the little-studied measures that consolidated the post-1989 reforms of the NHS in England and Wales, and culminated in the Health Authorities Act 1995. A short section places these measures in context and outlines their main components. An analysis of key documents and parliamentary exchanges is then used to show how spatialized language was central to the presentation of policy and its debate in parliament. In particular, the paper demonstrates how nuanced conceptions of space- and territorially-led service management provide a flexible basis for presenting notions of power and control. This 'spatio-linguistic strategy' is located theoretically within the concept of governmentality.  相似文献

As governments and nonprofit organizations build close partnerships for the provision of public services, they become interdependent in many ways. In particular, nonprofits' public‐resource dependence has significant implications for their behavior and decisions. By examining Korean cultural nonprofit organizations (CNPOs), this article posits a theoretical framework for the impact of public‐resource dependence on nonprofits' organizational autonomy and legitimacy. The empirical results of national survey data of Korean cultural nonprofits suggest that public‐resource dependence has a dual effect, reducing managerial autonomy while enhancing institutional legitimacy. Korean CNPOs seem to be constrained by public funding granted by both local governments and the central government, particularly in goal setting, resource allocations, and program choices. However, public funding also helps nonprofits earn institutional legitimacy through its reputation and recognition effects.  相似文献

This research note reviews work by Gerritscn on budget outputs in Australian States, and more specifically on the explanatory significance of Labor and non‐Labor parties in office. It also extends his work by introducing a comparative dimension across time. This consists of comparison of the findings for the period Gerritsen saidied (1979/80–1982/83) with a later period (1985/86–1987/88) to assess the impact of partisan change in Slate governments on their relative budget efforts. The findings offer more support for the partisanship hypothesis than Gerritsen's allowed, by virtue of the findings for Western Australia and Tasmania. It concludes that though budget efforts are structured by a number of factors, partisanship nevertheless appears a potent explanatory variable.  相似文献

The historiography dealing with New Zealand's colonial period (1814 – c.1900) underwent a substantial revision during the second half of the twentieth century. In particular, the role and activities of the missionaries in the country during the colonial era was subject renewed scrutiny, which served as a much‐needed antidote to the largely uncritical depiction of these proselytisers in earlier histories. However, this revisionism sometimes took a reductionist approach to the work of the missionaries, and in the process, overlooked some of their accomplishments in a colonial environment that was at best unsympathetic and often hostile towards the Māori culture and language. Since then, a more nuanced and considered historiography has emerged – one which also incorporates the histories of imperial missionary activity in the realms of literacy and indigenous languages in other parts of the world into New Zealand's experience. This work examines the seminal role that Protestant missionaries and their parent churches played in the colonial era in converting Māori into a written language, in spreading the use of literacy within Māori society, with consideration given to the role of Māori agency in this process, and the challenges in policy and practice that the Protestant missionaries had in this period.  相似文献
