The Italian representatives in the Brussels Constitutional Convention played a greater role than expected. The Italians, who many thought would be destined to a role as pigmies in the Convention because of ideological differences and the personal mistrust they carried from their domestic arena, acted mostly as giants in the contributions they provided to the final text. The representatives of both the government and the opposition identified a series of points upon which they agreed and which were introduced in the final document. These positions, although not federalist, were much more advanced than those described as ‘intergovernmental’ or ‘confederal’. There were many reasons for this. The deliberative method adopted in the Convention probably helped this convergence. Certainly, the Italians wanted to keep open the dialogue with the main EU member‐states at a moment when the war with Iraq was undermining it, and the Italian representatives in the Convention shared a pro‐European attitude, while this attitude was being called into question in the domestic arena by the Berlusconi government.  相似文献

ABSTRACT

Earthquakes have been responsible for the destruction of hundreds of monuments throughout human history. Due to their size, conservation state, and lack of seismic provisions, monuments are particularly vulnerable to the effects of geological hazards. The first step toward the mitigation of the earthquake threat consists of understanding the existing seismic risk and evaluating possible strategies to reduce it. This study presents a simplified assessment to evaluate the probability of damage due to ground shaking on UNESCO World Heritage cultural sites throughout Europe. The seismic hazard model (SHARE) has been employed to derive hazard curves, which were combined with a fragility model to calculate the annual probability of damage or collapse. These calculations were performed assuming different soil conditions, and the resulting risk metrics can be used for risk awareness, to inform the prioritization of the sites in need of structural interventions, and to support additional risk analysis.  相似文献

ABSTRACT In this paper, we introduce a new spatially constrained clustering problem called the max‐p ‐regions problem. It involves the clustering of a set of geographic areas into the maximum number of homogeneous regions such that the value of a spatially extensive regional attribute is above a predefined threshold value. We formulate the max‐p ‐regions problem as a mixed integer programming (MIP) problem, and propose a heuristic solution.  相似文献

A small amber fragment from the period of Roman occupation of Numantia (Garray, Spain) was characterised by Fourier transformed infrared spectroscopy and optical microscopy. The material was found to be a polystyrene-like material, which is a very rare fossil resin known as Siegburgite or class III amber. Until now, this material was found in Europe only at two sites, both localised in Germany, and it is the first time that this type of amber was identified in wrought archaeological artefacts. The discussion includes the applicability of the method to distinguish false from true and amber of different origins, its use and trading as well as a hypothesis for a transport route. The study highlights the need for a more systematic study of archaeological amber remains. The finding also proves the exploitation and trading of local, non-Baltic amber deposits throughout the Roman Empire.  相似文献

Molecular analysis of coprolites from Hinds Cave, Texas recovered chloroplast DNA sequences. The sequences were interpreted as evidence of diet. We analyzed 19 Hinds Cave coprolites to evaluate the potential sources of the chloroplast DNA (cpDNA) and compared our results to previous studies. This review shows that some cpDNA sequences could be from well-known prehistoric plants foods. Some other sequences could have come from ambient plant material in the guts of small animals eaten by humans in antiquity. Using pollen concentration analysis, we identify sources of ambient plant material which could have been inhaled or imbibed. It is even possible that cpDNA sequences are from proplastids within ambient pollen grains themselves. However, three sequence types cannot be explained as resulting from only dietary or ambient sources. We suggest instead that these might be from medicinal or hallucinogenic plants. We compared these three sequences to existing sequences in the GenBank. We found that these sequences are 100% matches for Rhamnus, Fouquieria, and Solanum.  相似文献

An anatomically preserved mature stem from the Salamanca Formation (early Paleocene) at Palacio de Los Loros, central Patagonia, Argentina, is described and assigned to Paracacioxylon frenguellii sp. nov. The material was preserved by siliceous permineralization and shows features of the secondary xylem typical of subfamily Mimosoideae. This species represents the oldest record of the genus and of the Leguminosae along the western border of Gondwana, and is the world's second oldest record of Leguminosae wood. The species is characterized by ring-porous to semi-ring-porous vessels that are solitary, in multiples of 2–4 and clustered, simple perforation plates, alternate and vestured inter-vessel pitting, homocellular 1–6 seriate rays, tyloses, crystals and diffuse apotracheal, vasicentric paratracheal and confluent axial parenchyma. Paracacioxylon frenguellii has anatomical similarities to Acacia Miller. The presence of Paracacioxylon frenguellii associated with pulvinate leaves suggests that the legumes might have been a component of mesothermal forests developed along the western margin of the Golfo San Jorge Basin during the early Paleocene.  相似文献
